Box 758 Greeley CO 80632 Re: County Road 12.5 Dear Commissioners, This letter is to follow-up on a conversation I had recently with Commissioner Garcia regarding a segment of County Road 12.5 adjacent to Hudson. CDOT has advised us of the possible closure of the segment of the frontage road between Highway 52 and CR 12.5. The Town has been working with CDOT and with affected land owners on a plan to divert frontage road traffic from the section proposed for abandonment to the west along CR12.5 and the Town's 10th Avenue and Hickory Street, intersecting the highway west of the Love's Travel Stop. (see the attached drawing.) The realignment will provide for a well-designed, safe intersection for frontage road traffic. In addition, CDOT has a condition on the correctional facility's access permit that when certain traffic thresholds are met, CDOT will abandon the section of the I-76 frontage road between Highway 52 and CR12.5 because of a traffic hazard at the frontage road intersection with the Highway. We concur with CDOT's concern. Currently, the frontage road and I-76 exit ramp intersect the highway next to each other and directly adjacent to the 1-76 overpass that has very poor sight distance, creating hazardous traffic movements. This issue is more important in view of the intent of Cornell Companies to consider the second phase of the correctional facility. At its meeting last evening, the Board of Trustees approved a proposed replat and the site plan for a 1,000 bed expansion of the current facility. The Town is attempting to put together a partnership of interested parties to make this project a reality. Love's will pay to revise their access. Cornell Companies will contribute funds to pave the road within the Town between Cedar Street and the Highway. We are working with the Hudson Interchange group on right-of-way for the curve from 10th Avenue to Hickory. The Town will design the project and contribute to signalization, when warranted, of the Hickory Board of County Commissioners July 22, 2010 Page 2 of 2 intersection with Highway 52. And we are working with CDOT on improvement and acquisition of the frontage road north of CR12.5. We ask that Commissioners join us as a partner in the effort. This would entail the County paving about 1,800 feet of CR 12.5 between Cedar Street and the frontage road. As you are aware, many properties in unincorporated Weld County, including Sparboe Farms, use this portion of County Road 12.5. If the County wishes, the Town would be willing to annex and take over maintenance of that section of improved road. I suggest that the County might also want to look at the status of the section of CR12.5 west of Hickory Street. Especially with the improved Hickory intersection, there might not be a need to keep that road open. Removing it would also eliminate a less than desirable intersection with the highway at the west end of the Town's wastewater lagoon property. This project will provide safe and convenient paved access for employees of the correctional facility, school buses and other businesses and property owners who rely on the frontage road for access. And it will promote additional jobs and economic development in the area. We are available to meet with you and/or your staff to discuss this proposal in more detail.
