HomeMy WebLinkAbout20103144.tiff THE WELD COUNTY REGIONAL COMMUNICATIONS ADVISORY BOARD TUESDAY, March 23rd, 2010, 10:30 AM WELD COUNTY LAW ADMINISTRATION BUILDING The Weld County Regional Communications Advisory Board met in session in on Tuesday, March 23, 2009 at 10:30 a.m. in the Weld County Law Administration building. ROLL CALL: The meeting was called to order by Chairperson Doug Rademacher. Present were board members Doug Rademacher, Gary Barbour, Rod Deroo, Jim Burack, Roy Rudisell, Jay McDonald, Ron Grannis, Mark Lawley, Juan Cruz, Duane McDonald, Phil Tiffany and Tim Zimmerman. Mike Parkos represented Rick Brandt. Carl Harvey was an excused absence, Hugh Kane was present as a Communications Advisory Board nominee. Staff members present were Mike Savage, Dave Mathis, Anne Mioduski, Heidi Gillespie Robert Olsen and Susan Johnson. Jerry Gamer and Danny Beckle were also present. MINUTES: Ron Grannis moved to accept the minutes from the February 23, 2010 meeting. Roy Rudisell seconded the motion, which carried unanimously. OLD BUSINESS: I. Staff Report: Dave Mathis presented Dispatch stats for February 2010 [refer to Sgt. Mathis' February 2010 WCRCC Monthly Report and Personnel Report as of February 2010]. He noted that two positions have opened up in dispatch, although one may be a temporary leave of absence. 2. Emergency notification opt-ins: Dave Mathis has ordered 250 copies of the emergency notification opt in poster. They will be given to all departments to hand out to their communities. The electronic version can be modified to include the specific community name and emailed out also. Roy Rudisell is working with the state OEM office to secure grant money to partially fund the posters. 3. Center remodeling update: Four consoles are being replaced by six consoles, by rearranging the work space. So far the work is proceeding as scheduled. NEW BUSINESS 1. Replacement for Brian Martens: Mike Savage introduced Hugh Kane (Eaton Fire Chief for past 5 years) as the Fire Zone A nominee recommended by the Weld County Fire Chiefs Association. • Gary Barbour moved and Tim Zimmerman seconded a motion to recommend Hugh Kane's appointment to the Weld Communications Advisory Board. The motion carried unanimously, his application and the board's recommendation will be forwarded to the County Commissioner's office for approval. 2. WCRCC User survey: Dave Mathis explained that Captain Savage had requested that a user survey be designed and forwarded to all departments for feedback on the 911 Center performance. The survey had been designed to allow DX)/61— Si 957. free-form comments, and can be returned anonymously or with a name. He will encourage the chiefs to pass the survey on to their staff as well. • Members of the Comm board requested seeing the survey before it was distributed. Dave will send the survey to Comm board members, who will have one week to return it with comments, and then the survey will be conducted. 3. WCRCC Handbook/SOP: The WCRCC Handbook will be made available to all agencies. The Comm Board requested a chance to see the handbook before it goes out to all agencies. Dave will send the handbook out to the Comm board, and it will be discussed next month before forwarding out to all agencies. 4. Spring MAC exercise: Due to radio issues during the Windsor tornado 2 years ago, Captain Savage requested a MAC radio exercise be conducted this spring to ensure all departments are familiar with proper channels to use during emergencies. The drill will be conducted before the end of March. 5. 911 Surcharges: Mark Lawley requested an update on the 911 surcharge discussion. Since radio infrastructure is an issue and the grant was denied, he wanted to know where the issue stood. Per Doug Rademacher,the commissioners' research found that the PUC would need to be involved if surcharges were increased. • Mike Savage stated that a capital improvements plan is being prepared, which is a key factor in the funding dilemma. If anyone has capital improvements which need to be included, forward them to Mike Savage or Dave Mathis. • The commissioners (per Doug Rademacher) were waiting to see what happens in the November elections concerning the Colorado Ballot issue 101. 6. Tiburon Presentation: Mark Lawley inquired what timeline the computer upgrade was working on, and requested more opportunity for the fire community to participate in evaluating the products. • A working group of City Council members and County Commissioners is reviewing and updating the original communications IGA from 1993. Following the updated IGA, the budget and computer assessments will move forward. • Mike will look into more presentations for the fire community, and stated that even after a computer system is selected, it would be a year away from being on line because of the back work required. • Mark Lawley requested a monthly update on the status of the computer upgrade be included at the Comm Board meetings. 7. Accommodations: The Comm Board will continue to meet at the Public Works Conference room for now. 8. Next Month's agenda: Roy Rudisell requested an agenda item for next month- emergency siren testing. As there was no further business, the meeting was adjourned at 11:10. Additional Information/Projects • In February one dispatcher moved to %2 time status bringing our staffing to 100% with no over hires. • Effective March 17th. - Supervisor Annie LaFleur is stepping down as supervisor to be a fire dispatcher - Valerie Harris will be promoted to replace Annie - Dispatcher Tracy Staruck stepping down to part time/hourly. - Dispatcher Ken Kneipper resigned due to health reasons. • We still have only 2 dispatchers actively training. 911 call answering times county-wide for February 2010 • Calls answered in less than 10 seconds: 89.59% (Last year: 92.58%) Calls answered in less than 15 seconds: 98.96% (Last year: 99.00%) • Fire dispatch times for February 2010: Initiated to Dispatched *Less than 1 minute: 31.00% (Last year: 57.48%) *Less than 90 seconds: 63.91% (Last year: 92.52%) • This month 34.17% of our 911 calls were wireless.
