Summary of Proposal
UQM Properties, Inc., ("Owner") proposes this PUD Final Plat submittal in order to
subdivide the 2 lots found in Block 4 of the Del Camino PUD into 3 total lots. The
Owner believes that this will maximize the value and usefulness of their Property.
Owner wishes to finalize the Plat as well and complete the entitlements on their Property
as part of this process.
The Owner does not plan on doing any vertical or horizontal development on these new
lots anytime in the near future.

• Responses required by Weld County Code 27-6-40
Duties of the Department of Planning Services. The Department of Planning Services, in
conjunction with personnel from the Public Works and Department of Public Health and
Environment, will be responsible for reviewing the potential environmental impacts presented by
the PUD development. The Department of Planning Services will utilize the development guide
for assessing each of the following environmental impacts. The applicant shall submit an
explanatory statement as to how the PUD development will plan for and accommodate the
following impacts:
1. Noise and vibration. The use will be consistent with the current PUD. The Landscaping
Plan will provide buffers for the noise between the lots.
2. Smoke, dust and odors. Smoke, dust and odors will be mitigated by use of proper
landscape materials to mitigate any dust issues. The use will be consistent with the current
PUD and will not permit excessive smoke or odors to be created by the use.
3. Heat, light and glare. The use and structures will conform to the current requirements
in the PUD and will ensure that buildings will be constructed to minimize light and glare. Any
manufacturing operations will be designed to prevent an excess of heat from the use.
4. Visual/aesthetic impacts. The site and landscaping plan has been designed to create an
attractive site both by design and building placement as well as by use of plant material and
buffers to create a visually attractive use.
5. Electrical interference. To the best of our knowledge, the proposed design will not
• create any electrical interference and is consistent with the current PUD.
6. Water pollution. The drainage plan for the site is consistent with the current PUD.
7. Wastewater disposal. The drainage plan for the site will conform to the current PUD
and will ensure that wastewater disposal is consistent with all requisite county standards and
with the applicable standards of Saint Vrain Sanitation District.
8. Wetland removal. To the best of our knowledge, the site is not located on a wetland and
as a result, no wetlands will be disturbed by the development or use on the property.
9. Erosion and sedimentation. The use will be consistent with the current PUD
requirements. The drainage and grading plan have been approved by the county in the past
and will remain consistent with that original plan taking care to control any potential erosion.
10. Excavating, filling and grading. Any future use will be consistent with the current PUD
and will comply with the site plan approved by the county that demonstrates the likely grading
on the site.
11. Drilling, ditching and dredging. There will likely not be any dredging, ditching or
drilling required on the property that would have an impact on the site for these issues.
12. Air pollution. Any future use will be consistent with the current PUD and will meet any
county standards for controlling air pollution.
13. Solid waste. Any future use will be consistent with the current PUD and will meet any
county standards for addressing solid waste issues.
14. Wildlife removal. Any future use will be consistent with the PUD and the owner will
• comply with any regulations imposed by other governmental authorities.
15. Natural vegetation removal. Any future use will be consistent with the current PUD

requirements and will meet any county standards for removal of natural vegetation. The site
• itself does not contain any large degree of vegetation at this time and as a result, future
development will not result in the removal of any significant amount of natural vegetation.
16. Radiation/radioactive material. Any future use will be consistent with the current PUD
and will comply with any county regulations addressing the presence or use of radiation or
radioactive materials.
17. Drinking water source. Any future use will be consistent with the current PUD and
will take its drinking water from the Central Weld Water District or separate source as may be
required by the county in the future.
18. Traffic impacts. Any future use will be consistent with the current PUD and will
comply with the traffic requirements set forth by Weld County Public Works and any
comments or questions addressed by the county as to the site's traffic study.

(the "Property")
Dear Michelle:
Thank you for receiving this submittal from Raw Land Solutions, LLC ("RLS") on behalf
of UQM Properties, Inc. ("Owner" or"Applicant"). The purpose of this letter is to
provide a brief summary regarding the Property and address any items not specifically
covered by the application.
Attached please find the following documents as required by Weld County for the PUD
Final Plat Application:
• 1. One original PUD final plat application (plus three additional copies)
2. One digital copy of the various plans on disk.
3. One copy of a title commitment issued by First American Title Company
4. One copy of a statement of taxes from the County Treasurer
5. One copy of a certificate from Park Engineering
6. Four copies of a final plan plat map
7. Four copies of a Landscape Plan
8. Four copies of a Utility plan
9. One original plus three copies of the Weld County Road Access Information
Sheet
10. Check for the application fee in the amount of$3,300
11. Affidavit of Interested Owners Surface Estate executed by RLS
Per our various discussions with the Weld County planning team, we have looked into
various items and offer the following additional information.
Traffic and Road Issues: RLS and Park Engineering's traffic engineer have spoken
with both the traffic engineers at Weld County Public Works (Janet Carter) and the
Colorado Department of Transportation (Gloria Hice-Idler (C-DOT, Region 4)). Both of
these entities have confirmed that they do not require a traffic study as part of this
submittal or an off-site public road improvements agreement as the roads in the
• subdivision are remaining private.

Specific Development Guide: RLS has reviewed the requirements set forth in the
Conceptual Development Guide and attached the Applicant's responses to the questions
as required by the Weld County Code.
Construction Schedule: RLS has spoken with the Planning Department regarding the
construction schedule. The Owner is not looking to build on the Property at this time.
They only wish to subdivide the Property for future sale or use. As a result, a
construction schedule is not appropriate at this time. Furthermore, since no construction
will actually be occurring, the Owner is not looking to outside financing for the Property.
Mineral Rights Notification: The mineral rights notification statute was complied with
by Holme Roberts & Owen LLP as counsel to the Owner. The notices were sent to the
mineral rights holders on the week of June 1, 2010 and a copy of the mailing certificate
of those notices was sent to Weld County Planning under separate cover by John Wood at
Holme Roberts & Owen.
