RE: ANNUAL MEETING AND 2011 BUDGET HEARING -SOUTHWESTERN WELD COUNTY
LAW ENFORCEMENT AUTHORITY
A public hearing was conducted on December 15, 2010, at 9:00 a.m., with the following present:
Commissioner Douglas Rademacher, Chair
Commissioner Barbara Kirkmeyer, Pro-Tem
Commissioner Sean P. Conway
Commissioner William F. Garcia
Commissioner David E. Long
Also present:
Acting Clerk to the Board, Esther E. Gesick
County Attorney, Bruce T. Barker
Director of Budget and Management Analysis, Donald D. Warden
The following business was transacted:
I hereby certify that pursuant to a notice dated November 12, 2010, and duly published
November 17, 2010, in the Fort Lupton Press,the Annual Meeting of the Southwestern Weld County
Law Enforcement District Authority Board was conducted, and a public hearing was conducted to
consider the proposed 2011 Budget for the Southwestern Weld County Law Enforcement District
Authority. Donald Warden, Director of Budget and Management Analysis, stated the only order of
business for the Annual Meeting is to approve the minutes from last year's meeting. Commissioner
Kirkmeyer move to approve the minutes from the 2009 Annual Meeting. Commissioner Conway
seconded the motion, which carried unanimously.
Mr.Warden stated the District voters approved a mill levy of 7.0 mills at the time of creation,and the
2011 assessed valuation will raise 10,621.00, and he estimates specific ownership taxes, in the
amount of$335.00, for a total budget of 10,956.00.
No public testimony was offered concerning this matter. In response to Commissioner Kirkmeyer,
Mr. Warden stated this district is part of the Carma development and it is structured such that as
additional development takes place it may be added to this Law Enforcement Authority(LEA). He
further stated, if any portion of the district is annexed, it will be excluded from the LEA District.
Commissioner Conway moved to approve the Resolution to Adopt Budget, in the amount of
$10,956.00. The motion was seconded by Commissioner Long, and it carried unanimously.
Commissioner Kirkmeyer moved to approve the Resolution to Appropriate Sums of Money. The
motion was seconded by Commissioner Conway, and it carried unanimously.

Mr. Warden stated as the districts grow they remain at 7.0 mills but the amount may increase faster
than the TABOR limit because they were de-bruced at the time of creation. Responding to
Commissioner Kirkmeyer, Mr. Warden confirmed that although the Beebe Draw LEA was created
prior to TABOR, it did de-bruce when the Districts were restructured. Commissioner Kirkmeyer
moved to approve the Resolution to Set the Mill Levy at 7.0 mills. The motion was seconded by
Commissioner Garcia, and it carried unanimously.
Commissioner Kirkmeyer moved to approve the Law Enforcement Agreement and authorize the
Chair to sign. The motion was seconded by Commissioner Long, and it carried unanimously.
There being no further discussion, the hearing was completed at 10:00 a.m.
This Certification was approved on the 20th day of December 2010.
