The lime material for this project is currently located at the proposed Leprino Foods site at 12th Street and Ash Avenue, in Greeley, Colorado. The Division also appreciates your effort to construct a second test pad on March 31, 2010,using the proposed recycled lime/soil mix. Fiore constructed a test pad in the future building lot of the Fiore site at 8th and Balsam. Fiore placed a mixture of 70% by volume of the spent lime waste and a 30% sandy soil from onsite. Ground Engineering provided dry density and moisture testing services. The Division received a handwritten copy of Ground's test results prior to leaving the site showing the test results. The results indicate that the material met engineering specifications of 95%of the maximum dry density. The moisture content was at or slightly below optimum allowing the material to achieve the recommended compaction. The Division hereby grants approval to commence fill placement using methods practiced in the construction of the test pad and those described in the "Final Design and Operation Plan for the Placement of Lime and Soil Mixture on the Fiore Site Located at 8`h and Balsam Avenue"(the D&O plan) dated April 30, 2009. The D&O plan requests the use of a 70/30 lime/soil mixture by volume as fill in the non-building areas at the Leprino Site, and for the entire Fiore Site. The Division disapproves the beneficial use of this material if the following placement conditions are not met: • Material placement must meet local specifications and use requirements for fill placement. This may include obtaining separate approval from the appropriate local entities for use of the lime material as backfill material; • Material must be placed at a minimum of 3 feet above groundwater; • Material may not flow, creep, or pump after placement; • Material may not be deleterious to vegetation; • Materials may not impact surface or groundwater; • Material must be covered with a minimum of one foot of native soil or topsoil; • Material may not leach constituents into the surrounding soils; 2010-0935 C C'inl/7m.b7/Ccilicti7 Cc lilt 11L PGut S-73 Po • Constituent concentrations may not exceed the Colorado Soil Evaluation Values for unrestricted use or groundwater impact whichever is the lower constituent concentration; • Transportation of the waste material must not present a nuisance to surrounding properties We look forward to working with you on this important beneficial use project.
