Work session canceled per the following request from Bill Angell. This meeting was originally scheduled to decide how
to respond to a letter from Jerrold Cooksey. Bill met with Cooksey June 28. Mr. Cooksey knows a cropping sciences
agent is on Extension's wish list but with budget constraints, it will not happen any time soon.

I was visiting with Joann yesterday and we both feel that at this time we are not ready to move forward with the
discussion on the cropping agent for next year. I think your budget is set for 2011 and at this time there is no money at
C.S.U.for this position, even though it is on the priority list. Thus, I see no need to proceed with the meeting scheduled
for Monday, December 13 at 10:00 am. Hopefully we can take this matter up at a later date. Thank you,

While JoAnne Powell was serving as the Weld County Extension Director, she requested a work session to respond to a
letter from Jerrold Cooksey. The purpose of the work session is to discuss adding a cropping sciences agent to the
extension office. The board postponed this discussion until the 2011 budget process was complete.

Greetings,JoAnn. Some time ago, in response to a letter we received from Jerrold Cooksey, you sent a memo to the
commissioners requesting a work session. The purpose of the work session was to discuss the possibility of adding a
cropping sciences agent to the Weld County Extension Office. The board decided to postpone this discussion until the
2011 budget process is complete. We will revisit this then, and I will work with Bill Angell since we now have an
Extension Director.

Dear Commissioners,
My family farms together as Cooksey Farms,a family farm and ranch operation located
in southeast Weld County near Roggen. We grow wheat, corn,sunflowers,hay, and
pumpkins and have a small cow-calf operation. This year.I have the honor of serving as
president of the Colorado Association of Wheat Growers(CAWG).
Recently, an issue involving extension was brought to my attention. I understand the
financial challenges that you all have faced in the 4-H program the last couple years and
appreciate your efforts in maintaining a good 4-H youth program in Weld County,as my
family has been involved in 4-H for many,many years. However, I would like to bring
to your attention the need for a part-time agriculture Extension Agent,with an emphasis
on crop science.
Wheat producers in Weld County are fortunate to have three on-farm wheat variety trials.
The Colorado Wheat Administrative Committee(CWAC)and CAWG host a uniform
variety performance trial (UVPT)and field day located at Cooksey Farms southeast of
Roggen. Top wheat varieties from the wheat breeding programs of Colorado State
University(CSU),Kansas State University(ICSU), University of Nebraska(UN)and
private companies such as AgriPro and WestBred are all in this trial. Last year over 80
area wheat producers participated in this event that included presentations by CSU Wheat
Breeder Dr. Scott Haley and CSU Crop Testing Specialist Dr. Jerry Johnson. There are
also Collaborative on Farm Test(COFT)trials located at the Bill Warren Farm near
Keenesburg,and the Jim Mertens Fann in northern Weld County. COFT trials test the top
five varieties on a larger scale.
Yield data from these local trials shows the best varieties that are most suitable for Weld
County wheat producers. As business people,we want to ma 'mile our inputs for the
most profit. When we are able to make sound business decisions based on sound
research, it directly benefits Weld County through increased revenue. In 2009, Weld
County harvested 119,000 acres of wheat,with an average yield of 47.5 bushels per acre,
for total production of 5,662,000 bushels. This translates to$26,951,120 before the
multiplier effect!!
The CSU wheat breeding program is one of the best in the country. It is important to
preserve our public wheat breeding program. The following was invested in 2009 at CSU
for wheat breeding: CWAC-$387,000 from the producer assessment Colorado Wheat
Research Foundation(CWRF)-$332,000 from royalties on certified seed sales of CSU-
developed varieties;and CAWG lobbied successfully for a$250,000 special research
grant from Washington, D.C. Wheat research has great value to wheat producers across
the state and we are investing our own money from the wheat assessment and royalties
into the CSU wheat breeding program. We also need Extension for technology transfer
of this very important research information from the variety trials.
I am concerned that Weld County is not paying our fair share. In 2009, Thaddeus Gourd,
Adams County Extension Agent, came into Weld County to help with the test plot and
field day at Cooksey Farms, while Bruce Bosley, Morgan/Logan County Extension
Agent, traveled to help with the two COFT trials at the Warren and Mertens farms. The
extension agents' time and mileage were funded by Adams County Extension and
Morgan-Logan County Extension while Weld County received the benefits.
At my request, CSU has taken the time to calculate a cost-benefit analysis, and I have
attached a copy for you. The UPVT at Cooksey Farms cost$6,275,while each COFT
elite trial cost$3,067. The three trials also cost the respective county extension services
$850 each.
The scope of an Extension Agent specializing in crop science would go well beyond
wheat breeding and wheat research. Weld County includes a large number of agricultural
acreage with many diverse crops from grains to specialty crops and vegetables. Research
and technology is so important to farmers. Research on pests such as weeds, insects and
disease is vital to the success of farming. I remember calling Jerry Aldrege,the last
Extension Agent in Weld County, when there was a problem. Jerry responded in a timely
fashion with great knowledge and resources to support him.
I have visited with CSU officials on Extension in Weld County and they support the idea
of an Extension Agent in Weld County. Extension Agents connect the research and
knowledge from CSU to the local level, visiting with farmers and helping all of us in the
agriculture business. People are hesitant to ask for help from Extension in another
county; and most would not know how to go about calling CSU to ask for up-to-date
information or assistance from the researchers there.
I urge you to consider this idea. I trust you can see how it will be beneficial to all the
crop producers in Weld County and, therefore,to the economy of Weld County.
