Dear Ms. Ortega:
Weld County would like to submit an issue of concern regarding the use of P.O. Boxes on the
Colorado Residence Report(CERR). According to the information given to reporting parties,
the CERR is used to determine residence of certain mineral and energy industry workers to be
used as part of the basis for State Severance Tax and Federal Mineral Lease direct distribution
payments to local governments. We currently have a situation where the PO Box town is
Johnstown. The employee actually lives in Milliken. This means that Weld County gets 50%,
Johnstown gets 50%, and Milliken, where the employee actually lives, receives zero.
As illustrated above, we believe that the use of P.O. Boxes does not necessarily indicate the
residence of individuals. Street addresses are needed to correctly identify which entities are due
the monies received.
