BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
APRIL 7, 2010
The Board of County Commissioners of Weld County, Colorado, met in regular session in full
conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County
Centennial Center, Greeley, Colorado, April 7, 2010, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Douglas Rademacher, Chair
Commissioner Barbara Kirkmeyer, Pro-Tem
Commissioner Sean P. Conway
Commissioner William F. Garcia
Commissioner David E. Long
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Elizabeth Strong
Director of Finance and Administration, Monica Mika
MINUTES: Commissioner Conway moved to approve the minutes of the Board of County
Commissioners meeting of April 5, 2010, as printed. Commissioner Kirkmeyer seconded the motion,
and it carried unanimously.
AMENDMENTS TO AGENDA: There were no amendments to the agenda.
PUBLIC INPUT: No public input was given.
CONSENT AGENDA: Commissioner Conway moved to approve the Consent Agenda as printed.
Commissioner Long seconded the motion, and it carried unanimously.
PROCLAMATIONS:
DAY OF THE YOUNG CHILD - APRIL 10, 2010: Chair Rademacher read the proclamation into the
record and he then presented the certificate to Commissioner Long, who will be reading the
proclamation at an observance at the Evans Event Center on April 10, 2010, since Commissioner Long
is the Chairperson of Promises for Children.

PRESENTATIONS:
RECOGNITION OF SERVICES, SHERIFF'S OFFICE - PATRICK RICHARDSON: Chair Rademacher
read the certificate into the record, recognizing Patrick Richardson for 32 years of service with the Weld
County Sheriff's Office.
John Cooke, Weld County Sheriff, stated Mr. Richardson yields an enormous amount of respect and
admiration from his co-workers, and he has received numerous compliments about Mr. Richardson
from court personnel, judges, district attorneys, and the public defender. Sheriff Cooke stated there
has been a great number of changes in court security throughout the 32 years Mr. Richardson has
worked for the County, and Mr. Richardson has been a leader in implementing those changes. He
stated Mr. Richardson possesses a wealth of knowledge, he will be missed, and he is the ultimate team
player. He thanked Mr. Richardson for his service.
Chief Judge James Hartmann stated Mr. Richardson is a great man, who has provided leadership for
many young deputies, and he quietly leads by example.
Mr. Richardson thanked his family and friends for attending, and he thanked his past and present
supervisors, particularly two (2) mentors he had when he began working for the County. He stated it is
hard to say goodbye since he has worked with wonderful people, and it has been an honor and a
pleasure providing security to the courts and the 19th Judicial District.
Chair Rademacher stated it is evident Mr. Richardson's service has been appreciated by the large
number of people in attendance. Commissioner Conway stated Mr. Richardson's service has been
legendary, and the number of people in attendance is a testimony to his hard work throughout the
years.
COMMISSIONER COORDINATOR REPORTS: Monica Mika, Director of Finance and Administration,
introduced Brice Brown, Weld County School District 6 delegate to the Young Congressional National
Youth Leadership Council, and she stated Mr. Brown spent one (1) week in Washington D.C., and he
has been asked to return for another week this summer.
In response to Commissioner Kirkmeyer, Mr. Brown stated he attended the National Youth Leadership
Convention approximately two (2) weeks ago, and he and another student, Rory Lopez, were
nominated for the opportunity by their teachers. Mr. Brown stated he and Mr. Lopez learned about the
government and the judicial system, met Congresswoman Betsy Markey, and toured the Capital
building and monuments. He stated he has been invited back to Washington D.C. to speak to, and
advise, students in the 7th, 8th, and 9th grades. In response to Commissioner Conway, Mr. Brown
stated he learned leadership skills and improved his public speaking skills and self confidence, as a
result of the experience. Commissioner Kirkmeyer congratulated Mr. Brown and thanked him for
representing School District 6 and Weld County.
BIDS:
APPROVE BID #B1000086, AIR DUCT CLEANING FOR VARIOUS BUILDINGS - DEPARTMENT OF
BUILDINGS AND GROUNDS: Ms. Mika stated this bid was presented to the Board on March 24,
2010, and staff from the Departments of Public Works and Buildings and Grounds recommends that the
low bid from Duct Works be accepted for air duct cleaning and sealing at three (3) County buildings.
Commissioner Conway inquired as to why just two (2) vendors submitted bids.
Toby Taylor, Department of Buildings and Grounds, stated there are a limited number of companies
who provide these services for commercial buildings and just two (2) companies responded to the
County's invitation to submit a bid for this project. In response to Chair Rademacher, Mr. Taylor stated
the County has not worked with this vendor before; however, its credentials are the same as the other

vendor that submitted a bid and both vendors are certified by the same organization, and he checked
the vendor's references. Commissioner Conway moved to approve said low bid from Duct Works, in
the amount of $35,670.00, as recommended by staff. Seconded by Commissioner Garcia, the motion
carried unanimously.
NEW BUSINESS:
CONSIDER VETERAN SERVICE OFFICER'S MONTHLY REPORT AND CERTIFICATION OF PAY
AND AUTHORIZE CHAIR TO SIGN: Ms. Mika stated this is the Monthly Report and Certification of
Pay for the Veteran's Office, and she recommended approval. Commissioner Kirkmeyer moved to
approve said Veteran Service Officer's Monthly Report and Certification of Pay and authorize Chair to
sign. Seconded by Commissioner Conway, the motion carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:25 a.m.
