BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
OCTOBER 27, 2010
The Board of County Commissioners of Weld County, Colorado, met in regular session in full
conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County
Centennial Center, Greeley, Colorado, October 27, 2010, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Douglas Rademacher, Chair
Commissioner Barbara Kirkmeyer, Pro-Tem
Commissioner Sean P. Conway
Commissioner William F. Garcia
Commissioner David E. Long
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Esther Gesick
Director of Finance and Administration, Monica Mika
MINUTES: Commissioner Kirkmeyer moved to approve the minutes of the Board of County
Commissioners meeting of October 25, 2010, as printed. Commissioner Garcia seconded the motion,
and it carried unanimously.
AMENDMENTS TO AGENDA: There were no amendments to the agenda.
PUBLIC INPUT: No public input was given.
CONSENT AGENDA: Commissioner Kirkmeyer moved to approve the Consent Agenda as printed.
Commissioner Conway seconded the motion, and it carried unanimously.
COMMISSIONER COORDINATOR REPORTS: Commissioner Conway stated yesterday he
participated on a panel concerning the 500-year floodplain rule changes being considered by the
Colorado Water Conservation Board in November, 2010. He stated the panel is trying to help educate
staff and the board members in terms of the implications to Weld County, school districts,
municipalities, and private property owners state-wide. He stated there was good discussion with the
Colorado Association of Engineers, and at the end there were various speakers who thanked Weld
County for its leadership on this issue. Commissioner Conway commented it is unfortunate that staff
still has not made a compelling argument on why the matter should be rushed through in November,
rather than continuing the issue and engaging in further dialogue. He stated they also made the point
that if there are communities that desire to enact a higher standard, they have the local authority to do
so; however, Weld County feels it is unfair to have the standards forced on entities that have unique
situations. Overall, he stated it was a very educational meeting and those in attendance indicated they
appreciated Weld County's leadership on the matter.

BIDS:
PRESENT BID #B1000146, CONTRACT MEDICAL SERVICES - SHERIFF'S OFFICE/JAIL: Monica
Mika, Director of Finance and Administration, presented the three bids received and stated a
recommendation will be presented to the Board for approval on November 10, 2010. She further stated
there is a work session scheduled on November 8, 2010, to discuss the issue with the Sheriff's Office.
PRESENT BID #B1000158, GRADER BLADES - DEPARTMENT OF PUBLIC WORKS: Ms. Mika
presented the names of seven vendors who submitted bids and she stated a recommendation will be
presented to the Board for approval on November 10, 2010.
NEW BUSINESS:
CONSIDER CHRONIC DISEASE SELF MANAGEMENT PROGRAM MASTER TRAINER
AGREEMENT AND AUTHORIZE CHAIR TO SIGN - CENTRAL COLORADO AREA HEALTH
EDUCATION CENTER: Judy Griego, Director, Department of Human Services, stated this Master
Trainer Agreement allows Area Agency on Aging trainers to provide fidelity site visits to provide
evidence based classes that are being taught by training partners. For these services, the Department
will be reimbursed $125.00 per visit, for a term beginning October 20, 2010, and ending March 31,
2012. Commissioner Kirkmeyer moved to approve said agreement and authorize the Chair to sign.
The motion, which was seconded by Commissioner Conway, carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:15 a.m.
