RE: APPROVAL OF SITE DEVELOPMENT PLAN - D & L EQUIPMENT COM-
PANY, LOT 2 , GEISERT INDUSTRIAL SUBDIVISION.
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of adminstering the
affairs of Weld County, Colorado, and
WHEREAS, on the 21st day of November, 1977 , the Board of
County Commissioners of Weld County, Colorado heard the appli-
cation of the developers for approval of the Site Development
Plan for D & L Equipment Company, Lot 2 , Geisert Industrial
Subdivision, and
WHEREAS, the Weld County Planning Commission, has recom-
mended approval of said Site Development Plan for D & L Equipment
Company, Lot 2 , Geisert Industrial Subdivision, subject to com-
pliance with the three (3) Development Standards.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado, that the Site Development
Plan for D & L Equipment Company, Lot 2 , Geisert Industrial Sub-
division, be, and hereby is approved, as aforementioned.
The above and foregoing Resolution was , on motion duly made
and seconded, adopted by the following vote on the 21st day of
November, A. D. , 1977 .

RESOLUTION OF RECOMMENDATION TO THE BOARD OF COUNTY COMMI `. SIONERS
Moved by Harry Ashley that the following resolution be intro-
duced for passage by the Weld County Planning Commission :
Be it therefore Resolved by tie Weld County Planning Commission
that the following be adopted by the Board of County Commissioners :

with Development Standards
To be recommended favorably /to the Board of County Commissioners for
the following reasons :
1. The proposed development complies with the Development Standards
as set forth in the Geisert I-UD for Site Plan Review if one
additional parking space is provided. (See Comment 2 below)

2. The use complies with uses permitted in the Development Standards
as set forth in the PUD for the Geisert I-UD.
3. Landscaping of the lot complies with the Development Standards
as set forth in the PUD for the Geisert I-UD.
4. The final grade of the lowest floor to be occupied will be
established above the 100 year flood elevation as per the
Development Standards in the PUD for the Geisert I-UD.
5. The County Engineer has reviewed the drainage plan and indicated
the overall conceptual scheme is acceptable. However, the
applicant needs to supply supporting drainage computations to
the County Engineer before the drainage plan can receive final
approval.
Comments :
The Planning Commission recommendation for approval is subject to:
1. The County Engineer's approval of the drainage plan prior to the
issuance of the building permit for the proposed structure.
2 . The site plan being amended to include one additional parking
space as required in Section 5. 1 of the Weld County Zoning
Resolution.
3. No plantings greater than 2 feet in height shall be permitted
along the west property line or between the entrance on East 4th
Street Road and the Frontage Road as requested by the County
Engineer in a memo dated November 8, 1977.

Gentlemen:
In the matter of the proposed D & L Equipment facility
located on Lot 2, Geisert Industrial P.U.D. , the following
information may be helpful.
D & L Equipment is a locally owned farm equipment
dealer. The new metal building will be of approximately
3000 square feet, 2000 square feet of which will be de-
voted to maintenance and repair garage. The remainder of
the floor space will provide office space, parts supply
room, display room and two rest rooms.
There is no manufacturing or processing of any type
at this location so no demand for water or sewer is re-
quired other than for domestic purposes. All utilities
are to be available at the site. Water by the City of
Greeley Water Dept. , sewer by City of Greeley Sewer
Dept. are all to be located in the northeast corner of
the property and extend to the site. Electric power by
Home Light & Power Co. and phone by Mtn. Bell will be
served from the easement on the South of the property.
It is anticipated that all utilities will be underground.
Storm runoff from the building and site will drain to a
retention pond area at the South boundary of the site and
through a metered drain line which will carry the water
off the site to a barrow ditch which will release it to
the East of the Subdivision.
The parking on site is designed to handle 2 employees
cars and 2 customer vehicles. There will be 2 employees
working out of this facility and an anticipated 60 customers
in and out each week.

All manufacturing, loading and parking will be ade-
quately handled on site for all vehicles related to this
project.
We feel this is a very clean, safe and appropriate
type of business for this location and trust you will con-

Gentlemen:
8153TLCT: LOT 2, CEISPRT INDUSTRIAL P.U.D.
We have completed a drainage study on Lot 2 of Ceisert Industrial P.U.D.
Subdivision and make the following recommendations :
1. That the site he graded in accordance with the plan sheet submitted
with this letter. With this grading, a ;;,vale will be constructed
on the cast and west side of the building to provide positive drainage
on the site.
2. A detention pond should be constructed on the southeast corner of the
lot. This pond has been si__zer1 in accordance with the drainage report
for the subdivision. Storage was provided for roofs and paved arcaa
at a 0.154 cubic feet of storage for each square foot of surface area.
For,open o-
p space, the storage was computed at 0. 016 cubic feet per
square foot of surface area. the gravel surface area, the storage
was computed on a ratio of "C"� Factor between gravel and i. .vonient.
The total storage capacity was calculated to be 8,310 cubic feet.
3. Provide for a controlled releaze rate from the detention pond of 0.34
cubic feet per second by installing a twelve inch pipe, with a three
inch orifice plate, from the deaention pond through berm to the side
road ditch. The twelve inch Pine was chosen to facilitate cleanout •
if necessary, rather than using[ a three inch pipe.
4. Elevate the building to elev;tion 4638.5. This elevation will prevent

the building from being flooded from the internal drainage, as well as
flooding ` rr,m the Cache La Poudre River. The study performed by the
Corps of Engineers on the river .indicated an elevation of 4636.0 for
the 100-year flood from the river. The 4638. 5 elevation of the build-

Incomplete data has been furnished concerning the drainage,
although the overall scheme is acceptable. I telephoned
Mr. Gerald Worrall of N.H.P.Q. He indicated he would
supply the supporting computations as soon as possible.
If they do not arrive at this office in time for the
11/15/77 Planning Commission meeting, I feel the site
could be approved contingent upon approval of final
drainage computations.
The site plan indicates large trees are to be planted at
the southeast corner. No plantings that will grow higher
than two feet should be allowed along the west property
line or between the entrance on East 4th Street Road and
the Frontage Road.

Development Standards
1 . Permitted Uses:
All those uses as listed in the Weld County Zoning Regulations ,
Sections 3.9 and 3. 10 in effect at the date of approval of this P.U.D.
by the Board of County Commissioners. All uses must be consistent
with the City of Greeley Light Industrial Zoning Codes and Require-
ments. The use shall be reviewed for compliance at the time of the
final site plan review.
2. Signs:
Signs must comply with applicable requirements of Weld County Zoning
Resolution. Applicable permits shall be obtained.
3. Access:
Access shall be resticted onto the frontage road as designated on the
plat as follows:
(a ) One access for lot 1 onto the frontage road;
(b) One access for East 4th Street Road as shown Hereon.
Driveway permits from"the State Department of Highways shall be obtained
for each of the above accesses onto the frontage road.
Lots 2 through 9 shall be limited to access on East 4th Street Road;
access for these lots shall not be permitted from the frontage road.
More that one access per lot for lots 2 through 9 onto East 4th
Street Road may be allowed subject to approval in the final site plan
review.

4. Parking:
All parking will be on site, furnsihed by the individual lot owners.
Such parking facilities must comply with the Weld County Zoning Reso-
lution requirements and applicable requirements of the City of Greeley
which may be in force at the time of construction upon the site.
5.. Interim Land Use:
Until such time as a lot is sold said lot shall not be used for other ,
than its present use. The owner shall be responsible for maintaining
the premises so as to eliminate weed growth in excess of 12 inches
in height.
6. Landscaping:
(a ) No more than 85% of the area of any lot shall be covered by
buildings, asphalt, or gravel .
(b) A minimum of 15% of each lot shall be maintained as landscaped
area.
(c) A minimum of 10' adjacent to the public right of way shall be
landscaped.
7. Drainage:
Each individual lot owner will be responsible for surface water runoff.
A drainage study will be submitted and subject to approval in the final
site plan review prior to issuance of building permits for each lot.
No runoff will be allowed beyond limits as illustrated on the final plat.

9. Sewage Disposal :
Individual on-lot disposal systems whall be allowed on each lot
subject to County and State Health Regulations. The proposed dis-
posal systems shall be reviewed for compliance and approval at the

time of final site plan review. Upon availability of City of Greeley
sewer service to the subject property, known as Geisert Industrial
P.U.D. , the owner or owners of the lots shall be required to connect
onto the City sewer system and be responsible for extending the sewer , .
lines to the outer boundaries of the property known as Geisert In-
dustrial P.U. D. upon request by the City of Greeley. All construction
of sewer lines shall meet the specifications and requirements of the
City of Greeley. If City of Greeley sewer service is abailable adjacentV;.
to the Geisert Industrial P.U.D. property at the time when a lot
owner submits a final site plan for review, then it shall be required
that the lot owner connect onto the City sewer system at that time
and an individual on-lot sewage disposal system shall not be allowed.
10. Lot Standards:
(a) 30 foot front setback
(b) 20 foot rear setback a.

12. Building Standards:
All structures shall be constructed such that the lowest floor
to be occupied will be at an elevation known to be above the 100
year flood elevation; said elevations to be noted on the Final
Plat prior to recordation. Construction details to be reviewed
for compliance at the time of fianT site plan review.
13. Site Plan Review:
Prior to the issueance of any building permits for any individual lot
of the Geisert Industrial P.U. D. , a final site plan shall be re-
viewed by th'e Weld County Planning Commission for a recommendation
and the Board of County Commissioners for their approval . Any
change of use on a lot which has been approved in a final site plan
review shall be subject to review again for the new use. The final
site plan review shall include the following :
(a) Identification in detail of the proposed use;
(b) The number, type, and frequency of traffic of traffic generated;
(c) The number of employees;
(d ) A drainage study for the lot;
(e) Indication of the number and location of the proposed accesses
and the internal traffic flow pattern;
(f) Information on measures to be utilized to prevent construction
below the 100 year floodplain level ;
(g) Indication of landscaping proposed;
(h) Information on what provisions shall be made for fire protection;
(i ) Indication of the waiel requirements and the proposed water system;

(k) Identification of the number of parking spaces to be provided;
(1 ) Submittal of front, side and back elevations for the proposed
structure.
This required information shall be submitted in a combination of written
map form utilizing the Weld County P.U. D. guidelines.
14. All utilities shall be installed underground within the subject
