HomeMy WebLinkAbout20101682.tiff Minutes WELD COUNTY COUNCIL June 21, 2010 r CD 6A2010 "' u�i{y A 9' I 1 The Weld County Council met in regular session in full conformity with the Qlt� Home Rule Charter, Monday, June 21, 2010, 6:30 p.m. at the Weld County Centennial Center, 915 10th Street, Greeley, CO. _ c, V t U ROLL CALL: The meeting was called to order by President Perry Buck. Vice President Don Mueller, Councilwoman Ginny Buczek and Councilmen John Kivimaki and Charles Tucker were present, constituting a quorum of the members. Also present was Steve Moreno, Gaye Florio and Karla Ford, Council Secretary. PUBLIC COMMENT: There was no public comment. APPROVAL OF AGENDA: Councilman Kivimaki made a motion to approve the June 21, 2010 agenda with the noted mileage change for Councilwoman Buczek. The motion was seconded by Councilman Tucker and carried. APPROVAL OF MINUTES: Councilman Mueller a motion to approve the May 17, 2010 minutes. The motion was seconded by Councilman Kivimaki and carried. REVIEW PROGRAM: Weld County Clerk and Recorder Steve Moreno distributed a handout that contained information regarding his department. This area consists of motor vehicle, recording and elections. General information was given about the year 2009. Motor Vehicle titled and registered 478,202 vehicles which generated $54.4 million which goes to the state and then is distributed to school districts, county and other entities. Late fees that went into effect last June, $1.2 million was brought in. The county only retains 10% of that amount and the state receives the remaining balance. Security has been discussed with the Board of County Commissioners for the Clerk and Recorder's office. Some residents have been coming into the office upset and have made some threats. There have been talks about security cameras and glass put into the Greeley office. There has not been a security recommendation for the other two locations as they are connected to a Sheriffs office. The Recording Department includes real estate records, UCC records, military discharges, school records, maps and plats, marriage licenses and release deeds of trust. There were 70,321 recordings in 2009 and 232,815 recorded pages with $1.7 million generated. Marriage licenses have dropped a bit since 2008. The number of eRecordings have increased. Four research machines have been purchased and were placed in Greeley and Del Camino to help with transactions. The copy fee has decreased from $1.25 to .25 per copy due to the 2007 Senate Bill 45. House Bill 1007 was passed and as of July 1, 2010 it will be $11.00 for the first page and $5.00 for each additional page for standard recording. The Primary Election is coming up in August 2010. There will be 34 voting center sites. There were 112,276 active registered voters for 2009 in Weld County. Voter Turnout was 30.31%, which was not a presidential election. Early voting has increased. Vote by mail-in ballot was 34,027 for 2009 and is continually climbing as with other counties. Senate Bill 234 made it a permanent mail-in ballot. There are 56,355 Weld residents with permanent mail-in ballots. In response to Councilman Mueller and regarding fraud during the election, Mr. Moreno said there is no perfect election and their department does everything humanly possible to stop fraud. There are many checks and balances for all ballots. If fraud is found, it is turned over the Weld County District Attorney's Office. The Clerk and Recorder's office continues to educate voters through local newspapers, T.V. stations, radio stations and website. The website has been updated and there is a registered voter search. Exact information has to be given in order to find requested voter information. In January 2010, it was implemented that county office positions now apply/file for the affidavit for candidacy through the Colorado Secretary of State. However, petitions do come through the county office. As of April 1st, residents can go on-line and register to vote. This is new to the state of Colorado. For security purposes, many different pieces of information must be given in order to verify the resident for voter registration. Important upcoming dates include July 12 — Last day to register to vote in Primary Election and last day to change affiliation, July 19 — Ballots begin to be mailed, August 2 — Early voting begins, August 10 — Primary Election, October 4 — Last day to register to vote for General Election, October 18 — Early voting begins for General Election, October 26 — Last day to apply for a ballot to be mailed, November 2 — General Election Day. Councilman Kivimaki commended Mr. Moreno and his staff at the Del Camino office for providing great service. Councilwoman Buck also commended Mr. Moreno and all of his staff on working so hard and doing an excellent job. OLD BUSINESS: 2011 Budget The 2011 proposed budget information was distributed. Councilman Kivimaki made a motion to approve the 2011 budget. The motion was seconded by Councilman Tucker and passed. A formal budget letter will be forwarded to Don Warden. NEW BUSINESS: 2010 Salary Setting 2010 Salary Setting information was distributed to the council. They will review information and discuss at upcoming meetings. Petitions — Council Openings Information regarding the petition pick-up for the Weld County Council openings was distributed to the council. There are two positions that will be on the November ballot— • Weld County Council Minutes June 21,2010 Page 3 of 3 1 At-Large and 1- District 3. The Weld County Clerk and Recorder and the Weld County Council will post a press release regarding the petitions and openings. Coordinator Reports Councilwoman informed the council regarding a resident that had found pornography on the Weld County Assessor website. After looking into the matter with Commissioner Rademacher, ACS, Chris Woodruff, it was discovered it was through a Google search and not a Weld County website. When the website was reviewed, it was linked to many different state/county keywords. ACS was able to work with Google to resolve the problem. Predators are able to link anyone to their websites. Councilwoman Buczek talked with the resident and explained the situation. Councilwoman Buczek also attended the Legislative Issues Dinner and learned about upcoming ballot measure for the November election. Upcoming Meetings The council was invited to the upcoming Weld County Medical Clinic Open House on July 13, 2010. Payment of Bills Councilman Kivimaki made a motion for the bills to be paid as listed below: Mileage for Councilwoman Perry Buck $ 10.56 Mileage for Councilwoman Ginny Buczek $ 87.84 Mileage for Councilman John Kivimaki $ 43.20 Mileage for Councilman Charles Tucker $ 18.72 Windsor Beacon— Report to the People $ 125.42 The motion was seconded by Councilman Tucker and passed.
