HomeMy WebLinkAbout20102441.tiff RESOLUTION RE: APPROVE COURT SECURITY GRANT APPLICATION AND AUTHORIZE CHAIR TO SIGN ELECTRONICALLY - COLORADO OFFICE OF THE STATE COURT ADMINISTRATOR COURT SECURITY CASH FUND WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Court Security Grant Application to the State Court Administrator Court Security Cash Fund, commencing upon full execution, with further terms and conditions being as stated in said grant application, for approval and signature by the Board of County Commissioners of Weld County, pursuant to the provisions of C.R.S. § 13-1-205(1), which requires that for the Court Security Cash Fund Commission to consider a grant application, "the application shall be signed by the administrative authority of each entity that is represented on the local security team," and WHEREAS, after review, the Board deems it advisable to approve said grant application, a copy of which is attached hereto and incorporated herein by reference, with the condition that the resulting agreement must be presented to the Board before being agreed to by staff, to allow the Board to complete the necessary actions. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Court Security Grant Application to the Colorado Office of the State Court Administrator Court Security Cash Fund be, and hereby is, approved, with the condition that the resulting agreement must be presented to the Board before being agreed to by staff, to allow the Board to complete the necessary actions. We live with the constant challenges and additional expenses that having a three-building court complex entails. The Local Security Team has been meeting monthly for about the past 18 months. During that time we have made tremendous strides in understanding each other's challenges and developing remedies that promote safety throughout our agencies. This communication has promoted safety in the Court Complex that strikingly compliments the equipment and training we have received through the grants. It is comprised of members representing the Nineteenth Judicial District Courts and Probation, District Attorney's Office, Weld County Government and Weld County Sheriffs Office. The LST agreed to have the state conduct a security assessment of the Court Complex in March 2009. The information gathered from that assessment is periodically reviewed by the LST. Based on these reviews in tandem with discussions of emerging security concerns, the LST collaboration develops and prioritizes responses and requests to address legitimate security needs. The following request outlines, in order of priority, the tools and equipment requested by the Nineteenth Judicial District LST in the 2011 Grant request. Page 1 Video Conferencing Initiative #of Units Make&Model Unit Price Total Equipment to facilitate video conference connectivity between the State and Weld County Equipment to facilitate document exchange to include signature pads Total Estimate based on State Estimate $45,770.00 Justification: Weld County and the 19th Judicial District have used video conferencing as a resource for the last two years to keep large numbers of inmates scheduled for advisements in a secure location avoiding the risk and expense of transporting inmates the five miles from the jail to the court complex. Weld County and the 19th Judicial District Courts have utilized video conferencing for the last two years to keep large numbers of inmates scheduled for advisements in a secure location. There is video equipment currently available for use in our four district court criminal courtrooms as well as one county court courtroom. An additional county court courtroom will come online within the next four months. Feeding the courtrooms are four video conferencing rooms strategically located at the Weld County North Jail Complex. The impact of video conferencing to the county is significant in this District. Every time an offender is moved from one facility to another, safety and security risks to officers, offenders and the public increases. The North Jail Complex is in a remote location located five miles roundtrip from the Court Complex. Further, inmates sentenced to the Department of Corrections (DOC), then subsequently ordered to appear before the Court, must be transported a minimum of 120 miles round trip if the inmates are located at the closest DOC facility in Denver. More than 250 DOC Inmates are transported every year to our courts. The minimum cost associated with transporting and housing one offender for court appearances of this nature is approximately $500. Video conferencing would substantially reduce the number of inmates requiring transport thus reducing safety and security risks and saving valuable human and monetary resources for the citizens of Colorado. This sensitivity adjustment provides for more efficiency and enhanced reliability in detection. • The Vendor(Key Right) in Denver provides training, installation and service. Justification: Metal detection equipment is the first line of defense for the court facilities. The purchase of this device will replace the last detector that is more than 10 years old. This technology, currently used our three other check points, allows the operator to pinpoint where metal is located and the sensitivity can be adjusted according to need. This additional tool provides valuable information to the responding officers in order to adequately respond and defuse the situation in an efficient and safe manner. Upon activation the video transmission also is automatically recorded and can be preserved as evidence. Court officers with in-custody defendants use these doors as direct and alternate routes for access to the court house for court appearances. Attorneys and court interpreters are allowed access from the court houses to communicate with in custody defendants. Their ability to use this area for consultation and paperwork keeps in-custody defendants out of the courtroom until their cases are ready to be called. This panel also controls access to judicial parking. The current panel is more than 10 years old and not technologically sound. It is in a constant state of repair or sometimes disrepair because parts cannot be found to fix doors, intercoms and/or interlock relays. The new touch screen technology and monitor would enhance the current security surveillance system by working side by side allowing the operator to easily access doors, cameras and audio providing greater security for the court complex.
