BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
APRIL 14, 2010
The Board of County Commissioners of Weld County, Colorado, met in regular session in full
conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County
Centennial Center, Greeley, Colorado, April 14, 2010, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Douglas Rademacher, Chair
Commissioner Barbara Kirkmeyer, Pro-Tem
Commissioner Sean P. Conway
Commissioner William F. Garcia
Commissioner David E. Long
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Elizabeth Strong
Controller, Barb Connolly
MINUTES: Commissioner Conway moved to approve the minutes of the Board of County
Commissioners meeting of April 12, 2010, as printed. Commissioner Kirkmeyer seconded the motion,
and it carried unanimously.
AMENDMENTS TO AGENDA: There were no amendments to the agenda.
PUBLIC INPUT: No public input was given.
CONSENT AGENDA: Commissioner Long moved to approve the Consent Agenda as printed.
Commissioner Conway seconded the motion, and it carried unanimously.
PROCLAMATIONS:
UPSTATE COLORADO ECONOMIC DEVELOPMENT DAY - APRIL 14, 2010: Chair Rademacher
read the certificate into the record, proclaiming April 14, 2010, as Upstate Colorado Economic
Development Day.
Larry Burkhardt, President, Upstate Colorado Economic Development, was present to accept the
proclamation certificate and he thanked the Board for its recognition. Mr. Burkhardt stated he enjoys
the partnership Upstate Colorado Economic Development has with Weld County, Weld County has
limitless opportunities to create a significant number of jobs, and Upstate Colorado Economic
Development has assisted in creating 5,728 jobs within Weld County.
NATIONAL CRIME VICTIMS' RIGHTS WEEK - APRIL 18-24, 2010: Chair Rademacher read the
certificate into the record, proclaiming April 18-24, 2010, as National Crime Victims' Rights Week.
Representatives from the community's ten (10) victims' assistance programs were in attendance.

Commissioner Conway thanked those who are working for victims' rights for their efforts and the
valuable services they provide. Commissioner Long stated the victims' services programs work with
entire families, as units, in order to end cycles of unhealthy behavior. He stated often children which
are victims perpetrate crimes when they are older and victims' services programs are often able to
prevent this from occurring, which is an incredible piece of the process.
PRESENTATIONS:
RECOGNITION OF SERVICES, DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT - RUTH
WEST: Chair Rademacher read the certificate in the record, recognizing Ruth West for 22 years of
Service with the Weld County Department of Public Health and Environment.
Dr. Mark Wallace, M.D., Director, Department of Public Health and Environment, stated Weld County
was one of the first counties in the State of Colorado to organize a Department of Public Health and
Environment, and it began with a strong core of public health nurses in the year 1938. Dr. Wallace
stated Ms. West continued the tradition of strong public service through nursing, and Ms. West has led
a strong team, which has protected the community from tuberculosis as a result of Ms. West's
knowledge and commitment. He stated Weld County has had tuberculosis cases; however, the cases
have been well addressed and well controlled. He thanked Ms. West for the years of service she
provided to Weld County, and he stated she has made the Department stronger and she has been a
pleasure to work with.
Ms. West thanked the Board for its recognition, and she stated it has been an enjoyable experience
working for Weld County.
Commissioner Conway thanked Ms. West for her outstanding public service to the citizens of Weld
County and her leadership. Commissioner Kirkmeyer thanked Ms. West for her service, and she stated
Ms. West is a wonderful person who has accomplished many great things.
COMMISSIONER COORDINATOR REPORTS: Commissioner Conway stated he and Commissioner
Kirkmeyer participated in a successful meeting with the Mead Town Council regarding an
intergovernmental agreement.
NEW BUSINESS:
CONSIDER AMENDMENT TO COLORADO WORKS PROGRAM AGREEMENT AND AUTHORIZE
CHAIR TO SIGN - RIGHT TO READ OF WELD COUNTY, INC.: Judy Griego, Director, Department of
Human Services, stated this amendment was presented to the Board at a work session conducted on
March 22, 2010, with representatives from Right to Read of Weld County, Inc., and the involved parties
agreed to extend the existing agreement and increase the maximum reimbursement from $50,000.00 to
$58,000.00, in order to cover expenses for November and December of the year 2009. Ms. Griego
stated Right to Read of Weld County, Inc., provides literacy and English proficiency services to
Temporary Assistance for Needy Families (TANF) clients. In response to Chair Rademacher,
Ms. Griego stated the issue from the work session regarding $50,000.00, which was donated to Right
to Read of Weld County, Inc., by the County last year has been resolved, and Right to Read of Weld
County, Inc., indicated it has located a record of the County's payment. Commissioner Kirkmeyer
moved to approve said amendment and authorize the Chair to sign. Commissioner Garcia seconded
the motion, which carried unanimously
CONSIDER AMENDED BYLAWS FOR WELD COUNTY HUMAN SERVICES COMMITTEE: Bruce
Barker, County Attorney, requested that this matter be continued until April 21, 2010, in order to allow a
work session to occur prior to being considered by the Board. Commissioner Kirkmeyer moved to
continue the matter to April 21, 2010, based on staff's recommendation. Seconded by Commissioner
Conway, the motion carried unanimously.

CONSIDER RENEWAL APPLICATION FOR TAVERN LIQUOR LICENSE AND AUTHORIZE CHAIR
TO SIGN - HEREFORD BAR AND GRILL, INC., DBA HEREFORD BAR AND GRILL: Ken Poncelow,
Weld County Sheriff's Office, recommended approval of the renewal application, since there are no
concerns regarding the establishment. In response to Commissioner Conway, Mr. Poncelow confirmed
there have not been any complaints received regarding the establishment. Commissioner Long moved
to approve said application and authorize the Chair to sign. Seconded by Commissioner Conway, the
motion carried unanimously.
CONSIDER COMMUNICATIONS TOWER AND SITE LEASE AGREEMENT AND AUTHORIZE CHAIR
TO SIGN - WIRELESS SPECIALISTS, LLC: Mr. Barker stated the County is leasing the tower from
the gentleman who owns it, and there a was a change to the lease which was negotiated approximately
one (1) year ago; however, the owner of the tower did not return the lease until approximately two (2)
days ago. He stated there has been one (1) change to the lease since the property owner submitted it,
and the change is regarding the commencement date for the lease. He stated that he wanted the
Board to consider the matter at a work session prior to considering it; however, it is important for the
lease to be in place as quickly as possible. Commissioner Garcia moved to approve said agreement
and authorize the Chair to sign. Seconded by Commissioner Conway, the motion carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:25 a.m.
