RE: Surface Transportation Program (STP-Metro) Joint Application Request
Dear Chair Rademacher and Board of Commissioners,
The Timnath Town Council met on November 16, 2010. This was a regularly scheduled council
meeting and council members received a copy of your letter. There was discussion concerning
the two requests within your letter.
Council stated they would like to engage in discussion with your commissioners concerning the
potential partnership for improvement of the intersection of Harmony and County Road 1 (Weld
County 74).
The second request asked Timnath Council to reconsider truck traffic restrictions on Harmony.
This request was reviewed by Council and they determined the current North Front Range MPO
Sub-Regional Study and truck route designation is appropriate. It was also determined that there
will be no review of the current ordinance and no change will occur.
Timnath Town Council and staff are looking forward to working with your Board and staff to
improve the Harmony/County Road intersection.

Dear Mayor Benson and Town Council:
As you know,the application deadline for the North Front Range MPO"FY2012-2015 Call for Projects"is at the
end of this week. While preparing applications for this effort, a specific safety project was brought to the attention
of the Commissioners, and we would like to discuss it with Timnath.
This important safety project would widen WCR 74 from two to four lanes at State Highway 257 west to County
Line Road(WCR 13). Currently,this roadway averages 9,750 vehicles per day with 20%of that being truck traffic.
Weld County would like to apply for STP-Metro funds on behalf of Windsor and Timnath. Weld County is
anticipating the cost of improvements to be approximately$6,000,000(design in FY14 and construction in FY15).
We would like to know if Timnath would be willing to contribute a portion of the required 17.21%local match funds
or potential 15%overmatch funds,which can be in-kind services, for the intersection improvements of WCR
13/LCR 1/
Timnath's participation is critical to the grant request,not only for the intersection improvements within Timnath
right-of-way,but more importantly,because WCR 74 is used as a major truck route connecting Weld County,
Severance,Windsor,Timnath,Larimer County and Fort Collins. It is imperative Timnath support this project by
reconsidering the restriction of truck traffic on this significant corridor with town limits.
Timnath's support will make the application more competitive in comparison to other MPO projects. In addition,
this project exemplifies cooperative collaboration between multiple governmental agencies and will improve the
general health,safety, and welfare of the surrounding area. Weld County Public Works Department is more than
happy to provide the management capacity to implement and oversee the construction of this project.
Weld County would be extremely pleased to partner with Timnath on this project and hopes the Town Council also
sees the value partnering on this application will mean for the entire MPO Region.

This email provides follow-up to our February 18, 2011, telephone conversation. We discussed a letter from former
Mayor Donna Benson dated November 22, 2010, regarding Surface Transportation Program (STP-Metro)Joint
Application Request. Per Barbara Kirkmeyer, Chair of the Weld County Commissioners,there are no MPO funds
available for this project. She agrees with you that if there are no MPO funds available, there is no need to meet.
