Engineers le Surveyors MEMORANDUM TO: Mr. Kyle Ostrand Events Director Wild West Corn Maze 6876 WCR 47 Hudson, CO 80642 (Cell)303.870.4876 (p)303.536.4559 (e) kyle@wildwestmazecorn FROM: Ann Bowers, P.E., PTOE DATE: July 26, 2010 RE: Trip Impact Memorandum—Proposed Wild West Corn Maze— Hudson, Colorado Introduction: • This memorandum outlines the Trip Generation and potential transportation impacts for the proposed Wild West Corn Maze in Hudson, Colorado. The site location is shown on the included Vicinity Map. Site Information: The proposed Wild West Corn Maze is located in Hudson, Colorado north of the 1-76 N. Frontage Road, west of WCR 49 and south of WCR 16. Access to the site will be via the 1-76 North Frontage Road, which enters the property from the south. The entrance is located at the southern most point of the property where the frontage road turns north into what has recently been named Oak Street. Emergency Access will be provided via the entrance off of Oak Street on the west side of the property near the Willard residence. The Hudson Fire Protection District and Weld County Ambulance Services approved the proposed emergency access. A site plan is included. The corn maze is proposed to operate from September 30th through October 31s`. It will be open to the general public Thursdays (11:00am to 10:00pm), Fridays (11:00am to 11:00pm), Saturdays (10:00am to 11:00pm), and Sundays (11:00am to 10:00pm). It will be open Tuesdays and Wednesdays by reservation only for school and/or youth groups. The maze will be closed on Mondays. Existing Site Conditions: The roadway network in the vicinity of the site consists primarily of the 1-76 North Frontage Road. This is the roadway that all traffic to and from the corn maze will utilize. The 1-76 North Frontage Road extends in a northeasterly direction from its intersection with State • Highway (SH) 52. 2010-2175 • The Colorado Department of Transportation recently had AM and PM Peak Hour traffic volume data collected at the intersection of SH 52 and the North Frontage Road. This data is included in the Appendix. In order to obtain daily traffic volumes on the North Frontage Road, the PM Peak Hour volumes on the frontage road were multiplied by a factor of twelve. This methodology was approved by Weld County. The PM Peak Hour data indicates that there are approximately 21 southbound vehicles and 50 northbound vehicles for a total of 71 vehicles on the North Frontage Road. Multiplying the 71 vehicles by a factor of 12 equates to 852 vehicles. For purposes of this study, the weekday volume on the North Frontage Road is assumed to be approximately 855 vehicles. Short Term Background Traffic Per Weld County's request, the short-term background traffic was derived by applying the CDOT growth factor for this vicinity. CDOT's website indicates that the 1-76 corridor in this vicinity has a 20-year growth factor of 1.49. No growth factors are cited for frontage roads. This growth factor equates to a two-percent annual increase. When the annual growth rate of two-percent is applied to the existing daily volume of 855 vehicles, the Year 2015 daily traffic volume equates to 944 vehicles. It should be noted that it is unlikely that the 1-76 North Frontage Road will see a two-percent annual increase similar to the 1-76 highway. Therefore, these background numbers are most likely high. Project Trip Generation: • The traffic to be generated as a result of this project has been estimated based upon data provided by the Wild West Corn Maze management group and their experience with these types of events. The management group estimates that over the course of the four 'A weeks that the maze will be open, approximately 20,000 visitors are expected. The average vehicle occupancy for these types of events is estimated to be 2.7 persons/car for approximately 7,407 vehicles or 14,815 vehicle trips. The highest attendance week is expected to be the week of October 25th, with Saturday, October 30`" (the Saturday before Halloween) the highest attendance day. It is estimated that approximately 60-percent of the weekly traffic will occur on Saturday and the majority (70%) will attend between the hours of 7:00pm and 11:00pm. The number of employees is dependent on the attendance, but a maximum of 50 employees is expected. The Trip Generation Summary table shown below outlines the projected vehicle trips for three different days: 1) a Non-Peak weekday, 2) a Peak Weekday, and 3) the highest anticipated attendance day— Saturday, October 30th . • .^a `iu�ct. Trip Distribution For purposes of this study, it is assumed that all of the traffic visiting the site will do so via the SH 52/1-76 North Frontage Road route. Based on the existing trip distribution at the intersection of SH 52 and the 1-76 North Frontage Road, approximately 10-percent will access the frontage road from the east, approximately 5-percent from the south, and the remaining 85-percent from the west. Year 2010 Total Traffic When the projected Wild West Corn Maze traffic is added to the existing weekday traffic on • the 1-76 North Frontage Road (855 vehicles), the total weekday traffic equates to 1,201 on a Non-Peak weekday and approximately 1,325 on the Peak Weekday (Friday, October .29th) Year 2015 Total Traffic When the projected Wild West Corn Maze traffic is added to the Year 2015 Background traffic on the 1-76 North Frontage Road (944 vehicles), the total weekday traffic equates to 1,290 on a Non-Peak weekday and approximately 1,414 on the Peak Weekday (the Friday before Halloween). It should be noted that approximately 60-percent of the site-generated traffic on the Peak Friday is expected between the hours of 7:00pm and 11:00pm. Therefore, the majority of site traffic will travel on the 1-76 North Frontage Road during the roadway's off-peak periods. Volumes on a Saturday were not calculated as the Saturday volumes on the North Frontage Road are not known. The volumes are most likely less than the weekday volumes. Traffic Impacts Typically, a two-lane, paved, rural roadway without shoulders can accommodate between 3,500 and 5,000 vehicles per day. The projected Year 2010 and Year 2015 Total Traffic volumes are far below the threshold for a two-lane, rural roadway. • • Conclusions and Recommendations: While the proposed Wild West Corn Maze is projected to add traffic to the 1-76 North Frontage Road, the addition can be accommodated by the roadway. As is typical of these entertainment land uses, the majority of traffic to/from the site is expected to occur during the off-peak hours and not during the peak travel times on the adjacent roadways. For the Wild West Corn Maze, the peak attendance times are Friday evenings from 7:00pm to 11:00pm and on Saturdays. Traffic congestion and/or safety problems are not anticipated on the 1-76 North Frontage Road in the vicinity of SH 52. If congestion occurs, it is anticipated that it would occur at the entrance/exit to the parking area for the corn maze. It is recommended, therefore, that during the high peak attendance periods, the traffic entering and exiting the parking area should be directed by personnel to maintain traffic flow and eliminate any erratic travel patterns or parking outside of designated areas.
