The Weld County Regional Communications Advisory Board met in session in on
Tuesday, October 26th, 2010 at 10:30 a.m. in the Public Works Conference Room.
ROLL CALL:
The meeting was called to order by Chairperson Doug Rademacher. Present were board
members Doug Rademacher, Gary Barbour, Rod Deroo, Jim Burack, Carl Harvey, Roy
Rudisill, Jay McDonald, Maria Moll, Mark Lawley, Juan Cruz, Robert Standen, Phil
Tiffany and Tim Zimmerman. Staff members present were Mike Savage, Dave Mathis,
and Susan Johnson. Dale Lyman represented Duane McDonald, Hugh Kane and Rick
Brandt were excused absent. Andy Bellinder, Dan Huerter, Melinda Loera and Mitch
Wagy were also present.
MINUTES:
Rod Deroo moved, Tim Zimmerman seconded a motion to approve the September 28th
minutes, motion carried unanimously.
OLD BUSINESS:
I. Staff Report: Dave Mathis presented Dispatch stats for September 2010 [refer to
Sgt. Mathis' September 2010 WCRCC Monthly Report].
2. Computer Upgrade: Tiburon withdrew from the bid. The oversight board is
working with Spillman , a contract is being reviewed by City and County
attorneys.
• Mark Lawley expressed concern that ACS had not answered questions
forwarded from the Fire and EMS community, including concern on a Fire
RMS system, and what significant costs may occur, such as hardware
necessary. Doug Rademacher advised that the oversight group was
unaware that questions had not been answered, and to keep them advised.
Dan Huerter and Mike Savage will follow up with Anita.
• The contract, in its draft form, will be forwarded to all members of the
Communications Advisory Board, as several members had not seen the
contract.
• The Fire Community is still gathering information for an overall RMS
system; all agencies have been invited to participate. Mike Savaged asked
the Weld County Fire Chiefs organization to make a recommendation to
the Communications Advisory Board/and oversight board on the RMS
system to integrate into the main CAD system.
• Law representatives stated that the new CAD system is an opportunity for
law agencies to adopt the same RMS system and improve interoperability,
and become more efficient as well.
3. Cost Allocation: Doug Rademacher advised that the Cost Allocation
Committee agreed that option 3 would be the best for the Center and for agencies
affected. Gary Barbour moved, Carl Harvey seconded a motion to adopt option 3
of the cost sharing plan. The motion carried unanimously.

4. Additional Upgrades: Doug Rademacher stated that the County is planning the
$4.5 Million tower upgrade for 2011, unless Amendment 101 passes. Mike
Savage added that the E-911 board is helping fund the CAD software, and is also
planning a$2.1 Million Console upgrade in 2011, so the infrastructure is being
updated.
5. Fire Apparatus numbering: Jay McDonald asked if all fire departments were
now compliant with the fire apparatus numbering system. Some departments are
still not following the numbering system. Doug Rademacher explained that the
Board of County Commissioners had met with these departments and had
explained that their dispatching services will be jeopardy if they do not comply
with the numbering system. Phil Tiffany will bring this issue to the Weld County
Fire Chief Executive Board, then report back to Mike Savage.
NEW BUSINESS—no new business
INFORMATION ITEMS:
1. Homeland Security Grants: Roy Rudisill reported requirements for Homeland
Security Grants are evolving. A continuity of operations plan—including a
communications component—will be more important than ever as funding will be
distributed to a region for capitol improvements identified that benefit the region.
Our current projects have been forwarded to Pam Monses, for the North East All
Hazards Region. We will want to update our tactical communications plan to
remain eligible for grant money.
2. GIS/MSAG: Dan Huerter introduced the new GIS/MSAG coordinator, Melinda
Loera. He reported that Jeff Kelley had resigned, and Blake Abercrombie is being
appointed to oversee the Public Safety
As there was no further business, the meeting was adjourned at 11:30.

Additional Information/Projects
• The two new fire dispatchers hired in June are progressing well and now in call-taking training.
• We have been authorized to hire one full time dispatcher which will leave us with a .5 FTE vacancy.
• Interviews are scheduled for October 14`h and 15`h.
• The State of Colorado and CCNC are adding two additional radio repeaters to both the O Street and the
35th Avenue sites this month.
• The State and CCNC are recommending that"somebody" add another 700 MHz repeater to the Tri
Town site. There have been no volunteers to take on this cost (est. $40-50 K).
911 call answering times county-wide for August 2010
• Calls answered in less than 10 seconds: 87.18% (Last year: 90.65%)
Calls answered in less than 15 seconds: 98.13% (Last year: 98.80%)
• Fire dispatch times for August 2010: Initiated to Dispatched
*Less than 1 minute: 33.15% (Last year: 69.92%)
*Less than 90 seconds: 79.56% (Last year: 89.84%)
• This month 29.70% of our 911 calls were wireless.
