ARCHIVE BOX MISSING AS OF 12/ 19/2017 INSPECTOR' S REPORT Ol\ (1/ Weld County Disposal VT=T19 :79 :15 Name: • Legal Description of Property: NWgNW4 Section 12, T1N, RG6W Date: August 17, 1979 Time : 1 : 00 After receiving word that one of the pits at Weld County Disposal Site had broken through causing water and oil to run into the irrigation ditch south- east of the disposal site, I made the following inspection . Special Use Permit #319 illustrates a Pit #2. This inspection reveals that the southeast corner of Pit #2 has broken through. My inspection report of July 5, 1979 - reflects that I was concerned about the level of the water in Pit #2. Bill Cannon, the overseer of Weld County Disposal, walked with me and informed me that Tuesday night the southeast corner of Pit #2 broke loose and he did not discover it until Wednesday morning. Approximately 10: 00 Wednesday morning the ditch company approached him with the damage done. Bill Cannon explained that the ditch did not have irrigation water running in it at the time of the break. . Pit #2 was brimming full and dumped all of its water into the irrigation ditch running for approximately 3 miles downstream. Flint Water Service has been hired by Weld County Disposal to pump the water out of the ditch. Weld County Disposal is paying the ditch company to repair the damage done to the ditch. Complaints -have been received from neighboring farmers. The State Health Department has been notified and intends to arrive sometime on August 17 to survey the damage done. Weld County Health Department has already surveyed the damage and reported it to the State Health Department. Bill Cannon admitted that he was putting more water into Pit #2 than normal but did not know exactly why the break occurred. He stated that he did not notice seepage prior to the break or he would have gotten a bull dozer in Zoni Inspector Note : Attach this sheet to the complaint report pertaining to this zoning violation. �911l 2 Weld County Disposal Inspection Report August 17, 1979 there to shore up the dike. . There was noticeable evidence that efforts had been made to stop Pit #2 from seeping over the top. Bill Cannon admitted that he had been concerned about Pit #2 overflowing its banks and had dumped additional dirt on the southeast bank. At the present time, Bill Cannon says that he is not taking as much water on from water trucks as he has in the past, but that any water he is taking on is being dumped in the new pit which is east of Pit #2. I observed that water was being pumped into this new pit at full force while I was there. I also noted that at least 5 water trucks arrived at the disposal site during the hour that I was present. Since the Special Use Permit for the new pit has not been received to date, I am concerned with the water that is being dumped into the new pit . and whether it is constructed properly to avoid another incident like this. Bill Cannon asked me to put a good word in for him with the Planning Commis- sion and Planning Department . He said that if he is allowed to continue putting water into the new pit he can quickly repair Pit #2, seal it with bentonite, and then start pumping water back into Pit #2 so that he can properly repair the new pit to meet the Development Standards of the new special use permit they are applying for. He indicated that they could continue to take on water and rapidly make the necessary repairs at the same time. Hello
