HomeMy WebLinkAbout780589 RESOLUTION RE: APPROVAL OF THE RESOLUTION OF RECOMMENDATION REGARDING THE PROPOSED EXPANSION OF GILCREST WASTEWATER TREATMENT FACILITY IN WELD COUNTY, COLORADO. WHEREAS , the Board of County Commissioners of Weld Count } , Colorado, pursuant to Colorado statute and the Weld County Hone Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, a representative of the Weld County Department of Planning Services reviewed the proposed expansion of the Cl- crest Wastewater Treatment Facility in Weld County, Colorado, and read the favorable recommendations of the Weld County Planning Commission, as more fully set forth on the attached copy of the Resolution of Recommendation to the Board of County Commissioners , which is incorporated herein by this reference, and WHEREAS, a presentation was made by a representative of the Western Technical Services regarding that firm' s evaluo.ticn of said facility and its recommendation that the existing facility be enlarged in the area directly west of the present facility, and WHEREAS, after taking into consideration all the facte, presented to the Board of County Commissioners , said Board deems it advisable and in the best interest of all concerned to approve the proposed expansion of Gilcrest ' s Wastewater Treatment Facility NOW, THEREFORE , BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the proposed expansion of the Gilcrest Wastewater Treatment Facility, be, and hereby is , approved, and the Chairman of the Board is hereby authorized to sign the Resolution of Recommendation. Recognizing that the Gilcrest Sanitation District must provide adequate wastewater treatment facilities, upgrading of the exist- ng facilities was found to be the most reasonable solution through on evaluation of the wastewater treatment facilities through a study sponsored by a grant from the Division of Local Government. The project consists basically of expanding the aeration facilities cnd evaporation-percolation ponds. To construct the additional evaporation- percolation ponds , it will be necessary to purchase three to five acres immediately adjacent to the west of the site as shown in the attcched exhibit labeled "Gilcrest Sanitation District Area Map - Exhibit II " , A. 13. The population projections presented in the study are realistic for Gilcrest 's future growth . 3. The proposed expansion is in conformance with the Developing Larimer-Weld Regional 208 Plan. 4 . The proposed expansion is in conformance with the Weld CoLnty Comprehensive Plan . The submitted request by the Gilcrest Sanitation District is required as part of the procedure for "Application for Site Approval of New Sewage Treatment Works" before the Colorado Department of Health . Comments : Two recommendations are submitted: 1. Adequate attention should be given to safety and landscaping measures for the expansion ; and 2 . In that continued population growth is expected in the Gilcre ,t area , expansion of their wastewater treatment facilities in t. le near future is advisable in order to meet expanding needs . It is recommended , however , that such expansion give adequate attention to landscaping and safety measures in that the propssed westerly expansion of these facilities is adjacent to a res _d2ntjal development area. Notes : 1 ) A population of 1 , 000 by the year 2000 as projected by the Gilcrest Sanitation District consultant is not unrealistic . 2 ) According to Western Technical Services evaluation of the Gilcrest Sanitation District Wastewater Treatment facilities , the estimated wastewater generation rate is approximately 300 gallons per capita per day ( gcpdi . This figure is approximately twice the national average which accounts for the inadequacy of the existing plant as originally designed. It may also be advisable to look into the reason for this large gcpd figure and solutions to lowering the figure if feasible. 3 ) Facility expansion is in conformance with Regional 208 Plan draft and the County Comprehensive Plan.
