The Weld County Public Works Department reviewed the submitted application for critical items, including but not limited to Site Plan, Traffic Study, Preliminary Drainage Report, Geotechnical Soils Report, and Flood Hazard Development Permit. Comments made during this stage of the review process will not be all inclusive, as revised materials are submitted other concerns or issues may arise. All issues of concern and critical issues during further review must be resolved with the Public Works Department. COMMENTS: The Del Camino Center PUD is located within the 1-25 MUD on site improvements such as curb, gutter, sidewalks, and paving are required. • Specialty Place (private road) is non-county maintained. Access is from the 1-25 East Frontage Road. The Colorado Department of Transportation (CDOT) has jurisdiction over all accesses to the state highways. Please contact Gloria Hice-Idler at the Greeley office (970-350-2148 or 970- 350-2163) to verify the access permit or for any additional requirements that may be needed to obtain or upgrade the permit. (1-25 East Frontage Road) Off-street parking spaces including the access drive shall be surfaced with asphalt or the equivalent and shall be graded to prevent drainage problems. Curb, gutter, sidewalk, and striping will be required also. Storm Water Drainage: The applicant submitted a letter signed and stamped by Joel R Seamons, P.E. No 37162 and dated June 15, 2010 stating that the proposed development is consistent with the drainage master plan revised October 30, 2000. However, the applicant's engineer did not provide As- Built Drawings and calculations showing that the existing detention ponds were constructed in accordance with the October 30, 2000 revised drainage report. Please provide As-Built Drawings and calculations showing that the ponds were constructed per the October 30, 2000 revised drainage report. On the plat drawings, please place the detention ponds in a drainage easement and provide a metes and bounds description of the easement. Please label the detention ponds as "No • Build/Storage Areas". Please label the detention ponds with the release rate and storage volumes. The Grading and Drainage Plan from October 30, 2000 shows a storm sewer running along the • east edge of Basin Fm1 and through the middle of Basin Fm1m. However, the storm sewers do not appear on sheets 1, 2, or 3 of the drawings submitted by Park Engineering Consultants in July, 2010. Please add the storm sewers to these sheets. The Fire District does not object to the subdivision and subsequent development, provided the development is able to meet the requirements of the Fire District. All applicable codes as they pertain to water supply,fire hydrant locations, fire department access and street designs must be met. Based on my review, I have the following comments regarding the sketch plans submitted: • A minimum fire flow of 2,500 gallons per minute, measured at a residual pressure of 20 pounds per square inch, is required for a commercial/light industrial subdivisions. • • Additional fire hydrants are going to be needed. The maximum spacing between fire hydrants on public streets and along fire apparatus access roads is 300 feet in commercial subdivisions. • Construction plans for the utilities, showing the location of fire hydrants, the size of water mains and available fire flows will need to be submitted to the Fire District for review and approval. • Plans for all buildings to be built within the subdivision need to be submitted to the Fire District prior to the beginning of construction. All applicable fire codes, as they pertain to buildings and • construction,must be met for each individual pad site. Final site plans for individual pads will need to be provided to the Fire District for review and approval as development proceeds. Nothing in this review is intended to authorize or approve of any aspect of this project that does not comply with all applicable codes and standards.
