The Department of Planning Services is accepting the paperwork for this Land Use Application with
the understanding that the application has not been determined to be a complete application with
all of the appropriate documents and exhibits.
The Department of Planning Services will determine prior to the end of the next business day
whether the submitted documents are in compliance with the Weld County Code,and as such,shall
be deemed a complete application.
The Department of Planning Services shall also determine prior to the end of the next business day
whether the submitted fees are appropriate for the requested application. Should there be a
discrepancy with the application,the Department will contact the applicant/applicant's representative
via telephone.
Land use cases will not be set up or processed until the requested application materials have been
submitted and the appropriate fees paid.

Hello Peggy, please contact Chris Gathman about this issue.
Chris and Peggy, will you both coordinate efforts on this final inspection. Previously
when I was assigned to planner, Roger Caruso, on several occasions, I brought up this
issue of the final inspection and its being imperative the inspection be completed, if
required. I stress "if required" as I was told, after all that has been done regarding
this hay-storage barn, a final inspection was no longer mandatory and this issue would be
managed. I was told all of this would be coordinated since this all resides within the
same department. It appears that did not occur.
Chris and Peggy, please note the following points and action items as of 3-26-08.
1. This project is nearing completion/recording of the USR.
I have completed all requirements on my part with the Mylar Map signed by Larry Speer, my
husband, and myself and about to be delivered to the County to Chris' attention (I expect
to be able to do this tomorrow morning, 3/27/08) .
2. All mandates have been complied with, including the sending of documents various
times to all entities involved, and sometimes duplicates, and the USR has been approved by
all required entities, including the Board of Commissioners.
3 . Chris/Peggy - please advise if, in fact, a final inspection still needs to be
done, even though I had been told it would not.
4. If the final inspection is not needed, I need this conclusion in writing so I have
it for the record.
5. If, however, an inspection needs to be completed, I will have to yet again arrange
time off from work to allow this to be accomplished meeting with an inspector.
Please make special note: after all that has occurred relating to this hay shed, I want no
surprises nor additional requirements by the inspector, merely his final inspection of the
actual builder's completed work and sign-off on the form. I do not want to get into
any of the myriad of other issues that have been covered though other avenues.

6. Once the recording of the USR is finalized, I need to have the Certificate of
Occupancy.
7. Also needed, will be a summary that all issues are validated as complete and there
is closure to all of the County's requirements.
From my learning experience of being subjected to completing a USR for a hay-storage
building, as required by the `staff' within the group at the South location, it is
apparent to me several topics must be addressed. I will be doing so with the Department
of Planning, Zoning, Public Works, and the Board of Commissioners. Such action will be
to help correct misjudgments and calls that have occurred in several areas. I want and
need to see this occur on behalf of not only ourselves but other Weld County property
owners and in conjunction with the long-range plan. Therefore, I want to ensure all ends
are tied up concretely relative to this USR and any related building permits.

To answer your questions:
1)You do not"receive"the certifications. You simply take them out of the USR application (go to www.co.weld.co.us then
departments, then planning and zoning, then planning, then applications, then USR) and paste them on your plat. After
your Mylar is printed the Board and Commission will sign them.
2) Officially a notorization is required on the plat map.
3)Yes"USR 1635" should be the main title to your plat.
With that said I will be leaving Weld County for Adams County tomorrow, Friday, March 14, 2008. I would normally accept
a PDF version of the plat but the actually requirement is a 24"x 36" paper plat be submitted.

Hello Roger,
A few questions on the final Mylar map for recording of USR 1635 Stuart/Speer, 15163 Barley Avenue, Fort Lupton:
1. Do you know when I will be receiving the certifications on: the Planning Commission and the Board of County
Commissioners?
It's my understanding that I need those to be affixed to the map before I can get it finalized.
2. Because our Homeowners' signatures are a certification and previous signatures have been notarized, I see no
need for, and/or requirement for, notarization as you'd indicated earlier.
Please advise if notarization is, in fact, a requirement.

I have the Development Standards completed and ready to affix upon receipt of those items in#1 above, and your answer
to these questions.
MY REMAINING ACTION:
When all is received/affixed, etc., I'll have an 8 and % by 11 inch copy made then send it to you via PDF for final review.
Once you do the final review and advise your approval, I will have the Mylar map made in final format and drop it off at the
County's South location for you.
Upon recording, I will receive the Certificate of Occupancy so we can begin using the Hay/Storage Shed.
I look forward to your confirmation of these final points.

Roger — given all that has gone on, I need clarification if we still need to have the
building permit signed off on before we can take occupancy on the hay-storage building.
The builder has just completed it, from what I can see. Because of the non-conforming
structure application, I'm not clear if the final building inspection has to be signed off
on or not.

Hello Roger,
* Attached is a letter to the Department of Health and Environment following, a
response to conversation had with Lauren Light on 2/1/08 further regarding Dust Abatement.
Specifically addressed is the fact that if there were dust to be associated with the
hay-storage area, how would we deal with it.
As with the previous communications, I have asked a letter be sent to you.
* Additionally, I have still heard nothing back from the Public Works department to my
letter (also attached again for your reference) .
* Finally, please confirm there is nothing left to be completed prior to the meeting
with the Weld County Board of Commissioners on 2/20/08 at 10:00 a.m.
Also, is there anything that I should be prepared to address at that meeting.
