As you know from my letter, we are proceeding with the building permit for the construction trailer and are looking at the vault for sanitary sewer. In reference to the extra sign on the property, I believe that there is a simple solution. We would really prefer to not have to go through the Board of Adjustments process in relation to the extra sign. The major intent by Recycled Material Company is to have a directional sign on the property rather than a joint identification sign on County Road 11 where the Varra Companies, Inc. North Metro Distribution Center Monument sign is located. Would it be possible to have a sign on the property next to the access road approximately 300 feet from the entrance off of County Road 11. This will help to direct delivery trucks to the Recycled Materials sub-leased area to the north and east of the primary entrance from County Road 11. The distance from the entrance to the Recycled Materials Company operations is about 2000 lineal feet. This directional sign would assist in acquainting and directing operators of delivery trucks not familiar with the site to the appropriate location. The directional sign would be similar to directional arrows, parking notification signs, specific operational area signs, warning signs, etc. but would have the name of the sub-tenant on the sign to identify the company sub-leasing the facility for their operations (Recycled Materials Company). Please think about this solution and share it with other Weld County staff as a possible simple solution to the sign issue so that we can discuss it later in the week. As you are aware Recycled Materials Company is leasing an approximately 20-acre parcel of the Varra facility for a period of five years. Recycled Materials Company is interested in pursuing the appropriate permits and approvals as soon as possible in order to continue to conduct their operations as initiated. These operations entail the recycling of various materials at the facility, as presently permitted by USR-1341. The items we discussed during our meeting include the following: • The necessity to obtain a building permit for the construction trailer, which is to be located upon the leased property. It is understood that this permit will only be granted after the Weld County Department of Public Health and Environment has signed off on the necessary permits for the sanitary facilities. • The provision of appropriate sanitary facilities, most probably a vault system, will be required to assure adequate and appropriate provision for human waste disposal. • The signs allowed on the subject property by the Weld County Sign Code limit the square footage of identification signs and if additional sign area is desired a process will be required to amend the requirements for the overall Varra facility. Staff has determined that the use is compatible with the overall USR-1341 application but you will need to complete the following. 1. The sign at the entrance — it appears as though it doesn't meet Weld County Code. The sign will either need to come down or you will need to apply for a Board of Adjustment for a variance from the sign code (to many signs on site). 2. It should be noted that the Building Inspection Department will require revisions to the parking plan upon review of the building permit for the proposed office (the handicapped parkin,•^y spaces need to be in close proximity to and accessible tc the office). in regards to the remaining conditions of approval: * I have received confirmation from the Department of Public Health and Environment that their conditions have been addressed. ' The building permit for the already constructed facility- I have spoken with Dennis Renley cf the Building Inspection Department and the zoning hold has been released on this permit I apologize, there must have been a misunderstanding between the Planning Department and the Building Inspection Department on this issue. I wanted confirmation from the Building Inspection Department that the existing facility was safe as a condition prior to recording the plat not prior to the release of the building permit. As soon as I get confirmation from the Building Inspection Department that this structure is safe, this condition will be taken care of. • The only other remaining issue is the agreement with the City of Northgienn for the use Weld County Road 11 between Weld County Road 2 and 4. Dear Chris: As stated in my correspondence of 10 April, during your last meeting with Chris Varra, it was understood that operations would avoid the Northglenn route and traverse North and disperse according to the approved Traffic Report. This is a temporary consideration until such a day that the Gty of Northglenn stops sitting on their hands. They have had considerable time to comment in this regard and have made no effort to our knowledge. Until Northglenn decides to act like a public agency, we have no choice but to go North, as dearly stated to the Weld County Commissioners by Chris Varra, as reflected in the attached transcripts from that meeting. The route is not a modification and dearly an option fully expressed before the fact, within the dialogue before the County Commissioners, and within the domain of the original Traffic Study by Carter Burgess. When the disposition of the Southern Route is cleared by the Trolls of Northglenn, we will go there, too; in conformance with all of the afore-mentioned. We are providing Drew Scheltinga of the Weld County Department of Public Works copies of the transcript and this correspondence for verification.
