SERVICE AUTHORITY BOARD
August 17th, 2010
The Weld County E-911 Emergency Telephone Service Authority Board met in session
on Tuesday, August 17, 2010 at noon.
ROLL CALL:
The meeting was called to order by Chairperson Juan Cruz. Present were Board
Members Juan Cruz, Kevin Halloran, Doug Rademacher, Gary Sandau and Randy
Winsett. Dave Bressler was represented by Mitch Wagy, Jim Burack was excused absent.
Staff members present included Mike Savage, Dave Mathis, Robert Olsen and Susan
Johnson. Monica Mika was also present. A quorum existed.
MINUTES:
Doug Rademacher moved, Kevin Halloran seconded a motion to approve the minutes of
the July 20th, 2010 meeting,the motion was approved unanimously.
PUBLIC COMMENTS:
The public was invited to comment on business of the E-911 Board, no comments heard.
OLD BUSINESS:
1. Staff Report: Dave Mathis presented Dispatch stats for July 2010 [refer to Sgt.
Mathis' "July 2010 WCRCC Monthly Reports'''.
2. CAD RFP Update: The CAD software oversight group met again, and is still
negotiating with two vendors. The group has requested that each vendor attend
on-site negotiations in September for face-to-face questions and to clarify
concerns sent to them in a letter.
• A copy of the concerns will be forwarded to the E-911 Board members,
along with the cost estimates from each vendor so the Board can begin to
study the situation before voting on it.
3. GDR Evaluation: Dave Mathis met with ACS GIS manager Dan Huerter last
week, he indicated that their office could supply the MSAG, addressing and
mapping for our 911 Center. He had some concerns with parts of the GDR
evaluation, but it appears that the evaluation required standards which are not
practical for the Weld County addressing system. ACS will be able to provide up
to date files which will work for either proposed CAD system.
• Monica will meet with Dan Huerter to clarify MSAG position funding.
The position has traditionally been funded by the E-911 Board. She will
report back to Mike Savage.
4. Physician Advisor Agreement: Chairman Cruz signed the updated Physician
Advisor Agreement.
NEW BUSINESS:
1. Treasurer Reports: Randy Winsett presented the July 2010 Treasurer's Report.
Intrado billable units were not available. Kevin Halloran moved, Doug
Rademacher seconded a motion to approve the Treasurer's Report, motion carried
unanimously.

2. Ballot Issues: The Board discussed the impact that this year's ballot issues will
have on the E-911 budget, if those issues are approved by voters. If funding is cut,
operating expenses and capital expenses will be affected. Capital expenses
include console upgrades, CAD system upgrades and eventually 911 phone
upgrades.
• Randy Winsett asked the status of the cost-sharing proposal. Doug
Rademacher advised that a sub-committee will be formed from Advisory
Board members; they will format a cost-sharing proposal and bring it back
to the Advisory Board and E-911 Board.
• Per Doug Rademacher,the County has two proposed budgets, in case the
ballot issues pass and funding is cut. The E-911 Board may also prepare a
contingency budget.
• Mike Savage will meet with Don Warden tomorrow, they will discuss
budget issues.
• Monica Mika reported that grant money will be scarce, for example, the
Mineral Impact Fund is lower than before. She also suggested that the E-
911 Board may need to partner with other funding sources to accomplish
their capital funding requirements.
No further business was discussed, Doug Rademacher moved to adjourn, Kevin Halloran
seconded the motion. Motion carried unanimously, the meeting adjourned at 12:50 p.m.

Additional Information/Projects
• The two new fire hired in June are progressing well with training.
• Our one vacancy will be filled by hourly dispatcher Tracy Staruck near the end of August.

• Calls answered in less than 10 seconds: 88.14% (Last year: 92.11%)
Calls answered in less than 15 seconds: 98.19% (Last year: 98.89%)
• Fire dispatch times for June 2010: Initiated to Dispatched
*Less than 1 minute: 46.88% (Last year: 64.83%)
*Less than 90 seconds: 84.82% (Last year: 86.48%)
• This month 36.18% of our 911 calls were wireless.
