PUBLIC WORKS COMMENTS
Weld County Public Works has received the submittal application for the 7-Day Completeness
Review. This phase of the planning process is a content review of the submitted materials,
NOT a technical review. Comments made during this phase of the process will not be all-inclusive,
and will address the critical issues of concern including but not limited to the Site Plan, Traffic Study,
Preliminary Drainage Report, Geotechnical Soils Report, and Flood Hazard Development Permit. The
Public Works Department will perform a detailed technical review of the project once the submittal
application is deemed acceptable and is promoted to the review phase of the planning process.
Site Plan Review: Appears to be complete for review. The dimensions of the map shall be 24"x36"
Traffic Study: No traffic is required.
Preliminary Drainage: The applicant has submitted a Preliminary Drainage Report. The report
needs to be signed and stamped. This phase of the process is a content review of the submitted
materials, not a technical review. The drainage report should be a standalone document; please
provide copies of the pertinent calculations from the Vista Commercial Report. Please provide a
24"x36" proposed drainage drawing.
Geotechnical Soil Report: A geotechnical soils report has been submitted for review.
Special Flood Hazard Area: This area is not in a special flood hazard area.
Summary: Please provide the full sized drawings and add copies of the calculations from the Vista
Commercial Drainage Report to the appendix of the Preliminary Drainage Report.

On Friday, October 16, 2009 an informal discussion took place at the Greeley Administrative
Offices Conference Room regarding a proposed building addition and lot line adjustment. (The
legal description is Lot 3, Block 2, Vista Commercial Center; Section 8, T2N, R68W of the 6th
P.M.; Situs Address is 1736 Vista View Dr)
Background Information:
The site is permitted under SPR-385 for electronics lab and office space. The applicants are
proposing to build a 6500 square foot addition to the lab.
In addition, the applicants are proposing to move the lot line approximately 48 feet to
accommodate the addition. The landowner owns both of the subject sites. Currently the
adjacent site is vacant.
Public Works
No Traffic Study is required.
A Site Plan will be required upon submittal identifying the parking area as well as a drainage
plan between the two sites. Staff understands that drainage will be handled through the Master
Plan. For further guidance regarding drainage, contact Clay Kimmi at 970-304-6496 ext. 3741.
Because the site is located in a MUD, all curb, gutter, sidewalk and concrete requirements will
apply.
The site is not located in a floodplain.
No Geohazard Permit is required.
Planning Department
The applicants do not intend to have additional employees; however they indicated that there
may be 1 or 2 additional employees. Currently there are 10 employees.

With the proposed addition, the lab will be approximately 14,000 square feet and the office will
remain at 2500 square feet. Staff will determine the number of parking spaces required
according to the square footage of the facility.
The proposed addition is intended to match the architecture and construction of the existing
building. The addition will include a truck dock. The applicants indicated that they will supply a
soils report.
Staff informed the applicants that included with the building permit fee is the Road Impact fee,
Stormwater Drainage fee and Capital Expansion fee. For an estimation, contact the Building
Department at 970-353-6100 ext. 3540.
The applicants will need to apply for an amended Site Plan Review (AmSPR-385). The fee is
$500 plus an additional 30% as the site is located in a mixed use development area.
Staff will need to make a determination if the lot line adjustment is classified as a major or minor
change. If determined to be a major change, the applicants will need to submit an Amended
Final Plat. Staff will follow up with written correspondence.
Staff urged the applicant to contact staff for any questions:
Planner On Call available Monday through Thursday 7:30 a.m. to 4:30 p.m.
Staff explained the SPR process. For the applicant to proceed with the SPR application, the
applicant shall submit 4 packets for a 7 day completeness review. After the 7 day completeness
review the applicant will be informed of what items are still required to make the application
complete. Staff requested that the applicant submit the remaining material in electronic form.
Upon submittal of a completed application it will be sent out for referral for 28 days. A SPR
application does not include any public hearings; the application is reviewed by staff and referral
entities. The applicant will meet with their Planner to discuss the referrals and address as many
of the referrals as possible. Staff will provide the applicant with completed comments within 60
days of submittal of a complete application.

RE: Galt Properties—Phase II Expansion
PUD Final Plat Amendment
We are excited to present to you our proposal to expand the operations on the Galt Properties
parcel in Weld County. The business environment has actually been very good of late,and thus,
the Applicant would like to expand their facility to attract more outside business to Weld
County. We believe this project will allow a good corporate citizen of Weld County the
opportunity to grow its business,continue to provide good,stable jobs,and an ongoing tax
revenue stream to the County.
The Applicant,Gak Properties, requests approval to make several improvements intended to
enhance the performance of existing operations at its facility at 1736 Vista View Drive. The Final
Plat is requested to be amended as follows:
I. Move the westerly property line between the two parcels roughly 46'to the west in
order to accommodate a building addition and revised drive lanes and parking.
2. Adjust any easements along/adjacent to said lot line adjustment as necessary
This informational packet expounds on our plans. Note,the proposal to adjust the property line
between two parcels, both of which are owned by Galt Properties,affords the opportunity to
expand the building on 1736 Vista View Drive and provide better access to that facility by larger
trucks. In addition,the remaining parcel to the west,by being reduced in size, becomes more
attractive,as it is smaller,and thus more economically feasible,for new business looking to move
into the development

DESIGN WORKS
This proposal is undergoing a Site Plan Review process concurrently, but in order to adjust the
property line between the two parcels,we are supplementing that SPR submittal with some
additional information.
This letter is to verify that the proposed expansion to the facility at 1736 Vista View Drive does
not require any change to the current RID zoning. The current user is planning to simply
expand their existing operations. No change of use is planned for the property. The building
expansion is being designed so as to mimic the original architecture. The landscaping for the new
expansion will continue the existing design. The building setbacks, heights, materials, etc.will
closely resemble the existing design. In short,this proposal anticipates no significant changes in
use, density, occupancy,traffic patterns, etc. All existing covenants and deed restrictions
currently en force for the properties will remain so with the lot line adjustment requested.

SUBJECT: AmPF-408, Galt Properties
The Weld County Public Works Department reviewed the proposed lot line adjustment between Lots 3 and 4 of Block 2 of
the Vista Commercial Center Filing 1.
Access to the facility shall be through the internal road system (Vista View Drive). Vista View Drive is located within Vista
Commercial Center. This roadway is paved and maintained by Weld County. The main access point is located at WCR
3.5, and there is a secondary access on to WCR 5. Both access points access State Highway 119.
Easements shall be shown on the final plat in accordance with County standards (Sec.24-7-60) and Utility Board
requirements.
Recommendation: The Weld County Public Works Department recommends approval of the lot line adjustment between
the two parcels.
