RE: APPROVE AMENDMENT #1 TO AGREEMENT FOR COMMUNITY SERVICES BLOCK
GRANT (CSBG) AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with Amendment#1 to the Agreement for the
Community Services Block Grant (CSBG), utilizing American Recovery and Reinvestment Act
(ARRA) Funding, between the County of Weld, State of Colorado, by and through the Board of
County Commissioners of Weld County, on behalf of the Department of Human Services, and the
Colorado Department of Local Affairs, with further terms and conditions being as stated in said
amendment, and
WHEREAS,after review, the Board deems it advisable to approve said amendment, a copy
of which are attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that Amendment#1 to the Agreement for the Community Services Block Grant
(CSBG), utilizing American Recovery and Reinvestment Act(ARRA) Funding, between the County
of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on
behalf of the Department of Human Services, and the Colorado Department of Local Affairs, be, and
hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said amendment.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 22nd day of September, A.D., 2010.

COLORADO RE: Community Services Block Grant Contract Amendment
Enclosed for Board approval is an Amendment to the Community Services Block Grant
(CSBG)Contract between the Colorado Department of Local Affairs and Weld County. This
Contract Amendment was reviewed at the Board's September 22, 2010, Work Session.
The Contract Amendment affects the CSBG ARRA funds. The Department wishes to add a
new activity to the Contract and provide resources for food donations through the Weld County
Food Bank. CSBG ARRA funds must be incurred by September 30, 2010.

CONTRACT AMENDMENT

Original Contract CMS/CLIN#: Amendmer!{M3 h 3)
1) PARTIES
This Amendment to the above-referenced Original Contract(hereinafter called the Contract) is entered into by
and between WELD COUNTY(hereinafter called "Contractor"), and the STATE OF COLORADO (hereinafter
called the"State")acting by and through the Department of Local Affairs, (hereinafter called "DOLA").
2) EFFECTIVE DATE AND ENFORCEABILITY
This Amendment shall not be effective or enforceable until it is approved and signed by the Colorado State
Controller or designee (hereinafter called the "Effective Date"). The State shall not be liable to pay or
reimburse Contractor for any performance hereunder including, but not limited to, costs or expenses incurred,
or be bound by any provision hereof prior to the Effective Date.
3) FACTUAL RECITALS
Weld County provides services to its residents through collaborative partnerships including childcare and Head
Start centers, the summer youth program, Employment First Program, and emergency services through its
Department of Human Services.
4) CONSIDERATION-COLORADO SPECIAL PROVISIONS
The Parties acknowledge that the mutual promises and covenants contained herein and other good and
valuable consideration are sufficient and adequate to support this Amendment. The Parties agree to replacing
the Colorado Special Provisions with the most recent version (if such have been updated since the Contract
and any modification thereto were effective)as part consideration for this Amendment.
5) LIMITS OF EFFECT
This Amendment is incorporated by reference into the Contract, and the Contract and all prior amendments
thereto, if any, remain in full force and effect except as specifically modified herein.
6) MODIFICATIONS
The Amendment and all prior amendments thereto, if any, are modified as follows:
a. Statement of Project: #1 General Description of the Project:
1.1. Project Description and Eligible Expenses: is modified by deleting the original contract language and
inserting new Contract language as follows:
Weld County will provide services to residents through collaborative partnerships including childcare and
Head Start centers within the county, the summer youth program, Employment First Program, and
emergency services provided through Weld County Department of Human Services.
• Childcare center staff must update their group leader qualification. Approved staff needs to take
classes to qualify for group leader qualification. This grant will cover the costs of college credit classes,
books, fuel to attend classes, lab fees and when necessary remedial classes. Copies of receipts or
invoices for classes, lab fees, books, bus tokens, gas vouchers, or mileage reimbursement for childcare
staff will be provided for reimbursement.
• Head Start centers' teachers and assistance teachers are required to meet new Federal Office of
Head Start requirements by 2011. Courses, mentoring, coaching, etc. is only offered during the day. Head
Start will need to have substitute teachers to fill in for missing staff. This grant will cover the expenses
associated with the needed substitute teachers. Signed timesheets with the amount of time spent on
CSBG ARRA activities and the amount of funds for the time worked will be provided for reimbursement.
• WCDHS will provide emergency services to employed, underemployed or unemployed individuals
who are at or below 200% of poverty. This grant will provide assistance with the following services: minor
car repairs of$500 or less, rental/mortgage assistance for up to two months, utility assistance for up to two
months, car insurance assistance, food boxes, gas vouchers, bus tokens, moving vehicles and gas of up to
$100, clothing, eyeglasses, ESL/GED books, computer learning lab costs, on the job training specific to
employment, physicals, dental assistance, vision assistance, purchase of tools directly related to
employment, fees for classes, tuition for classes, books for classes, computer lab classes and certificate
programs required for employment purpose. Copies of receipts or invoices for the previously listed
services will be provided for reimbursement.
• The Summer Youth Employment Program provides at risk 14 and 15 year olds, the opportunity to
learn work ethic, improve life skills, health care exploration, anger management, abstinence training,

pregnancy prevention, community education resources, conflict resolution training, gang involvement
prevention, money management, and drug and alcohol prevention. Funding for this program will cover the
costs of the salaries and benefits for crew leaders and case managers, educational and life skill fees for
youth and transportation costs to worksites and educational classes. Copies of receipts or invoices for
transportation costs, class fees for students will be provided for reimbursement. Signed timesheets with
the amount of time spent on CSBG ARRA activities and the amount of funds for the time worked will be
provided for reimbursement for the crew leaders and case managers.
The Employment First Program provides services for Food Assistance customers. This grant will
provide support for a half time staff person's salary and benefits, trainings and assessments for clients and
travel costs for staff. Copies of receipts or invoices for travel costs and assessment costs will be provided
for reimbursement. Signed timesheets with the amount of time spent on CSBG ARRA activities and the
amount of funds for the time worked will be provided for reimbursement.
Beginning the Effective Date of this amendment, funds may be used for the following new activities; food
donations to county food banks, food donations to the county's shelters for food to be used at the shelter
and for food baskets to be provided when a family is leaving shelter, food baskets for eligible families who
are working with Human Services or other service agencies who serve otherwise income eligible
households under this grant. These eligible expenses may also include following items: baby formula,
baby food, diapers, and personal hygiene products. All costs will be incurred by September 30, 2010. The
food banks and shelters will ensure that recipients meet all CSBG eligibility requirements outlined in this
grant even if the food and hygiene products are distributed after September 30, 2010. The food banks and
shelter will agree to any County or DOLA requested reviews, including review of client files. Receipts and
invoices for all eligible items will be provided for reimbursement.
7) START DATE
This Amendment shall take effect on its Effective Date.
8) ORDER OF PRECEDENCE
Except for the Special Provisions, in the event of any conflict, inconsistency, variance, or contradiction
between the provisions of this Amendment and any of the provisions of the Contract, the provisions of this
Amendment shall in all respects supersede, govern, and control. The most recent version of the Special
Provisions incorporated into the Contract or any amendment shall always control other provisions in the
Contract or any amendments.
9) AVAILABLE FUNDS
Financial obligations of the state payable after the current fiscal year are contingent upon funds for that
purpose being appropriated, budgeted, or otherwise made available.

behalf and acknowledge that the State is relying on their representations to that effect.

CRS§24-30.202 requires the State Controller to approve all State Contracts. This Contract is not valid until
signed and dated below by the State Controller or delegate. Contractor is not authorized to begin
performance until such time. If Contractor begins performing prior thereto, the State of Colorado is not
obligated to pay Contractor for such performance or for any goods and/or services provided hereunder,
