The Weld County Public Works Department reviewed the submitted application for critical items, including but
not limited to Site Plan, Traffic Study, Preliminary Drainage Report, Geotechnical Soils Report, and Flood
Hazard Development Permit. Comments made during this stage of the review process will not be all
inclusive, as revised materials are submitted other concerns or issues may arise. All issues of
concern and critical issues during further review must be resolved with the Public Works Department.

•Preliminary Drainage Report: The water quality calculations were submitted by Jeff Nielsen, P.E. on
December 10, 2009. The water quality calculations appear to be acceptable to Public Works. However, the
applicant must submit the water quality calculations and drawings that have been wet stamped, signed, and
dated by a registered professional engineer licensed in the State of Colorado. A PDF of the stamped report
and drawings is not acceptable.
Please add a note to the drawing stating "Weld County shall not be responsible for the maintenance of
drainage related features."
Please note that an early grading permit will not be released. If more than 1 acre is to be disturbed, a
construction stormwater permit from CDPHE will be required prior to the release of the grading permit.

The Weld County Public Works Department reviewed the submitted application for critical items, including but
not limited to Site Plan, Traffic Study, Preliminary Drainage Report, Geotechnical Soils Report, and Flood
Hazard Development Permit. Comments made during this stage of the review process will not be all
inclusive, as revised materials are submitted other concerns or issues may arise. All issues of
concern and critical issues during further review must be resolved with the Public Works Department.
REQUIREMENTS:
Weld County Road Classification Plan (FHU): WCRs 55 and 54 are both local gravel roads and require a
60-foot right-of-way at full build out. There is presently a 60-foot right-of-way. These roads are maintained by
Weld County. Pursuant to the definition of SETBACK in the Weld County Zoning (23-1-90), the required
setback is measured from the future right-of-way line.
Our most recent ADT traffic count for WCR 55 reflects 89 vehicles in a 72-hour period taken 9/16/2005.
Off-street parking spaces including the access drive shall be surfaced with gravel or the equivalent and shall
be graded to prevent drainage problems.
Each parking space shall be equipped with wheel guards or curb blocks when necessary to prevent vehicles
from extending beyond the boundary of the space and from coming into contact with other vehicles, walls,
fences or planting.
Pursuant to Chapter 15, Articles I and II of the Weld County Code, if noxious weeds exist on the property or
become established as a result of the proposed development, the applicant/landowner shall be responsible for
controlling the noxious weeds. All vegetation, other than grasses, needs to be maintained at a maximum
height of 12 inches until the area is completely developed.
No traffic study is required; however, the applicant has provided this number of trips per day or months
indicating '/ -ton to one-ton trucks will access the site on a daily basis, larger trucks access the site once per
month in the winter and three times per month in the summer. A water truck will enter the site two times per
month in the winter months.
Access: The applicant is indicating that the existing access from WCR 55 will be modified. The entrance gate
will be recessed to accommodate trucks and trailer traffic as there will be no staging or parking on WCR 55.
Preliminary Drainage Report: The water quality calculations were submitted by Jeff Nielsen, P.E. The
calculations and drawings were not stamped, signed, and dated. The calculations and drawings must be
igned, dated, and stamped by a registered professional engineer licensed to practice in the State of Colorado.

The water quality calculations did not utilize the correct impervious value for gravel (40%) which affected all
•bsequent calculations. Areas for the laydown yard should use impervious values for light industrial facilities
account for the equipment which will be stored on site. Please review and revise the calculations as
necessary following the impervious values listed in Table RO-3 of the Urban Storm Drainage Criteria Manual
Volume 1.
Please show water quality calculations for design point C.
Please change the word "Pond" to "Feature on all drawings and text references.
Please label all water quality features as no build/storage areas.
Please note that an early grading permit will not be released. If more than 1 acre is to be disturbed, a
construction stormwater permit from CDPHE will be required prior to the release of the grading permit.
Geotechnical Report: Not required.

Environmental Health Services has reviewed this proposal for an oil and gas support
and service facility to include an addition of a natural gas compressor station and a
storage area. There are no full time employees at the facility; however there will be 2 to
3 employees who will access the site on a daily basis.
An individual commercial well (permit 16147) provides water to the facility. A septic
system (permit G19910137) serves the office building located on the site. The septic
system was sized for 3 people so an engineer's review of the septic system will not be
required.
• There will be trucks entering and leaving the site on a daily basis so a dust abatement
plan is required. A waste handling plan is also required and shall address how fluids
from salvaged equipment will be disposed of.
We have no objections to the proposal; however, we do recommend that the following
conditions be part of any approval:
We recommend that the following requirements be met prior to allowing the plat to be
recorded:
1. The applicant shall submit a dust abatement plan, for on site dust, for review and
approval, to the Environmental Health Services, Weld County Department of
Public Health & Environment.
2. The applicant shall submit a waste handling plan, for approval, to the
Environmental Health Services Division of the Weld County Department of Public
Health & Environment. The plan shall include at a minimum, the following:
1) A list of wastes which are expected to be generated on site (this should
include expected volumes and types of waste generated).
2) A list of the type and volume of chemicals expected to be stored on site.

• 3) The waste handler and facility where the waste will be disposed (including
the facility name, address, and phone number).
We recommend that the following requirements be incorporated into the permit as
development standards.
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for
final disposal in a manner that protects against surface and groundwater
contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a solid
waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.,
as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust, blowing debris, and other potential nuisance conditions.
4. The applicant shall operate in accordance with the approved "waste handling
plan", at all times.
• 3. Fugitive dust shall be controlled on this site. The facility shall be operated in
accordance with the approved "dust abatement plan", at all times.
4. This facility shall adhere to the maximum permissible noise levels allowed in the
Industrial Zone as delineated in Section 14-9-30 of the Weld County Code.
5. All chemicals must be stored secure, on an impervious surface, and in
accordance with manufacturer's recommendations.
6. Any vehicle or equipment washing areas shall capture all effluent and prevent
discharges in accordance with the Rules and Regulations of the Water Quality
Control Commission, and the Environmental Protection Agency.
7. A permanent, adequate water supply shall be provided for drinking and sanitary
purposes. The facility shall utilize the existing private water supply. (Well permit
161427)
8. Adequate drinking, handwashing and toilet facilities shall be provided for
employees and patrons, at all times.
9. This application is proposing a well as its source of water. The applicant should
be made aware that while they may be able to obtain a well permit from the

Office of the State Engineer, Division of Water Resources, the quantity of water
•
available for usage may be limited to specific uses, i.e. domestic use only, etc.
Also, the applicant should be made aware that groundwater may not meet all
drinking water standards as defined by the Colorado Department of Public Health
and Environment. We strongly encourage the applicant to test their drinking
water prior to consumption and periodically test it over time.
10.Any septic system located on the property must comply with all provisions of the
Weld County Code, pertaining to Individual Sewage Disposal Systems.
11.If applicable, the applicant shall obtain a stormwater discharge permit from the
Colorado Department of Public Health & Environment, Water Quality Control
Division.
12.The operation shall comply with all applicable rules and regulations of the State
and Federal agencies and the Weld County Code.

Section 23-3-350 addresses the Design Standards applicable to this proposed facility and are items that require further
discussion and resolution prior to the Planning commissioner's hearing.
Section 23-3-350.B,the applicant shall delineate all areas associated with outdoor storage. Section 23-3-350.F the applicant
shall delineate all setback and offsets for structures.
Section 23-3-350.G addresses the required Landscape and screened areas.
Section 23-3-360. The applicant shall address the issue of noise, air quality, heat,and light.

AMUSR-625
1. A building permit shall be obtained prior to the construction of new buildings or structures including
the storage shed and trailer.
2. A plan review is required for each building for which a building permit is required. Plans shall bear
the wet stamp of a Colorado registered architect or engineer. Two complete sets of plans are required
when applying for each permit.
• 3. Buildings shall conform to the requirements of the various codes adopted at the time of permit
application. Currently the following has been adopted by Weld County: 2006 International Building
Code; 2006 International Mechanical Code; 2006 International Plumbing Code; 2006 International Fuel
Gas Code; and the 2008 National Electrical Code and Chapter 29 of the Weld County Code.
4.The storage shed will require an engineered foundation based on a site-specific geotechnical report or
an open hole inspection performed by a Colorado registered engineer. Engineered foundations shall be
designed by a Colorado registered engineer.
5. The shed and trailer will probably be classified as S-1 (Moderate—Hazard Storage) occupancy. Fire
resistance of walls and openings, construction requirements, maximum building height and allowable
areas will be reviewed at the plan review. Setback and offset distances shall be determined by the
Zoning Ordinance.
6. Building height shall be measured in accordance with the 2006 International Building Code for the purpose
of determining the maximum building size and height for various uses and types of construction and to
determine compliance with the Bulk Requirements from Chapter 23 of the Weld County Code. Building
height shall be measured in accordance with Chapter 23 of the Weld County Code in order to determine
compliance with offset and setback requirements. When measuring buildings to determine offset and
setback requirements, buildings are measured to the farthest projection from the building. Property lines
shall be clearly identified and all property pins shall be staked prior to the first site inspection.
7. Provide letter of approval from Platte Valley Fire protection District for the new structures.
• 8. There are two building permits with final status and one active permit on record for this parcel.

Dear Mr. Gathman:
This referral does not appear to qualify as a "subdivision" as defined in Section 30-28-
101(10)(a), C.R.S. Therefore, pursuant to the State Engineer's March 4, 2005 memorandum to
county planning directors, this office will only perform a cursory review of the referral
information and provide comments. The comments do not address the adequacy of the water
supply plan for this project or the ability of the water supply plan to satisfy any County
• regulations or requirements. In addition, the comments provided herein cannot be used to
guarantee a viable water supply plan or infrastructure, the issuance of a well permit, or
the physical availability of water.
According to the submitted information, potable water will be supplied by an existing
well, permit no. 161427. Well permit no. 161427, was issued on September 3, 1991 as the only
well on a site of 3 acres described as that portion of the SW1/4 of the NW1/4 of Section 27,
Township 5 North, Range 64 West of the 6th P.M. The use of the ground water from this well is
limited to drinking and sanitary facilities as described in C.R.S. 37-92-602(1)(c) for a
commercial business. The average annual amount of ground water to be appropriated by this
well shall not exceed 1/3 acre-feet (108,600 gallons). Water from this well cannot be used for
any uses outside the business building structure, including landscape irrigation. Well permit no.
161427 can be used to supply the potable water to the existing Kersey Compressor Station as
long as the well is operated in accordance with the terms and conditions of the well permit.
