RE: Faster Transit Grant Request for the purchase of 2 CNG Buses which are ADA compliant.

Brief description of the problem/issue:
During our CMAQ work session which outlined a six year fiscal plan for CNG and LNG vehicle replacements,
Public Works has completed the FASTER Transit Application to CDOT for the purchase of two CNG/ADA
buses for FY 12.
Total FASTER Project Cost: $160,488
Local Matching Funds: $32,098
Federal Funds Requested: $128,390
What options exist for the Board? (Include consequences, impacts, costs, etc. of options)
Please review attached application. If approved, Commissioner Rademacher needs to sign and return to Toby
Taylor for official submittal.
Recommendation to the Board:

12. TYPE OF CAPITAL PROJECT(e.g.,bus purchase,facility,etc.)AND A BRIEF DESCRIPTION OF PROJECT: This project request Is for the purchase of
four(Type 1-A)buses. The intent of this grant request is for vehicle replacement to allow Weld County to replace non-ADA compliant buses with new
cutaway buses each year for the next six years. The purpose of this project is to replace two fleet buses in 2011 and two fleet buses in 2012(four buses
total). The existing fleet buses are inadequate and nonfunctional vehicles,which cannot serve mobility impaired riders. In addition,Weld County will
ensure the four new cutaway buses are not only ADA compliant,but will operate on Compressed Natural Gas(CNG)fuel,which will provide an improved
air quality benefit by reducing pollutant emissions. All the buses have surpassed their useful life being by not being ADA compliant as well as being
more than five years old:Three of the buses are year 2005 having 18,564,40,113 and 130,691 miles;bus four is year 2006 with 198,943 miles. Even
though some of the mileage seems low,these buses are all non-ADA and are unusable a majority of the time due to the accessibility limitation. Per a
recent COOT contract,replacement buses are$50,244 each with CNG conversion costing an additional$30K each. Total for this regional project is:
$320,976(FY11$160,488 and FY12$160,488),which does not include inflationary increases.

FASTER TRANSIT PROGRAM PROJECT SUMMARY

1) Criticality(what happens if project not funded?)
This project achieves implementation of the goals and objectives of the Regional Transit
Plan (RTP) for the Upper Front Range. In addition, to further the efforts of the UFR RTP,
this project also supports the UFR Local Transit and Human Service Transportation
Coordination Plan, as well as transit coordination with the NFR MPO and DRCOG.
Currently, Weld County Transportation bus service bisects the Upper Front Range TPR,
the North Front Range MPO and DRCOG. By definition Weld County Transportation is a
Regional transportation provider; and therefore, the requested buses would improve
regional transportation services in much needed rural areas. In addition to being a public
transportation entity, Weld County Transportation is the primary Human Services
transportation provider for the entire county. Without acquiring ADA compliant buses,
Weld County cannot provide needed services to persons who are mobility impaired.
Therefore, if this project is funded and the County can replace non-ADA buses with
handicap accessible buses, the ridership will increase more than fifty percent for routes in
which these vehicles service.
2) Financial capacity(is there institutional support to sustain this project?)
Weld County is fully competent and committed to fund the required match and on-going
operational sustainment of the vehicles after purchase.
3) Financial need (are other funds being leveraged?)
No other funding source is being leveraged. The outcome (success or failure) of this
regional request is totally dependent on this FASTER funding source, and Weld County
General Fund matching.
4) Project impacts (does the project increase ridership, reduce traffic on the state network, etc.?)
The project would improve service delivery and reduce traffic on the State System by
providing services to mobility impaired persons. This project will increase ridership for
ADA riders who cannot currently use the existing non-ADA fleet buses. Currently, we
must use an ADA minivan in conjunction the non-ADA cutaway. As a result, we have two
vehicles on the road when there should just be one, and therefore, are severely limited on
how many wheel chair rides can be given. This purchase will allow Weld County to be
more efficient as a service provider, and decrease the number of buses currently using the
State System. In addition, these buses will not only improve Weld County's ability to
provide rural transportation services, but will significantly improve the air quality benefits
associated with natural gas vehicles. These vehicle purchases are consistent with the
Weld County Smart Energy Plan for fleet vehicle conversions.
5) Readiness (past experience of applicant securing local funding, completing projects on time,
etc?)
Weld County Transportation's past experience of completing grant projects on time and
securing local funding is exemplary. Weld County is not seeking other funding sources.
