WELD COUNTY COUNCIL

The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter, Monday, December 20, 2010, 6:30 p.m. at the Weld County..
Centennial Center, 915 10th Street, Greeley, CO. `
ROLL CALL: The meeting was called to order by President Perry Busk.Nice-President
Don Mueller, Councilwoman Ginny Buczek, Councilmen Charles Tucker and John
Kivimaki were present, constituting a quorum of the members. Also present was Weld
County Commissioner Douglas Rademacher and Karla Ford, Council Secretary.
APPROVAL OF AGENDA: Councilman Mueller made a motion to approve the
December 20, 2010 agenda. The motion was seconded by Councilwoman Buczek and
carried.
APPROVAL OF MINUTES: Councilman Kivimaki made a motion to approve the
November 15, 2010 minutes. The motion was seconded by Councilman Tucker and
carried.
PUBLIC COMMENT: There was no public comment.
REVIEW PROGRAM:
Douglas Rademacher, Chair, Board of County Commissioners, gave a 2010 year
overview for the county. He discussed some of the goals that had been set for 2010
which included monitoring the budget, opening a health clinic for county employees,
finalizing and consolidating Environmental Health and Planning, continuing the
succession planning, reevaluating the working after retirement issue, continuing office
hours, and planning events for the 150th year celebration.
Commissioner Rademacher also discussed some of the 2010 accomplishments. Those
accomplishments included purchasing a new building that administration will be moving to
in 2011, the Weld County Employee Medical Clinic was opened and is being well utilized,
the Community Corrections building was opened and the Planning Department moved to
north offices. A most recent accomplishment was choosing a new public safety vendor
(Spillman). The conversion will take about one year for a complete switch over.
Some items that were reviewed in 2010 were aircards (for computers) that are used out in
the field —they were consolidated and it saved the county $25,000. The Pcards
(purchasing cards) were also reviewed and several cards not in use were returned. The
revolving fund with Upstate was also reviewed and the commissioners were happy with
how the fund is handled.
Two positive issues include Weld County receiving an award for fiscal management. It
was a great recognition for the county's stewardship. The county's 150th anniversary will
be celebrated in 2011 and currently coordinating with all towns to help celebrate. There
will be a traveling show which will include a placard pertaining to each town and the show
will travel to all the town days. The kickoff will be held at the Weld County farm show and
there will also be a gala at the end of the celebration.

Weld County did have a few disappointments in 2010 which include the emissions
program (currently trying to overturn decision), a Tower grant was turned down for the
first time, 500 year floodplain rule did not go well, and the new nutrient levels for
discharge — the new rules are above what EPA requires for water (State Health
Department).
NEW BUSINESS:
2011 Weld County Council Meeting Dates
Councilman Kivimaki made a motion to set the 2011 Weld County Council meeting
dates be held on the third Monday of each month, except in February 2011 when the
meeting will be held on the fourth Monday. The meetings will be held at 6:30 p.m. The
motion was seconded by Councilman Tucker and carried.
Coordinator Reports
Councilman Kivimaki and Councilwoman Buczek attended the District Listening Tour
with Cory Gardner and found the meeting to have a lot of information.
Upcoming Meetings
The council was invited to the Weld County Officials' Swearing In Ceremony on January
3rd, Weld County Energy Workshop on January 13th and the Martin Luther King Jr.
March and Celebration on January 17th
Payment of Bills
Councilman Kivimaki made a motion for the bills to be paid as listed below:

The motion was seconded by Councilman Mueller and passed.
Weld County Council Office Move
Councilman Kivimaki made a motion to pass a resolution to request that the Weld
County Commissioners have the Weld County Council office moved to the new north
office with the Board of County Commissioners, Legal and Human Resources
Departments in 2011. Councilwoman Buczek made a friendly amendment to include
having the secretary be proficiently trained on all new equipment at the new location.
The motion was seconded by Councilman Tucker and passed.
