Explain, in detail, the proposed use of the property. The requested use will be a standard outdoor flea market during summer season; the ingredients of this tlea market will be miscellaneous merchandise sale such as clothes, arts, crafts, video, toys, tools etc... Farmer produces like vegetables, fruits, herbs, small trees, flowers or other plans will be also main product of this flea market. This flea market will include food stands sale such as, cook fresh food served on plate example barbeques, sticky rice, fried rice, noodles, egg rolls etc....All cook food on site will be sell from a trailer licenses by the health department. Poultry and small birds like live chickens, live ducks, live geese, live pigeons will be also sale on this flea market. All poultry will be living, "no dead or slaughter on the site," and will be sold by venders. Most of the animals mentioned above are mainly for LaoHmong culture practice and religious uses. A secondary use of this flea market will consist of a couple of fields used for sport activities such as Volleyball, Asian sports ( no soccer) and other such recreational activities. These fields will be only dirt and cover with sand. (Not soccer field) All play fields only open and close the same time as the market. The Volleyball field will consist of 12 players per game, Asian sports like bamboo ball kick will • consist of 8 players per game, Top spin is a Hmong sport which consists of 5 to 10 players per game. These play fields will depend on budget and cost. Possibly one or two fields to start or could be an option for the following years. The LaoHmong youth community is small, the number of players will also be small, possibly this field may or may not happen. The goal of this small recreational section of the flea market is to help and support the LaoHmong youth peoples to enjoy the summer season. The spirit goal, hope of this small flea market is to help, develop, share culture, support, and create jobs for the LaoHmong community in the Denver Metro area. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan. Commercial development Sec 22-2-90, Industrial development Sec 22-2-70, Agriculture Sec 22-2- 10 and Residential development Sec 22-2-110. 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located. Uses by special review Sec 23-3-40 3. What type of use surround the site (explain how the proposed use is consistent with and • compatible with surrounding land use. The property is surrounded by a motorcycle field and farm land. The motorcycle field is a business that draws a fair amount of traffic and produces a fair amount of noise. The proposed flea market may generate a little bit more traffic but it should be less noisy than the motorcycle field. The flea market. especially the produce section, should also be consistent with the neighboring farm land. 4. Describe, in detail, the following: a. Number of people who will use the site It is estimated around 500 peoples, include venders; numbers will vary depending on the number of people coming in and out. The LaoHmong community is a small community I do not think the number of attendees will exceed between 500 peoples. b. Number of employees proposed to be employed at this site: Family members, possibly relatives approximately 4 to 5 people not including venders. Number of venders: 70 c. Hours of operation 8:00 AM to 8:00PM. Saturday, Sunday and Holidays, from the 15St of April month to • the 15th of October month. "6 month of summer season," d. Type and number of structures to be erected (built)on this site None...No plan to put any building or pavement for now" Access road, parking lot, sale area will be recycled asphalt or gravel. e. Type and numbers of animals, if any, to be on this site Live birds, live poultry, like live chickens, live ducks, live gees, live pigeons, which would be sold by venders. f. Kind of vehicles (type, size, weight) that will access the site and how often The market plan is to charge a small fee for parking pots or per person, which will be 4 to 5 peoples in the one car, estimate 100 to 200 cars coming and out to this flea market. The vehicles on this site will primarily be smaller economy vehicles such as standard cars, light trucks and possibly some deliver trucks. All small vehicles, light trucks and trailers should not weigh more than 4500 lbs. Small vehicles and small trucks will be the only one more frequent in and out to this flea market. The flea market sales area will allow certain venders to park their cars, trucks, trailers and food trailers for direct sale from behind or from the front of the their vehicles, this will also help reduce the number of vehicles in the parking lot. • g. Water source on the property (both domestic and irrigation) Portable containers like bottle water and portable hand wash station containers will be provided by the flea market. i. Sewage disposal system on the property(existing and proposed) Portable bathrooms and trash containers also will be provided by the market owner. "Deliver and pick up will handle by trash companies", or possible pickup and drop to land fill trash companies by market owner. If storage or warehousing is proposed, what type of items will be stored Not applicable. Maybe possible portable containers storage, if allow, but not any permanent foundation. 5. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal. Do not have any plans to add landscaping for now. No plans to pave access road or the site, due to market being opened on weekends, holidays and summer season only. 6. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. • Not applicable 7. Explain how the storm water drainage will be handled on the site. I he total of the lot is 19 acres plus. The site plan is to use 4 acres for the actual plan, but could possibly be less, due to budget, cost and small client from LaoHmong community peoples. The lot slops down evenly to the north and North West where there is a guaranty of an adequate drainage. I do not think drainage will be an issue with this flea market because the lot naturally slops down toward the North and North West at the flea market site. Also the flea market site will only use a small part of the total lot. The whole lot of 19 acres is lightly sloped with flat surface and plenty of land left for drainage, between my north neighbor "Motorcycle field" and me. 8. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. The estimated construction/site preparation time is 4 to 8 weeks. 9. Explain where storage and/or stockpile of wastes will occur on this site.
