Cogburn, do here authorize, Robert Allen Collins, to sign all documents concerning Use By Special Review permit (USR -1736) and statement of existing for Septic System on my behalf. • • SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL REVIEW(USR) QUESTIONNAIRE The following questions are to be answered and submitted as part of the USR application. If a question does not pertain to your use, please respond with "No Applicable", with an explanation as to why the question is no applicable. 1. Explain, in detail,the proposed use of the property. Answer: a.The business usage is an excavation company, that will bid work; excavation, for water lines, sewage lines, storm sewer lines, and over lotting and structural excavation, at various locations in Colorado b.The equipment listed in the; site specific development plan questionnaire#5.F, 446 backhoe, 226 skid steer, equipment trailer, dump truck,water truck, etc., will be stored on site, as shown on site plan.This equipment is owned by Collins Construction &Trucking, owned by Robert A.Collins & Pauline F. Collins and as stated in the pre-application Review Request Form; we will not have any employees, except my wife and myself. c.The home on the property will be used for a residence. Robert and Pauline Collins will live there and have a small business office in home. 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan. Answer: This proposal is consistent with the intent of the Weld County code, Chapter 22,sec. 22-2-20 F.A. Goal6.#2 Policy 6.2 support opportunities, such as, but not limited to hobby farming& home business, • to supplement family income and reduce living expenses for farm families and others who prefer a rural life style. and sec 22-2-120 I.R. Goal 9.3 R. Policy 9.3 " provide for appropriate housing suitable as muilti- generation quarter, caretaker quarters or accessory units. 3.Explain how this proposal is consistent with the intent of the Weld County Code, Chapter23 (Zoning) and the zone district in which it is located. Answer: a.Section 23-3-40, use by special review. One single family dwelling unit per lot other than those permitted under Section 23-3-20 A above. b. Home Business allows for a home business through the special us permit process in the agricultural zone district. What type of uses surround the site( explain how the proposed use is consistent and compatible with surrounding land uses) Answer: 4.The site is surrounded by agricultural to the west, north, south and to the east by a gravel pit operation. The proposed use is consistent and compatible with surrounding land uses, in that small amounts of equipment will be used to operate a small home business. 5. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal. -a dirt berm along the east side of the property. a. Slope;The land slopes naturally to the west 1 ft. to 1 1/2'to the north 1 1/2' to 2 ft. b. Irrigation ditches; 10 Then is a large 20; wide x 6' deep ground and tail water ditches that runs alongside of WCR 17 flowing to the north. 2)On the west side of the site there is a raised concrete ditch, raised approximately 3' and is 4' wide x 2' deep. This ditch runs from the head gate at intersection of WCR 28 &WCR 17 to the southwest and flows to the northeast to Varras Gravel pit. 3)On the south boundary is a tail water ditch running west to east to catch irrigation water from the crop fields to the south and flow it,the tail water ditch along side of WCR17; which flows back to the Last Chance Ditch to • the north. c.Vegetative cover,the only vegetative cover is weeds,front and back lawn areas and a small garden. d. Storage and parking. 1)There are two trailers used for storage of construction tools and supplies, parking for vehicles, the cars and pickup are parked by the house and out building, the dump truck and equipment will be parked as shown on the site map. e.Site circulation.The cars and pick up will use the entrance by the house and the large equipment and dump truck and water truck will use the north and south entrances and circulate north to south or south to north. f. Corp production,there is no corp production; except a small garden. g. Oil and gas and adjacent road-there is a weld head to the south west, approximately 300' from the south west corner of the U.S.R. boundary .The access road for the weld head is south west to the head gates at WCR17 &WCR28. There is another weld head to the south west of Ms.Cogburns house at 13473 WCR about 700'to the west and south,the access road runs along the west side of the U.S.R. boundaries by the north west corner.The tank batteries are located approximately 1/4 mile to the due west by the pasture driveway and corp fields. 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. - none 8. Explain how the storm water drainage will be handled on the site. -the storm water will be channeled around and under drives and to small water quality pond and then into the original historic flows. • 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. -Approximately one year, weather permitting and landscaping will start upon approval of • • U.S.R. Construction will also include items associated with the conditions of approval for this • applications. 10. Explain where storage and/or stockpile of wastes will occur on this site. -Storage will occur to south and northwest of residence, possible stockpiles to the south of residence. a) Commercial trash and household wastes are disposed in a dumpster, hauled off by Waste Management. Waste oil from maintance is stored in 55 al.drums,by the 1000 gal fuel tank, inside a dirt berm with a plastic liner and then hauled off by a recycle company,Tri State Oil Reclaimer. b)The home business equipment will be maintained on site,we will catch all oils in catch pans and then dump oil into a 55 gal drums and stored for disposal as stated above. c)Two water bills are included in this response. The sewer-Statement of existing and receipts from health department and septic tank pumping company; are enclosed. The land owner says water lines installed years ago when no permit was required. d)the new Certificate of Conveyance is enclosed. e)The names for the oil and gas lease are: 1.
