Dear Ed,
This letter is to inform you and the Board of Commissioners
that the city is exploring the possibility of proposing a
consolidated city-county library facility . We recognize
that you have plans to expand the County Library on 23rd
Avenue. It would therefore seem to be an appropriate time
to at least consider a joint library operation . Such an
undertaking could have significant benefits to both city and
county taxpayers to the extent that our separate libraries
offer duplicate or overlapping services . Certainly , we
could anticipate greatly reduced fixed operating costs through
consolidation .
Our current city complex has served the city well for more
than 10 years . However, we are fast reaching a point where
overcrowded conditions are having an effect on the efficient
operation of city business . If the space currently occupied
by the library were available for other city functions , we
could forestall the need to expand our city complex for an-
other decade.
We appreciate the spirit of cooperation that exists between
the city and county as is evidenced by recent contracts for
jail services , a joint crime laboratory and the proposed
airport authority. We are confident that the details could
be worked out for a joint library operation should a feasi-
bility study show such a venture to be in the interest of
our taxpayers .

matter and to explore any possible advantages or disadvantages
