SB 98 was introduced by the Colorado County Weed Supervisors Association and the Colorado Weed Management Association along with the Colorado Association of Conservation Districts with the original intent to help fund the un-funded mandate of the Noxious Weed Act and to foster partnerships with groups like the conservation districts on weed control projects. Due to the inevitable amendments and concessions made during the bill's travels through the Senate and House of Representatives the interpretations of where and what types of projects can be funded are many and varied. The Conservation Trust Fund is lottery dollars that are divided among all counties based on population. SB 98 allows the commissioners in each county the option of using those monies to help fund projects on public lands that are of benefit to the public. SB 98 allows partnerships between counties and conservation districts and/or weed districts using Conservation Trust money in the conservation of natural resources and management of noxious weeds. The county commissioners make the decision for how these monies will be used in their county. It is the hope of the Colorado County Weed Supervisors that the county commissioners would look to their own county weed departments first and that any funds that are currently being used on public lands could then be used for additional on the ground projects. I hope you all feel as I do that SB 98 is a step in the right direction in the fight on noxious weeds. Please feel free to call if you have questions.
