This methane plant is being put only 500 feet from the intersection of County Road 49 (Kersey Road) and Weld County Road 40. "Kersey Road" has been named as one of the deadliest roads in our County, with good reason. In the past five years, Highway 85 in Weld County has increased population, has a weigh station and increased traffic lights. As a result of this, the truck traffic previously found on Highway 85 has moved to Kersey Road. The trucks travel over the speed limit and the Drivers have little if any regard for anyone that is obeying the law and traveling at the posted speed limit. The intersection of 40/49 is part of a"hilly area" that provides little if any visibility of vehicles or trucks until you turn onto 49 going either north or south. This is exactly where Heartland Renewable Energy plans to have their entrance/exit onto 49. If you approve this project, I pray that you will force this company to flatten out 49 for one mile north and one mile south of this intersection. I have two young drivers residing in my household and we all require the use of this road to get to our home. Please don't make it any more dangerous than it already is! I have been driving for 30 years and I still often hold my breath as I turn north on 49 and I realize that a truck, that had been traveling at 70 miles per hour(that I couldn't see over the hill) is just feet off the bumper of my car. When turning onto this road, there is no view of these vehicles until you are on the road and they are literally ON your bumper. • When the current residences purchased bare land, built homes and barns, the nighttime sky has been dark and the stars abundant. Placing a"neon sign" of a business here is just not right. I request that their lighting after dark be MINIMAL and fences built to keep the MINIMAL lighting in their area. I live east of this plot and have a clear view of it as my home is built on a hill. Please don't let this company ruin our pleasure of sitting outside and enjoying the view. Heartland Renewable Energy has requested that the Commissioners approve their operation of this plant 24/7. As the traffic has exploded on Road 49, the only quiet that we get is after dark when the traffic subsides. The need to haul cow manure 24 hours a day seems ridiculous. If a person has a home within City Limits, there is quiet time between 10 p.m. and 6 a.m. I don't see why this cannot be the same with Heartland Renewable Energy. There is nothing so emergent about cow manure and rotten vegetables that it can't wait until 6 a.m. Lastly, none of the local homeowners planned on having their property values ruined by a methane plant. This could be construed as a potential "bomb"when a home is listed for sale. Most of us used our life savings to move and build in this area. As our property values when selling will go down due to this facility, are our property taxes going to be paid for by the plant? As this facility will be supplying Weld County with tax revenue, this seems to be fair. This plant will be making money; however, we, who were here first, will suffer as a result. I hope that you will take to heart my comments. If the traffic situation is not improved as I requested above, there will be tragedies at the intersection of Weld County 49 and 40. I realize that Heartland doesn't want to spend money on roads just so they can build on Road 40. I believe that it is their responsibility, as"new neighbors" to make their facility as safe as possible for their employees and for the neighbors that have been here a very long time.
