More specifically, the changes outlined in your letter include the construction of a new office building which will contain space for the production manager and supervisors; a break room and bathroom facilities; mechanical room; a four (4) bay shop area; and, a generator room. It is understood that the new building will replace an outdated building and will help minimize bio-security issues with regard to cross contamination between the processing facility and the poultry production staff The new building will also replace a shop and two small generator buildings. The Department of Planning Services has determined that the proposed expansion to construct the aforementioned facilities is not a major change and does not require and amendment to USR-1322. However, the new buildings do not meet the definition of Agricultural Exempt Buildings or Structures per Weld County Code (WCC) §23-I-90. Therefore, Sparboe Farms will be required to obtain the necessary buildings permits from Building Services Department and the new buildings will be assessed road impact,capital expansion and storm drainage impact fees. It is also our understanding that the expansion is directly related to the Sparboe operations as depicted on USR 1322 and not for off-site operations. The building will contain office space for the production manager and supervisors, a break room and bathroom facilities, mechanical room, a four bay shop area and a generator room. This building will be replacing the current office/break room in the processing area to minimize any bio-security issues with contamination with the processing facility and the poultry production staff. It will also replace a shop building and two small generator buildings. I have submitted with this letter a preliminary drawing of the proposed building plan and a site plan showing the proposed location of the building. This building will not increase the amount of employees on site nor will it expand production in any way, it is an upgrade for the production staff facilities and an improvement in bio-security. As you are probably aware from recent news events pertaining to egg production,bio-security is a major concern for poultry operations and this will allow Sparboe Farms to maintain their strict bio-security controls. Sparboe Farms requests that the new building be allowed. A complete set of building plans will be submitted as soon as the design professionals have completed the design and engineered plans.
