The Weld County Council met in regular session in full conformity with the Wel -bounty
Home Rule Charter, Monday, November 15, 2010, 6:30 p.m. at the Weld ICoynty. ! v
Centennial Center, 915 10th Street, Greeley, CO. -L 2
ROLL CALL: The meeting was called to order by President Perry Buck. YicePresident
Don Mueller, Councilmen Charles Tucker and John Kivimaki were present, constituting a
quorum of the members. Councilwoman Buczek was excused. Also present was Trevor
Jiricek and Karla Ford, Council Secretary.
APPROVAL OF AGENDA: Councilman Mueller made a motion to approve the
November 15, 2010 agenda. The motion was seconded by Councilman Kivimaki and
carried.
APPROVAL OF MINUTES: Councilman Kivimaki made a motion to approve the
October 18, 2010 minutes. The motion was seconded by Councilman Tucker and
carried.
APPROVAL OF REPORT TO THE PEOPLE: Councilman Mueller made a motion to
approve the 2010 3`d quarter Report to the People. The motion was seconded by
Councilman Kivimaki and carried.
PUBLIC COMMENT: There was no public comment.
REVIEW PROGRAM:
Trevor Jiricek, Director of Planning and Environmental Health Services, distributed
information regarding the combination of the Planning and Environmental Health
departments and an organizational chart. One year ago, the Board of County
Commissioners combined the two departments which created approximately $100,000
savings per year. The two departments have generally had the same clients for septic
and land use and the transition went well.
Mr. Jiricek discussed the number of planning cases, which has been on a steady decline,
planning land use cases by type, number of lots created in approved subdivisions,
building permit and inspection numbers, and average number of inspections per day per
inspector. There are currently four inspectors and they are very efficient with the number
of inspections per day.
The department is having many oil and gas related developments such as wells permitted
up in north Weld and a large amount of wells near Wattenberg. There have been some
large building projects such as BP Wind Farm and DCP Midstream Lucerne Gas Plant.
In response to Councilman Kivimaki, Mr. Jiricek stated that the Dry Creek PUD will have
another hearing in January 2011. The Pioneer development has not moved forward at
this time.
The Rural Task Force met and the Board of County Commissioners made some changes
to the code as a result of recommendations. There will be more latitude for people to

have home businesses (Class I and II Home Occupation zoning permits). There was also
a change with the zoning permits for a second home on a family property.
Possible upcoming issues for the department include Leprino Foods, uranium mining, 6-7
new gravel pits and an energy workshop (January 13). Speakers from different areas of
energy (oil & gas, wind and solar) will be participating.
The council thanked Mr. Jiricek for the information presented.
NEW BUSINESS:
Notebook Update
The secretary distributed an update to Section H for the Council's notebook.
Coordinator Reports
Councilman Mueller attended the budget meeting and it was approved. Councilman
Tucker attended as well.
Upcoming Meetings
The council was invited to the Weld County Annual Employee Recognition meeting on
December 8th and the Elected Officials Meeting on December 20th.
Payment of Bills
Councilman Kivimaki made a motion for the bills to be paid as listed below:
Mileage for Councilwoman Perry Buck $ 21.12
Mileage for Councilman John Kivimaki $ 86.40
Mileage for Councilman Charles Tucker $ 56.16
The motion was seconded by Councilman Tucker and passed.
