Box 67, Pierce, CO 80650 CHANGE ORDER DESCRIPTION: During construction of Bridge 19/4A the Branter Ditch Company brought to our attention the fact that this bridge has very little freeboard. To help improve this condition, it was decided to add a smooth concrete slab to the bottom of the ditch, underneath the bridge. This additional work will improve the flow-capacity under the bridge and result in more freeboard between the ditch water surface and the bottom of the bridge beams. The proposed lump sum cost of $14,040.00 will require an increase in the current contract amount. Some of the cost can be absorbed into the remaining Contract Force Account. The work consists of constructing a reinforced concrete facing to cover the existing steel abutments. This work will help delay the rusting process and adds life to the bridge. The new concrete facing will stick out into the ditch about five(5) inches on each side. This will reduce the flow-width of the ditch, but will most likely not decrease the flow-capacity since the new concrete walls will be much smoother than the old steel walls. Weld County completes about ten similar bridge rehabilitations each year and we have never had a ditch company come to us after construction and complain that we reduced the flow-capacity of the ditch. Our standard for freeboard on bridges is typically twelve (12) inches from the bottom of beams to the top of the water surface. You recently informed me that Bridge 19/4A often has little to no freeboard after a storm event during irrigation season. This concerns me because it could lead to overtopping of our bridge or the ditch. Therefore, I am proposing to have our contractor add a smooth concrete slab under the bridge which will be about four(4) inches below the current ditch bottom. Hopefully,this will help increase the freeboard a little and make the ditch area adjacent to the bridge easier to keep clean and clear of debris. I am confident the measures described above will help improve the flow-capacity of the ditch adjacent to the bridge. However, please contact me if you think otherwise. This has allowed us to propose increasing the original scope of work from eight (8) bridges to ten (10) bridges, and still stay within the annual $200,000 budget amount. This Change Order No.1 adds Bridges 26.75/15A and 19/4A to the contract. The proposed lump sum cost of$31,952 is reasonable and comparable to the original bid prices. The Contract Force Account will be reduced by $10,000 to decrease the additional contract amount required. What options exist for the Board? The Board may choose to not approve this proposed Change Order No.l. In this case the proposed work will not be completed and left on a list of proposed work needed to be done in the future. The Board may choose to approve this proposed Change Order No.1. In this case the proposed work will be completed this year, and the useable life of these bridges will be extended for several years before total replacement becomes necessary. Recommendation to the Board: The Department recommends the Board approve this Change Order No.1. The rehabilitation work would very likely cost more in the future if the work is postponed. Seven bids were received for the project and amounts ranged from $137,901.00 to $199,051.00 with the lowest bid submitted by Weld County Construction Inc. from Pierce, Colorado. My Engineer's Estimate for the construction was $182,000.00. The overall annual project budget in the amount of $200,000.00 is associated with an appropriation intended to be used for contract services to improve the condition of bridges. Eight bridges will receive structural improvements extending their useable life. Attached are the bid tabulation and a location map for your information. It is my recommendation to award the project to Weld County Construction Inc. for a total amount of $137,901.00. This contractor has completed similar work for us in the past.
