As you may recall, Weld County incorporated some of the requests made by the City of Evans with regard to landscaping and a buffer zone between this property and the property immediately to the east (a residentially zoned development known as Tuscany). The conditions required and approved by the County with regard to landscaping are: The applicant should be required to provide a ten-foot wide landscaped bufferyard along the east property. Section 19.47.210.H of the Evans Municipal Code requires RV storage developments to provide such a bufferyard when adjacent to residential land as this property is. The bufferyard should contain one tree and five shrubs per 500 square feet of area, plus groundcover, and should not be allowed be used (sic) for storage of RV's or anything else. The approval Resolution from Weld County specified under Section H that "the applicant shall address the requirements and conditions of the City of Evans...." 1100 37th Street • Evans, Colorado 80620-2036 • (970) 339-5344 • Fax: (970) 330-3472 At this time the representative has requested that the City reconsider the landscaping conditions due to the following reasons: 1) The fence, which was in place prior to approval of the USR, is on the property line. 2) The land immediately to the east is owned by Tuscany LLC and is not available for landscaping. After review and consideration, the City would recommend that the County amend the USR to allow for the following landscaping condition: The applicant shall be required to provide a ten-foot wide landscaped buffer along the east property line, inside the existing fence. At such time as the fence may be moved, it shall be moved to the inside of the ten foot wide buffer zone, so that the landscaping will be on the east side of the fence in the future. Due to the screening nature of the fence, only trees should be required, and no shrubs or groundcover will be required. The trees shall comply with 19.47 of the Evans Municipal Code and include one tree per 500 square feet of area. The trees shall be chosen for screening above the height of the fence.
