REMARKS: The Department's Food Stamp program participation has increased by 31% since
December, 1978. In February, 2,671 households were issued Food Stamps, compared with
2,039 households in December, 1978. This substantial increase is due to the fact that
eligible recipients can get their stamps "free" under the revised regulations. Before,
recipients paid cash for a portion of the Food Stamps issued. The difference between
what the recipient paid and what they received in total stamp coupons was considered
as the "bonus." Now, under new rules, the "bonus" is issued without the payment of cash.
Continued gradual growth in Food Stamp participation is forecast despite the fact that
effective March 1, some Old Age Pension households and other households with income that
exceeds certain federally-determined poverty standards, will be disqualified.The Aid increase of 30 comparedtwiDependent

Expenditures for February (excluding Old Age Pension) were $585,879. This amount was
$15,604 higher than the preceding month and $47,604 higher than the same month in 1978.
