COLORADO SUBJECT: USR-1613, Warren & Deborah Smith (Gutter Business)
At your request, the Weld County Public Works Department met with the applicant on site to
verify the additional items covered in our October 15, 2007, site visit.
The following items that were outstanding and that are now complete are as follows:
• Additional screening of the existing chain link fence
• Additional chain link fence screening on the west side
• All wheel guards identified on the parking diagram have been installed
• Extension of the existing concrete slab and the plaques have been installed to
accommodate ADA parking
In review, the conditions and development standards that need to be addressed are:
1-A-4: WCR 7 and 12 are classified as arterial roads. Show future right-of-way on the plat
drawing.
1-A-5: The north access at the intersection shall be closed and a new access shall be relocated
south. Both of these items need to be shown on the plat drawing.
1-A-6: Verification of an adequate sight distance triangle at all access points has been verified.
1-A-7: Off-street parking places have been surfaced with all-weather material. Each parking
space has been equipped with a wheel guard or a curb stop.
1-A-9: The number of off-street parking places has been verified. Two additional ADA spaces
with plaques have been installed.
1-B: Improvements Agreement. The applicant has completed the improvements referred to on
the October 15, 2007, memo and no collateral was posted.
1-F: Items listed on the May 15, 2007, memo are reflected in this updated memo and our
comments associated with the USR proposal.
All other non-transportation items shall be verified by Planning Services or the Health
Department prior to recording the plat.

Hope you had a great Christmas! I spoke with Dan Vela today concerning this USR. He called to discuss
Conditions of Approval#1.D. and #1.E. These are the only COA having to do with our agency. He also faxed me
a waste handling plan (was contained in the 3rd paragraphed of a November 12, 2007, letter to you) and a draft of
an engineers evaluation of their septic system. The waste handling plan (#1.D.) is adequate as submitted. The
evaluation of the septic system (#1.E.)was adequate except that it needed to be stamped by the engineer. He
indicated that he could have that into us by the end of the week or next week some time....lf you have any
questions, please call me. Hope all is well!

This will address all conditions on special review permit#1613 for Warren D. Smith
and Deborah A. Smith.
In response to the Weld County Paramedic Service we are inspected annually by Mt.
View Fire District. As part of the Mt. View's inspection they have said that we have
adequate access for emergency vehicles both fire trucks and ambulances.
Our recycling and waste-handling plan is minimal. For our trash generated by both
the family residence and the business amount to a six-yard container picked up weekly.
We have had Waste Connections Inc, 5500 Franklin St. Denver, Co 80216-Dist 5311
303-28-2100, collect trash at our site for over a decade. The only other waste that would
be generated is the scrap metal that is held in 20-yard roll-off recycle bins. Rocky
Mountain Recycle collects this weekly, which is located at 4431 E 64`h Ave, Denver, Co
80022. There phone number is 303-288-6867. We do not store nor dispose of any
chemicals or hazardous waste here.
I believe that we have addressed all concerns from Don Carroll from public works.
Just in case I will answer them again anyways. We have moved our access from the
junction at CR 12 and CR 7 approximately two hundred feet south on CR 7. All parking
and easements concerns have been addressed.
We appreciate The Town of Fredericks response to try to get us to move to the Glacier
Business Park located in the Town of Frederick's planning area. We also appreciate the
Town of Frederick giving us their interpretation of the Weld County Zoning Code and the
Weld County Comprehensive Plan and their general concern for our neighbor's welfare.
We are in compliance with the Weld County Department of Building Inspection. All
buildings are permitted correctly.
