I will also try to get the Mylar to California as soon as possible. When I talked with Monica on Friday I thought she felt comfortable releasing the hold on the building permit once the improvements agreement and certified check were delivered to your office. It doesn't place the County at risk to release because without a certificate of occupancy the building can not be occupied. It could take another 7-10 days to get the plat signed and other issues resolved. Could you check with Monica again to verify what her position is on the release of the building permit? Please let me know because Copart is concerned about delaying the opening of the facility. Thanks. You can also have the fire district just shoot me an e-mail okaying it. The easement for storm drainage by the end of the week will be perfect. If you drop off the Improvements Agreement and cashiers check to our office on Tuesday I will be able to pick it up on Wednesday (I have a couple hearings on Wednesday in Greeley) and should be able to send it over to the Board of County Commissioners by the end of the week. Because of the holiday the Board will probably be reviewing it the earliest on Wednesday the 22nd but possibly Monday the 27th. Imtermill can make the changes as outlined and create the Mylar and you can send it to California for signatures by the time we get that back it should be ready to go. I plan on going out to the site tomorrow to review the improvements on site. If all is okay on site and I have received the Mylar and the Board of County Commissioners has approved the Improvements Agreement we can release the building permits. Copart would like to open the facility on May 1, 2006. To accomplish the opening, a remodel of an office building will have to be completed. Presently, a building permit for the remodel has been placed on administrative hold pending the recording of the use by special review plat. The plat cannot be recorded until fencing and paving improvements have occurred and an improvements escrow has been put in the place for fencing on the northeast corner of the property in the event an amendment to the USR is not approved subsequent to the recording of the original plat. Jacqueline and I have talked about the placement of fencing on the northeast property line instead of the approved USR property line because Copart acquired property in the northeast quarter of the site and has made improvements to the site with the understanding if the use by special review is not approved the fencing will have to be moved to the originally approved location. At the moment, the fencing and paving have not been completed,however, it has been anticipated those improvements will be completed in the next two weeks. Because of the commissioner's hearing schedule, it is unlikely the escrow improvements agreement will be approved until March 1, 2006 and I do not want to place the escrow improvements agreement on the agenda until the remaining fencing and paving of the property have been completed. On behalf of Copart, I am requesting the administrative hold on the building permit for the office remodel be released so the remodeling can continue and be completed by May 1, 2006. I do not believe the County is at risk because the building cannot be occupied until a certificate of occupancy has been issued and if the required improvements are not completed, the County will have the authority to prevent the facility from being placed in service. I found errors on the plans, in the report text and in the calculations. The report proposes to release developed flows from detention at a rate of 49.4 ofs. That is a 100- year release rate. It is Weld County policy that developed sites retain the 100-year developed flows and release them at a rate equal to the 5-year historic storm discharge rate. The 49.4 ofs release rate stated in the report is probably a typographical error since the site acreage is coincidentally 49.4. The report calculates a 5-year release rate of 29.4 cis. However that is also an error. I ran some Rational Method calculations and determined that the undeveloped site would discharge at a peak rate of approximately 1.4 ere which seems appropriate for a very flat 49 acre site. I calculated the Q100 developed at about 108 oft Using the UD&FCD spreadsheets and varying some parameters gave numbers of the same magnitudes. The detention sizing proposed In the report is undersized. The outlet structure should be redesigned to release at the proper rate. Also, remind the applicant that discharges of concentrated flows to offsite properties will need an easement from those properties. Also, the resized detention pond needs to be in a drainage easement. If you have any questions, please give me a call, I have written a memo stating these findings and will give you ham copy. Attached is the list of items I still need to check off and as you will see some of them I just need sign off from Public Works or the Health Department which I am waiting on. In regards to changes on the plat I have the following 1. the proposed 6'chain link fence on the eastern side needs to be located outside of the future right-of-way 2. the vicinity map while in color on the paper plats the final Mylar can't be in color 3. map A1.1 should be incorporated into the other plat(it already looks like a majority of it is except for the elevation and description of the fence) 4. I also noticed that the retention pond has moved to the west side of the property I will just to make sure Don with Public Works has reviewed that version.
