Jacqueline, I am in receipt of a letter dated January 27, 2006, submitted by Dennis Drumm, consultant for Ms.
Lowry USR-1525, the following are my comments:
Condition 1G Waste Handling Plan.. A Plan has been submitted, reviewed and is approved by this department.
This condition can be removed.
Condition 1H Dust Abatement Plan.. A Plan has been submitted, reviewed and approved by this department.
This condition can be removed.
Condition 11 Septic System review The septic system has been reviewed by a Professional Engineer and
Environmental Health Services and found to be sufficient for an average of 47 dogs, a residence with 5
bedrooms(two occupants only), one full time worker and 4 part-time workers. This condition has been met
and can be removed.
Condition 1J Manure Management Plan A Plan has been submitted, reviewed and is approved by this
department. This condition has been met and can be removed.
Condition1 K PACFA License A copy of a PACFA License for has been submitted. This condition has been
met**and can be removed. **Please note: This PACFA License will expire February 28, 2006.

Dear Jacqueline:
This letter addresses the conditions of approval itemized in the Commissioners'
resolution approving Deborah Lowry's application for Site Specific Development Plan
and Special Review Permit #1525 for a kennel (80 dogs, including a dog day care) in the
A (Agricultural) Zone District is offered for Department of Planning staff review and
approval.
A. The single plat sheet has been labeled USR-1525 and otherwise revised as required.
Two copies are enclosed for review as requested).
B. The concerns of the Mountain View Fire Protection District have been met as
evidenced by the letter from LuAnn Penfold to you dated 10/28/06.
C. The Sheriff's Office did not specify any requirements to be met.
D. The concerns of the Building Department have been met. Deborah has requested that
the Department send a letter to you confirming this.
E. The zoning application was submitted and fee paid at the outset of this process.
Deborah will apply for the required building permits and pay the building permit fees
tomorrow, the 27`h. At that time Deborah will request that the Building Department
send a letter to you confirming that the building permit issues are resolved.
F. The Lighting Plan is shown on the Site Specific Development Plan.
G. The Waste Handling Plan (see attached letter) has been submitted to the
Environmental Health Services Division of the Weld County Department of Public
Health and Environment.
H. The Dust Abatement Plan (see attached letter) has been submitted to the
Environmental Health Services Division of the Weld County Department of Public
Health and Environment.

I. The septic system review has was previously submitted to, and approved by, the
Environmental Health Services Division of the Weld County Department of Public
Health and Environment.
J. The Manure Management Plan(see attached letter) has been submitted to the
Environmental Health Services Division of the Weld County Department of Public
Health and Environment.
K. Deborah is licensed under PACFA through February 28, 2008 as evidenced by the
copy of the A Lov-in Touch Pet Chalet (her company) license faxed to you 2/25/06.
L. All improvements have been completed.
M. The plat has been amended as required by the resolution and various Weld County
department and district requests. To the best of our knowledge, WCR 5 right-of-way
is 60 feet in width. The off-street parking spaces and access drive have been recently
resurfaced with road base; wheel guards are not necessary as customer parking spaces
are clearly delineated by landscape boulders and employee spaces by a fence; access
to the site has been inspected and approved by the Mountain View Fire Protection
District.
N. Two paper copies of the amended plat accompany this letter.
Following your review of this letter, please notify me at 303-926-5520 that all conditions
have been met to your department's satisfaction. If you have any questions or require
additional information, please call me at that number. We are striving to comply with the
30-day recording requirement, which I interpret to mean recording should occur no later
than February 10, 2006.

Dear Char and Pam:
The conditions of approval itemized in the Commissioners' resolution approving
Deborah Lowry's application for Site Specific Development Plan and Special Review
Permit#1525 for a kennel (80 dogs, including a dog day care) in the A (Agricultural)
Zone District require us to submit three plans to you. Each of the plans is presented for
your review as follows:
Waste Handling Plan: As you are aware, although approved as a kennel, the use of the
property is first as a residence and secondarily as a dog day care facility. The waste
generated at the property is of a residential volume and type, except for the dog manure
addressed in the manure management plan. The property is served by Western Disposal
Services (5880 Butt Mill Road, Boulder, Colorado 80301, Telephone 303-444-2037), on
a weekly basis. If necessary the frequency of waste pick up could be increased; however,
it is doubtful that additional service will be needed since dog day care services have been
provided at the general level approved by the Commissioners for most of the seven year
operating history of the facility. There are no chemicals stored on the site other than
those normally associated with a residence.
Dust Abatement Plan: Because all facilities necessary for the kennel and dog day care
uses have been in place for many years, including the landscaping, no new development
or significant construction will occur and additional landscaping will not be required.
The only dust to be generated will similar to that of an established residential use, except
that cars will enter the property to drop-off and pick-up pets. Those vehicles will be
moving extremely slowly, and the access drive and parking area by the office has been
recently improved with additional road base as requested by the Mountain View Fire
Protection District.
Manure Management Plan: As discussed during the application process, the manure is,
and will continue to be, picked up daily and placed in plastic trash bags for pick-up by
Western Disposal on a weekly basis.
The other issue referenced in the Commissioners' resolution concerned the septic system.
I believe this issue was addressed and resolved prior to the hearing.
