HomeMy WebLinkAbout20103048.tiff RESOLUTION RE: APPROVE PROPOSAL AND STATEMENT OF WORK FOR ADDITIONAL 2010 AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) GRANT FUNDING, FOR DEVELOPMENT OF VACCINE MANAGEMENT AND TRANSFER PROCESS, AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Proposal and Statement of Work for additional 2010 American Recovery and Reinvestment Act (ARRA) Grant Funding, for the development of a vaccine management and transfer process, from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Department of Public Health and Environment, to the Colorado Department of Public Health and Environment, commencing November 5, 2010, and ending December 31, 2010, with further terms and conditions being as stated in said Proposal and Statement of Work, and WHEREAS, after review, the Board deems it advisable to approve said Proposal and Statement of Work, a copy of which is attached hereto and incorporated herein by reference. There is not a separate request out there that has been previously been approved. I checked with Judy Nero(our contract/grant person)and she is not aware of any previous contract or grant that we rec'd for 3 refrigerators. Also spoke with our Director of Nursing, Debbie Drew, and she thinks all the discussion has been about the same 3 refrigerators—not 3 additional ones. Finally, I spoke with Toby to make sure he had been in the loop regarding their location and power availability—he was aware of the refrigerators and has no issues. The funding will provide three VFC(Vaccine for Children)approved refrigeration units,two for the north clinic and one for the south clinic locations.These units will provide improved temperature monitoring ability to both vaccine locations. Our current refrigeration units are household units that are already five to ten years old. These units do not have the automatic defrosting and refrigeration monitoring capabilities that will assure our best protection of the hundreds of thousands of dollars in vaccines that we store on an on-going basis at the north and south clinics. There will also be increased capacity for storage of additional vaccines being provided by our most recent ARRA(American Recovery and Reinvestment Act)grant.This grant is part of a multi-level federal project to retain and create new jobs.One of these levels has provided funding to help our immunization nurses to retain FTE pay while they provide immunizations to the public(it in-part pays our nurses for their work-time).The additional benefit of this grant is that it provides WCDPI E with free immunization vaccines that are then passed on to the citizens of Weld County for free. Examples of this are the Tdap vaccine(tetanus,diphtheria,and pertussis/whooping cough)and Menactra vaccine(meningitis)which the ARRA grant provides to help in the cocooning efforts to prevent the outbreak and spread of pertussis/whooping cough and meningitis.These free vaccines are in addition to our current stores of vaccine and will require additional storage space at both clinics.The money offered to us in the 2010 Vaccine Transfer Kit and Infrastructure Building Funding has the advantage of being pass-through funding from the state of Federal dollars that will cost us nothing. One of the primary goals of this funding is to provide safe storage both in-house and in-transfer of vaccines.The state is highly recommending that all counties move away from the use of household units and provide state-of-the-art VFC approved refrigeration units.At this point,this is a"recommendation".However,past history indicates that such suggestions eventually become mandates.This is the time for us to get ahead of the mandate while using pass-through funding. In addition,the state health department and the national Public Health administration is advising that all departments have immunization staff fully informed and supplied with resources that insure consistent and safe storage and transfer procedures. It is our intent to use a portion of the pass-through funding for this infrastructure building.This is one of the goals outlined as within the guidelines of this grant. For these activities Weld County will receive pass-through funding in the amount of$13,459.00. Funds are 100%Federal dollars.The attached invoice was to be submitted to the Colorado Department of Public Health and Environment by December 20th,2010. However,we have been granted a grace period of this week to complete this grant application. I recommend your approval of this Vaccine Transfer Kit. To date we have not had an outside alarm system on the South Weld prep vaccine refrigeration unit due to the small quantity of immunization vaccines kept at that site —no estimate was obtained for outside alarm of this unit although the unit itself is equipped with a monitoring port should we choose to add Dictagard in the future to that unit. G. $420.00+$75 =$495 - Shipping and delivery charges based on three units,dock to dock freight estimate and provision of lift-gate delivery II. Vaccine Management off-site with Emergency provisions—The large unit at the hazardous waste site is to be maintained at that site in keeping with state VFC regulations that the IZ program maintain an off-site storage area for emergency maintenance of immunization materials III. Transfer provisions for immunization materials for emergencies and off-site clinics to include coolers and thermometers—these were obtained in 2009 for the H1N1 1 clinics and no additional supplies of this nature are currently required. IV. Development of appropriate cold chain protocols for storage, handling, and monitoring of vaccines both on-site/off site is to be supported by the development of resources for the department that will ensure that ALL immunization nurses will have the information needed to safe-guard the immunization materials for this department both at the North County and the South County offices. a. $350+$37.08 shipping and handling charge- for the purchase of ten 12th edition Epidemiology and Prevention of Vaccine-preventable Diseases Manuals from the Department of Health and Human Services Centers for Disease Control and Prevention (CDC)($35 each)—Federal recommendations of CDC for Vaccine Storage and Handling is included in this text. These would be "at the desk" resources. b. $100—development of notebooks for ALL immunization nurses in the WCDPHE with Weld North and South County resources for emergency contacts,protocols for transfer of immunization materials to our off-site storage and clinics specific to our county and in keeping with CDC and CIP recommendations.
