The remains of these objects are usually left where they were shot and trees and fence posts are either scarred or shot down. To address these problems, protect resources and increase visitor safety, on December 28, 2009, Deputy Forest Supervisor Jackie Parks signed the attached Forest Order. The order makes it illegal to use anything but cardboard targets, paper targets, or manufactured metallic targets, or thrown-type clay targets and while shooting, illegal to possess an open container of an alcoholic beverage as defined by Colorado State law. Prior to this order, there was only suggested etiquette about suitable shooting targets and there was no restriction or advice related to alcoholic beverages and shooting. I have also provided this order because I believe it demonstrates my commitment to continuing to provide sustainable and safe shooting opportunities on the Forests and Grassland, and it will help shooting-sports enthusiasts demonstrate that they are responsible stewards of public lands. BELL District Ranger a7(577e4 dA'S 0/9; c1 so 0 Caring for the Land and Serving People 2010-0215 v1\v LAN. l v-vv-Lv I J F I ORDER OCCUPANCY AND USE RESTRICTIONS Arapaho and Roosevelt National Forests and Pawnee National Grassland Pursuant to 16 U.S.C., § 551, and 36 C.F.R., § 261.50(a), the following acts are prohibited within the Arapaho and Roosevelt National Forests and Pawnee National Grassland, as described below (the "restricted area"). The restricted area is located in Boulder, Clear Creek, Gilpin, Grand, Jackson, Jefferson, Larimer, Park, and Weld Counties, Colorado, as depicted on the attached map, which is hereby incorporated into the Order as Exhibit A. The purpose of this Order is for the protection of public health and safety, and resource protection. PROHIBITIONS IN THE RESTRICTED AREA: • Possessing an open container of a beverage which is defined as an alcoholic beverage by Colorado State law while discharging a firearm. 36 C.E.R. § 261.58(bb) • Discharging a firearm, air rifle or gas gun unless shooting at cardboard targets, paper targets, manufactured metallic targets (metal targets specifically designed for firearms), or manufactured thrown-type clay targets (clay pigeons). 36 C.F.R. § 26I.58(m) EXEMPTIONS: Pursuant to 36 C.F.R., § 261.50(e), the following persons are exempt from this order: 1. Persons with a USDA Forest Service permit specifically authorizing the otherwise prohibited act or omission. 2. Any Federal, State, or local officer, or member of an organized rescue or fire fighting force, in the performance of any official duty. 3. Any person possessing a valid Colorado hunting license lawfully involved in hunting and harvesting game. This Order shall remain in effect for five (5) years from the date signed or until rescinded, whichever event occurs first. Done at Fort Collins, Colorado, this 28th day of December, 2009.
