SERVICE AUTHORITY BOARD
January 19, 2010
The Weld County E-911 Emergency Telephone Service Authority Board met in session
on Tuesday, January 19, 2010 at noon.
ROLL CALL:
The meeting was called to order by Chairperson Juan Cruz. Present were Board
Members Juan Cruz, Dave Bressler, Kevin Halloran, Doug Rademacher, Jim Burack,
Gary Sandau and Randy Winsett. Staff members present included Dave Mathis, Julie
Walde, Robert Olsen, and Susan Johnson. Monica Mika, and Danny Beckle were also
present. A quorum existed.
MINUTES:
Dave Bressler moved, Randy Winsett seconded a motion to approve the minutes of the
November 17, 2009 meeting, the motion was approved unanimously.
PUBLIC COMMENTS:
The public was invited to comment on business of the E-911 Board, no comments heard.
OLD BUSINESS:
1. Staff Report: Dave Mathis presented Dispatch stats for November and
December 2009 [refer to Sgt. Mathis' "November 2009 and December 2009
WCRCC Monthly Reports and Personnel Report as of January 15, 2010"].
2. Intrado Opt In: Dave Mathis reported that the Intrado standard Wireless/VoIP
Opt-in website is now live and ready for citizens to add their wireless information
to receive emergency notifications. A marketing plan and budget needs to be
developed to get the opt-in information out to the public.
• The group discussed who to have involved in the marketing plan, OEM's,
PIO's, Commissioners, board members etc. Doug Rademacher is willing
to serve and will check with Commissioner Kirkmeyer, Juan Cruz will
meet with Mike Savage and Chief Garner, Randy Winsett will check with
Margie Martinez. They will find out who is available to serve and lead the
committee, and the committee will determine the marketing plan
• The committee will report back to the E-911 board regarding a budget for
the marketing plan.
NEW BUSINESS:
1. Treasurer Reports: Randy Winsett presented the November and December
2009 Treasurer's Reports, including Intrado units used. Doug Rademacher moved
and Kevin Halloran seconded the motion to accept the Treasurer's Report, motion
carried unanimously.
2. 2010 911 Board Appointments: Jim Burack was appointed by the County
Commissioners effective January 13, 2010 through January 10, 2012. Kevin

Halloran was appointed by the City of Ft. Lupton, and Doug Rademacher will be
the County Commissioner representative to the E-911 board.
3. Purchase of additional paging licenses:
The device break-down per agency was included in the board packet. Julie reported that
as a short term fix, she can switch some of the devices no longer needed to agencies that
need more devices immediately. We are reaching the limit in the number of devices
purchased initially and will need to purchase more devices soon. A policy governing the
number of devices per agency needs to be developed to proceed. Gary Sandau and Dave
Mathis will present the issue at the Weld County Fire Chiefs meeting on January 20`h,
and Dave will draft a recommended category before the next E-911 meeting.
4. Communications Grant: Monica Mika reported that the communications grant
she is applying for is due in written form on January 20th and will be presented in
person on February 1st in Denver. She is still looking for specific issues and
challenges to put in her report, and someone to help testify to how the grant would
improve communications at the presentation. Dave Mathis and Gary Sandau will
bring this up at the Weld County Fire Chiefs meeting on January 20`h, and Dave
Mathis is willing to travel to Denver February 1st if need be.
5. Election of Officers: Per the bylaws, new officers were elected for the 2010 E-
911 Board. Doug Rademacher nominated Juan Cruz as Chair, Dave Bressler as
Vice-Chair, and Randy Winsett as Secretary-Treasurer. Dave Bressler and Randy
Winsett were unanimously approved. Dave Bressler acted as Chair of the board as
Juan Cruz was unanimously approved as Chairman.
No further business was discussed, Randy Winsett moved to adjourn, Jim Burack
seconded the motion. Motion carried unanimously, the meeting adjourned at 1:05 p.m.

Additional Information/Projects
• Through November we have had no Dispatcher resignations or terminations equating to 0% turnover.
• We have only 2 dispatchers still actively training.
• 911 call answering times county-wide for November 2009:
Calls answered in less than 10 seconds: 90.49% (Last year: 92.58%)
Calls answered in less than 15 seconds: 98.95% (Last year: 98.92%)
* NFPA standards suggest that 99% of alarm calls (911's) be answered within 40 seconds.
• Fire dispatch times for November 2009: Initiated to Dispatched
*Less than 1 minute: 70.11% (Last year: 55.88%)
*Less than 90 seconds: (Last year: 90.42%)
** NFPA guideline for entry to dispatch is 90% of the calls in under 90 seconds.
• Presently 34% of our 911 calls are wireless.
