HomeMy WebLinkAbout20100052.tiff RESOLUTION RE: APPROVE MEMORANDUM OF AGREEMENT FOR ADOPTIVE FAMILY REQUIREMENTS AND AUTHORIZE CHAIR TO SIGN - PROJECT 1.27 WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS,the Board has been presented with a Memorandum of Agreement for Adoptive Family Requirements between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, and Project 1.27, commencing January 11, 2010, and ending January 10, 2011, with terms and conditions being as stated in said Memorandum of Agreement, and WHEREAS, after review, the Board deems it advisable to approve said Memorandum of Agreement, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, ex-officio Board of Social Services, that the Memorandum of Agreement for Adoptive Family Requirements between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, and Project 1.27 be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to sign said Memorandum of Agreement. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 11th day of January, A.D., 2010. Griego, Director, Human Services�epart� e�t COLORADO RE: Memorandum of Agreement for Adoptive Family Requirements between Project 1.27 and the Weld County Department of Human Services Enclosed for Board approval is a Memorandum of Agreement for Adoptive Family Requirements between Project 1.27 and the Weld County Department of Human Services. This Memorandum of Agreement was presented at the Board's January 6, 2010, Work Session. The major provisions of the Memorandum of Agreement are as follows: 1. Project 1.27 is a faith-based project under the Colorado Department of Human Services. Project 1.27 training for adoptive families is conducted with a "church host facility." 2. Department staff and the administrators for Project 1.27 have been working to establish a good working relationship to qualify families to adopt legally-free children,to foster/adopt legal-risk children with the intent of adoption, and foster in rare cases. 3. This is a non-financial agreement between the Department and Project 1.27. If you have questions, please give me a call at extension 6510. 2010-0052 MEMORANDUM OF AGREEMENT for ADOPTIVE FAMILY REQUIREMENTS Between Project 1.27 and Weld County DHS This agreement is to establish elements of work and trust concerning prospective adoptive family requirements between the Project 1.27 Adoption Ministry (not a CPA) and the above agency. Project 1.27's "Adoption Track" system through foster care is designed to qualify families to 1) Adopt legally-free children, 2) Fost/Adopt legal-risk children with the intent of adoption, and 3) in rare cases Foster. The information in this agreement will be made available to applicable county workers and Project 1.27 families. Parties agree to: 1. Orientations: For the purposes of standardized adoption qualification, it is agreed that Project 1.27 Adoptive Parent/Support Team Orientations meets all requirements of the State and the Agency. As a supplement, should the county desire, they may provide additional information to the prospective family specific to its operations. Project 1.27 Orientations will be conducted in host churches with the requested attendance of State and Agency representatives. 2. Adoptive Parent Training: In compliance with the Colorado Child Welfare Practice Handbook, all competencies for adoption and foster parent certification will be met. At a minimum, each Project 1.27 family will complete the following training prior to certification by the agency: I) Project 1.27 Adoptive Parent Orientation/Supervision 3.0 hours 2) Foster Parent Core Curriculum 12.0 hours 3) Project 1.27 Core Curriculum 12.0 hours 4) Adoption/Foster Care Training in Community 3.0 hours 5) CPR/First Aid 8.0 hours Total 38.0 hours Project 1.27 training will be conducted in a church host facility and may also be monitored by the Agency. This training qualifies and meets all requirements of the State of Colorado and said agency for the purpose of "Legally Free"adoptions. NOTE-I: Families pursuing "Legal Risk" adoptions may be required to attend additional training as specified by the agency. NOTE-2: Training will also meet initial foster parent licensing requirements,but agency sets continued education requirements to maintain certification. 3. Family's Transition to the County: The Project 1.27 office will assemble and certify families with completed applications and all training with a"Blue" Project 1.27 Certification Cover Letter. Families without this letter will not be recognized as a Project 1.27 certified family. Project 1.27 families will then submit their packets to their respective agency incurring a 6 month commitment to the county after their Home Study is completed. After this time, if not satisfied, the family may elect to transfer their paperwork to another Colorado county with the full cooperation of the original agency. 4. Home Study Charges: Project 1.27 families will not be charged for their home studies when performed by the agency or an independent contractor retained by the agency. If a Project 1.27 family requests that their home study be transferred to another agency prior to the original agency's contractual time frame, the Project 1.27 family may be required to pay for the home study. 5. Child Placement Process: An approved home study does not guarantee placement of a specific child or any child. The goal of the Agency is to make the best match for each child. That decision is made by the Agency staff, DHS/DSS staff,attorneys, and ultimately, the Court. This agreement expires one year from the date below.
