Fourteenth Regular Meeting
The Home Rule Charter Commission of Weld County, Colorado, met in session in full
conformity with the law and by-laws of said Commission at the meeting room of the
Weld County Health Department Building, Greeley, Colorado, on Thursday, February
27, 1975, at the hour of 7:30 P.M.
INVOCATION: Mr. Ralph Waldo, Jr. , member of the Home Rule Charter Commission, opened the
meeting with the invocation.
ROLL CALL: The meeting was called to order by the Chairman, J.'_L. "Bud": Johnson, and
19 of the 21 Commission members were present, constituting a quorum of the members
thereof. Those present were:

Also present was the Legal Counsel for the Home Rule Charter Commission of Weld
County, Colorado, Mr. William West.
MINUTES: The minutes were submitted by mail in rough draft. There was one correction:
County Services Committee: Judge Carpenter met later with the Committee members.
Mr. Weigand made a motion to accept the minutes with the correction noted. Mr.
Brown seconded the motion. Motion carried.
UNFINISHED BUSINESS: Chairman Johnson handed out and read a letter from John L. Haley,
President of Nelson, Haley, Patterson and Quirk, Inc.
Mrs. Betsy Dority, from the League of Women Voter's presented to the Charter
Commission, the Leagues views regarding Finance and Taxation.
Chairman Johnson made available to the Charter Commission, blank Governmental
Structural Charts.

Mr. William West spoke to the Charter Commission regarding the possibilities of
change. A discussion followed.
Chairman Johnson presented a structural proposal to the Committee on County
Governance. A discussion followed.
Dr. Brooks made a motion for the Ombudsman concept to be referred to the Governance
Committee. Mrs. Clark seconded the motion. Motion carried.
GUESTS: MAYOR GEORGE ,HALL - CITY OF GREELEY.
Mayor Hall spoke to the Charter Commission on County Government. A discussion
followed.
MR. EUGENE MCKENNA - DIRECTOR, DEPARTMENT OF SOCIAL SERVICES
Mr. McKenna spoke on the functions of the Social Services Department. He answered
questions from the Charter Commission members.
CONTINUE MEETING: Being 10:00 P.M., Mr. Bain moved that the meeting be continued. Dr.
Brooks seconded the motion. Motion carried.
COMMITTEE REPORTS:
Public Relations - Mrs. Clark - KYOU has requested that a panel be set up for
a meeting to be aired. This panel will explain Home Rule in an open forum.
1. Safety - Dr. Brooks - A meeting is scheduled for Tuesday, March 4, 1975, at
2:00 P.M., in the Commissioners' Meeting Room.
2. Health - Mrs. Clark - A meeting was called for after the regular meeting was
adjourned.
3. Public Utilities - Mr. Weigand - A meeting was held Wednesday, February 26,
1975, at 1:30 P.M.
4. Public Works - Mr. Carlson - A meeting is scheduled for March 3, 1975, at
7:30 P.M. , in the Commissioners' Meeting Room.
5. County Services - Mr. Lesh - Mr, Lesh thanked Barton Buss for the report
that was requested.
6. Finance - Mr. Waldo - Mr. Waldo invited the Charter Commission to his meeting
to be held at the Holiday Inn on Thursday, March 6, at 5:30 P.M. Mr. Herbert
Dunham will speak at this meeting.
7. County Relations - Mr. Martin - A meeting was held on Tuesday, February 25, 1975.
8. County Governance - Mr. Dunbar - A meeting was called for after the regular
meeting was adjourned.
9. Personnel - Mr. White - A meeting will be held Saturday, March 1, at 1:30 P.M. ,
in the County Commissioners' Meeting Room.
Mr. White read a letter he sent to County Employees.

PRELIMINARY REPORT - SOCIAL SERVICES COMMITTEE - Mr. Phil Bowles - Chairman

Mr. Bowles made a motion to have his report accepted as presented, with the right
to make corrections and/or additions as necessary. Mr. Anderson seconded the
motion. Motion carried.
There being no further business at this time, the meeting was adjourned at 10:20
P.M.
