A detailed review of these items was not complete at this step in process. Comments made during this stage of the review process will not be all inclusive, as revised materials are submitted other concerns or issues may arise. All issues of concern and critical issues during further review must be resolved with the Public Works Department. COMMENTS: Weld County Road Classification Plan (FHU): (June 2002) Apache Road is a local paved subdivision road within Casa Grande Estates and requires a 60-foot right-of-way at full build out. There is presently a 60-foot right-of-way. This road is maintained by Weld County. Pursuant to the definition of SETBACK in the Weld County Zoning (23-1-90), the required setback is measured from the future right-of-way line. Ocess: There are two existing accesses through the property, one is a residential access and the adjacent second access accommodates the shop area and the parking for the one semi and two low-boy trailers. No additional access shall be granted. Site Plan: Our aerial photography is identifying two additional cranes on site. Should these cranes located be behind the shop area or screen from the traveling public? Traffic Study: No traffic study was required; however, the applicant has indicated that the proposed use would be one semi and two low-boy trailers only. Storm Water Drainage: The applicant was requested to provide a water quality feature for the area to be used for the business. According to procedures outline in Volume 3 Section 4.4.2 of the Urban Storm Drainage Criteria Manual, 300 cubic feet of water quality needs to be provided for the area utilized by the business. It appears that the water quality feature could be placed in the southeast corner of the property. Please identify the water quality feature on the plat. Label the features as "Water quality feature —no build or storage area". Please show the volume of the water quality features on the plat. Please add a note to the development standards stating "Weld County is not responsible for the maintenance of on-site drainage related structures." This area is not in a Special Flood Hazard Area (SFHA) as determined by the Federal Emergency Management Agency (FEMA). There are no employees associated with this request. The residence is served by an individual sewage disposal system (Permit#G19750617) and, according to Department records, was sized for a 3 bedroom home which is equivalent to 6 people. As there are no employees, the septic system does not require review by a Colorado Registered Professional Engineer. • The site is served by Central Weld Water District (Tap # 747). The applicant stated, via phone on 12/21/09, that no maintenance is done on the property. The vehicles are taken to various shops in Mead for repairs and maintenance. We have no objections to the proposal; however, we do recommend that the following conditions be part of any approval: We recommend that the following requirement be met prior to allowing the plat to be recorded: 1. The applicant shall submit a dust abatement plan, detailing on site dust control measures, for review and approval, to the Environmental Health Services, Weld County Department of Public Health & Environment. We recommend that the following requirements be incorporated into the permit as development standards: 1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. • • 2. No permanent disposal of wastes shall be permitted at this site. This is not meant to include those wastes specifically excluded from the definition of a solid waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended. 3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, fugitive particulate emissions, blowing debris, and other potential nuisance conditions. 4. Fugitive dust and fugitive particulate emissions shall be controlled on this site. The facility shall be operated in accordance with the approved "dust abatement plan", at all times. 5. This facility shall adhere to the maximum permissible noise levels allowed in the Commercial Zone as delineated in Section 14-9-30 of the Weld County Code. 6. Any vehicle washing areas shall capture all effluent and prevent discharges in accordance with the Rules and Regulations of the Water Quality Control Commission, and the Environmental Protection Agency. 7.
