Situs address of this facility, which is currently under construction at 32209 County Road 57, Gill, Colorado 80624. Staff review of the case file for the USR indicates that the proposed facility will have one milking parlor of unknown dimension, located south of the main pond and west of the existing residence. The request by TCC Corporation is to include a 15'-0" by 16'-0" room addition to the new milk parlor. This expansion will house the control units that will feed the cow footbaths. Discussion with representatives of the Departments of Public Works, Environmental Health and Planning Services determined that the proposal will not be considered a substantial change to the existing land use permit. Given this determination, Planning Services requests an updated plat that delineates this amendment to the milk parlor as proposed herein for USR-1340. Additionally, staff will require TCC Corporation to amend their building permit. Specific requirements, documents, drawings, et cetera, should be directed to the Department of Building Inspection at 970 353- 6100 extension 3540. The Plan was submitted in accordance with Special Review Permit #1340 (USR #1340), for a 2000 head dairy. Horizon-Vue Dairy, LLC is located at 32209 Weld County Road 57, in Weld County. Based upon our review, it appears that the Plan substantially complies with the Confined Animal Feeding Operation Control Regulations (CAFO Regulations) and the conditions of Use by Special Review Permit No. 1140. As a result, the WCDPHE approves the Plan with the following a conditions: 1. The facility shall maintain an on-site rain gauge, or other similar instrument, in order to record and monitor rainfall events that occur at the facility. 2. Provide evidence that the proposed wastewater retention structures are constructed in accordance with the criteria described in the CAFO Regulations, by a Colorado Registered Professional Engineer. Water Service is presently being provided the above-mentioned property, through meter#552O3). 2. North Weld County Water District is able and intends to provide additional water services to the above mentioned property, provided all requirements of the District are satisfied. Before a water tap may be purchased, the applicant must provide a copy of a Warranty Deed,a Physical Address and this letter. The applicant must also bring a copy of a surveyed plat of the property if there is a recorded exemption. If contracts have not been completed with North Weld County Water District within one year from the date of this letter,this letter shall become null and void. The Tap Fees quoted below,shall be valid for ten(10)business days from the date the applicant receives this letter. The District requires 45 days prior notice to setting a meter. If the meter has not been set within one year from the purchase of such meter, the District shall refund the applicant 75% of the purchase price that was paid by the applicant. Water tap/service shall be placed on the physical property, defined by a legal description. In case of a Recorded Exemption,the water tap shall only serve the parcel that the water tap is located on. Service shall NOT cross the legal description of one parcel to serve the other parcel. The District recommends that anticipated water usage be purchased through the District. The District guarantees treatment and delivery of water purchased. All rental water and water that is delivered with surcharge is subject to water availability and will be issued on a first come-first serve basis and is not guaranteed to be available. The District requires that 1 Acre-Foot Unit(AFU)is purchased. With 1 AFU purchased any usage beyond 228,000 gallons will be in surcharge. The Plant Investment Fee shown above pays for the infrastructure required to deliver 1 AFU (228,000 gallons). If usage exceeds the number of Plant Investments that were purchased, an additional surcharge will be applied to your account. Plant Investments may be purchased to increase the amount of water to be delivered and avoid the surcharge.
