HomeMy WebLinkAbout760661.tiff RESOLUTION RE: PERSONNEL COMMITTEE WHEREAS, pursuant to Section 4-2 (B) (8) of the Weld County Home Rule Charter the Board of County Commissioners shall appoint an appeals board to which an employee may appeal his dismissal, suspension, demotion, or other grievance, and WHEREAS , by resolution dated, December 24th, 1975 , the Board of County Commissioners adopted a Personnel Policy Manual which in Section IX, copy attached hereto and made a part hereof by reference, provides for grievance procedures , and WHEREAS, pursuant to said Section IX, the Personnel Committee shall be composed of nine members, who shall be selected as follows : 1. The Affirmative Action Officer for Weld County, Colorado. 2 . The Personnel Director for Weld County, Colorado. 3 . The four (4) Department Heads (both elected and appointed) shall be appointed by the Board of County Commissioners . 4 . Three (3) employee representatives from various major department members to be elected by the Weld County Employees within thirty (30) days from the date of this resolution, to-wit: A. shall serve a term of one (1) year during the calendar year of 1976 and until his successor is appointed. B. shall serve a term of two (2) years during the calendar years of 1976 and 1977 and until his sucessor is appointed. C. shall serve a term of three (3) years during the calendar years of 1976 , 1977 and 1978 and until his successor is appointed. D. The appointments of the employee representatives from various major departments, after the first appointments aforesaid, shall be for a term of three (3) years . 760661 I / � i NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners, Weld County, Colorado, that the Personnel Committee be, and it hereby is established, and that the members thereof shall be appointed as hereinabove specified. GRIEVANCE PROCEDURE AND PERSONNEL RECORD FILES Grievance Procedure Employees having grievances concerning their job assignment, work conditions , or any administration action involving them, should immediately discuss the problem with their supervisor. If not satisfied after speaking with the supervisor, they may appeal to the Department Head. If still dissatisfied, they should inform the Department Head that they are appealing the matter to the County Personnel Committee. The Personnel Committee is composed of nine members including the Affirmative Action Officer, the Personnel Director, four Department Heads, —"both elected and appointed, and three employee representatives from various major departments serving as rotating members. This committee will hear and decide all employee grievances. If the decision reached by the Personnel Committee is still unsatisfactory to the employee, he or she may request an appointment with the Commissioners. At this time, the employee must be accompanied by one elected or appointed official and one employee representative. Personnel Record File Adequate personnel forms, records and reports are essential to the efficient functioning of a personnel system. It is also necessary that the personnel records be centrally maintained and readily available to efficiently serve the County. A complete personnel file of each employee will be maintained and filed alphabetically in the Personnel Office. The file shall contain the employee's application for employment, all memoranda and correspondence, seniority record, sick leave and injury reports , G-1 Hello
