SUBJECT: Fiscal Year 1979 Off-System and Federal Aid Urban System Rail-Highway
Crossing Program

The Surface Transportation Act of 1979 has eliminated the category of federal funds
specifically allocated for rail-highway crossing improvements off the federal-aid
system and has combined the funds allocated for rail highway crossing improvements,
for crossings both on and off the federal aid system.
The Special Highway Committee is now accepting applications for off-system and
federal aid urban system rail-highway crossing projects. An application form for
a rail-highway crossing project is attached. Deadline for submission of the appli-
cation is May 1st, 1979.
The program is limited to the installation of protective devices (automatic signals
with overhead gate arms) at rail-highway grade crossings The cost for the installa-
tion of protective devices varies according to the physical conditions at the project
location usually in the range of $60,000 to $90,000. The matching ratio for this
program is 90% federal and 10% local . The local government must be able to provide . ,
the required match.
Federal regulations require the development of a priority ;schedule of crossing
improvements based on the ranking of each crossing using the state's current hazard
index, on-site investigations and accident history, Ac.coroing1 , the Special Highway
Committee will develop two priority schedules . Cole for ov i - system crossings and one
for federal aid urban system crossings.
Enclosed is a list of project applications on the 1978 priority list which were not
funded. If your local government wishes to have a project on the list considered
for 1979 funding, you need only submit a letter asking that it he considered for
funding in 1979.
Jurisdictions are eligible to submit more than one application, however, multiple
applications from a single jurisdiction should be ranked in order of local priority.
Municipalities and counties are encouraged to cooperate in the development and prior-
itization of project applications. Local governments are free to include any addition-
al information or documentation that might assist the committee in determining priori-
ty projects. 79
