HomeMy WebLinkAbout20100874.tiff RESOLUTION RE: APPROVE YEAR FIVE CONTINUATION APPLICATION FOR BUILDING HEALTHY MARRIAGES PROGRAM DEMONSTRATION GRANT AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS,the Board has been presented with the Year Five Continuation Application for the Building Healthy Marriages Program Demonstration Grant from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, to the United States Department of Health and Human Services, commencing September 30, 2006, and ending September 29, 2011, with further terms and conditions being as stated in said continuation application, and WHEREAS, after review, the Board deems it advisable to approve said continuation application, a copy of which is attached hereto and incorporated herein by reference. The Office of Family Assistance has elected to utilize a new application submission process through GrantSolutions. Enclosed are the documents that have been entered into this system and are awaiting approval for submission. In summary,the program intends to continue the program as it has evolved while developing an action plan to implement a "legacy" program (continuing the program in some form after the grant funding). Weld County Department of Human Services administers child welfare, assistance payments, child support, and prevention programs as part of Weld County government. The Building Healthy Marriages (BHM) program has three components in which it delivers relationships skills and other services to the residents of Weld County. The first is called "Building Healthy Relationships"where eight hour relationship education seminars are conducted for young adults, single adults, and couples at every point of their relationships and utilize several different curriculums depending upon the audience. These curriculums include: PREP, Within Our Reach, Marriage Garden, Within My Reach, and LoveNotes. For couples who are in need of further help to deal with current issues in their relationship, BHM offers "Next Step Coaching"in which a mentor couple will assist the couple in need with identifying their strengths and coaching them through tough conversations with each other. Next Step Coaching will also work with engaged couples to assist them in starting their marriage off on the right foot. Finally, unmarried, expectant couples can receive assistance in obtaining support for their new family through the "Building a Family"program. A Family Liaison will assist these couples in identifying their physical as well as their emotional needs and finding those resources that meet their needs. The program is supported through the work of the four main partners,Weld County Department of Human Services(WCDHS), United Way of Weld County (UWWC),the Community Mediation Project (CMP), and the University of Northern Colorado (UNC). The WCDHS was awarded the grant and employs six employees to perform the program support and administration/management of the program. • Program Manager:Ann Bruce Duties/Responsibilities: Develop and plan the delivery of BHM program and its activities in accordance with the mission and goals of the organization. Develop good working relationships and collaborative arrangements with the lead agencies and its constituents to help achieve the BHM goals. Ensure that program activities operate within the policies and procedures of the organization. • Family Support Coordinator: Mary Jo Vasquez Duties/Responsibilities:Trains, supervises and evaluates the performance of the Community/Family Liaison and Intake/Assessment staff. Develops relationships with referral organizations and manages operations to meet the needs of the program. She reviews case files, intake files and completes referral and enrollment reports. • FamiFy Liaisons:Nichole Fenster, Kim Ketchum, Candi De La Cruz,and Rebecca Tapia Duties/Responsibilities: Conducts intakes and assessment on potential participants in the BHM program. They assist with recruitment and awareness raising community events. Initiates file maintenance on new participants. Provides support to program, identifying strengths and needs, providing information and referral, assisting in practice of strategies learned, identifying Wage and eliminating barriers to participation, co-facilitating workshops. Each Liaison is assigned a part of the program and will work primarily with the participants of that program component. The fourth liaison backs up the first three liaisons and also conducts outreach to those community and faith-based organizations, facilitating and nurturing those relationships. United Way of Weld County is responsible for the public marketing campaign to help brand BHM and spread the message as to the benefits of healthy marriages and relationships (Allowable Activity Area #1). Beginning in year four and continuing into year five, UW will enhance their current marketing plan to include an informational campaign on the benefits of healthy relationships via radio and television spots and newspaper editorials. They have dedicated 1.25 FTE personnel to handle this responsibility. • Marriage Project Coordinator: Beth Kwast Duties/Responsibilities: Work with Department of Human Services and United Way of Weld County to assist in coordinating support services to clients participating in the Building Healthy Marriage Project of Weld County.The Marriage Project Coordinator also provides assistance with developing and distributing marketing materials as well as collaborating with project partners to facilitate Building Healthy Marriage special events and outreach activities. • Resource Investment Director:Susan Van Deren Duties/Responsibilities: responsible for supervising the Marriage Project Coordinator and working collaboratively with all of the project partners to oversee the overall program components. This entails attending various Building Healthy Marriage meetings and events as well working with the Marriage Project Coordinator to develop and review budgets, and review materials and event plans. Community Mediation Project manages the educational aspect of the project. They are responsible for recruiting and employing educators and coaches, certifying sufficient number of educators, maintaining curriculum and ensuring its relevance, and coordinating the classes/seminars. CMP has been a leader in collaborative efforts of Weld County by coming along side of numerous other faith-based and community agencies. For example,they worked with the probation and diversion program to set up a system of redeeming community service hours for time spent in the seminars. We have served over 27 juvenile offenders with this program. CMP with the help of Tower21, a community youth program has developed a program where a LoveNotes seminar is given simultaneously with a Within My Reach seminar so that families can access the information in settings that are conducive to their age. The families are brought back during meal times so they may discuss and practice the skills and information that they have learned.This has become one of our most popular formats. They do this, and more,for both our Englishupeaking and our Spanish speaking participants.-CMPdedicaeLone full time employee, two parttime employees, and one volunteer to this project. • Marriage Education Manager: Craig Conrad Duties/Responsibilities: Oversees the Healthy Marriage Educational program. Recruits,trains, qualify, employs, evaluates and supervises contracted BHM staff, marriage educators, coaches and vendors. Stays informed of current marriage education research and training, maintains marriage education and training Wage credentials. Oversees information management, establishes and maintains the database to track educators, coaches, mentors and program participants. Establishes the CMP BHM budget, expenditures and provides financial reports. Plans, strategizes, coordinates and attends all required meetings with partner agencies. He ensures the updating of and compliance with BHM policies, procedures and protocols. Responsible for building the faith-based Healthy Marriage Educational Partnership, representing BHM to diverse groups and agencies, and recruiting participant couples throughout Weld County. Serves as a volunteer educator and coach as needed. • Hispanic Marriage Education Manager: Juvenal Cervantes Duties/Responsibilities: Recruits, trains,qualifies, employs, evaluates and supervises contracted Hispanic BHM staff, marriage educators, and coaches. Stays informed of current marriage education research and training, maintains marriage education and training credentials. Coordinates and attends all required meetings with partner agencies. Responsible for building the faith-based Healthy Marriage Educational Partnership, representing BHM to diverse groups and agencies, and recruiting participant couples in the Hispanic community throughout Weld County. Serves as a volunteer educator and coach as needed. He facilitates all monolingual Spanish speaking seminars, workshops and events. • Marriage Education Coordinator: Alison Conrad Duties/Responsibilities: Schedules and coordinates all marriage education, coaching and training events, establishes and maintains the infrastructure for effective marriage education programs throughout Weld County. Responsible for office operations; answers phones, greets the public, orders supplies, makes copies, manages office equipment, mailings, manages vendor relationships.She maintains the files of all the marriage education and training credentials. Coordinates and attends all required meetings with partner agencies. Serves as volunteer educator and coach as needed. • Youth Relationship Education Coordinator:Todd Welch Duties/Responsibilities: Maintains relevant relationship curriculum to target the youth. Schedules, teaches and coordinates relationship seminars for the youth. Works with probation and diversion to coordinate community service hours served. Serves as an educator for our adult relationship seminars and serves as a consultant in the recruiting, marketing and educational components for the youth culture. Finally there is the University of Northern Colorado who is responsible for the evaluation of the program. They have-rundarbextensive quantitative look at our prograrnjasi_ngthe _ tri a Satisfaction Survey as the pre--and_posttest and Knowledge and Satisfaction-Survey_rrnini-kisses=)to determine the impact of the program. The results are submitted in a bi-annual report that high lights the strengths as well as the weaknesses of the program. Furthermore, our Evaluation Team has been invited to present their findings at the International Psychological Association conference 2009,the Rocky Mountain American Psychological Association conference 2010 and the American Psychological Association 2010. This year,the Evaluation team hasswitched the research focus to be qualitative and has started to 3IPage conduct interviews of past participants to get the story behind the numbers.Their staff includes a lead researcher, a research associate and several graduate assistants. The following individuals are the lead researcher and the research associates: • Lead Researcher: Dr. Mary Sean O'Halloran Duties/Responsibilities—Oversees the research construct and data collection. Employs, evaluates and supervises the Research Associate and Graduate Assistants. Sean ensures proper and relevant research methodology and appropriate IRB approval. • Research Associate: Dr.Sonja Letzen Duties/Responsibilities—Assists the Lead Researcher in the oversight of the research construct and data collection. Serves as a liaison between the partners and the evaluation team. Oversight and Management of Program Activities Oversight of program activities begins with the Authorizing Official who for the purpose of this program is the Chair to the Board of County Commissioners(BOCC). This ensures that all reports and contracts are reviewed and approved by the board of Commissioners. The direct oversight of the program is the responsibility of the Program Manager(PM), Ann Bruce. The primary role of the PM is to act as the liaison between the BOCC and the Federal Officials for this grant. With the assistance of the Partners, she ensures that all programmatic changes and budgets receive Federal approval. She maintains the MOUs with United Way, Community Mediation Project, the University of Northern Colorado, and 3t Data Management System. Each of the Partners is responsible for the direct oversight of their staff. For WCDHS the Family Support Coordinator, Mary Jo Vasquez, is responsible for addressing staffing issues with the Community Liaisons as well as maintaining the Program Policy and Procedure Handbook. Susan Van Deren serves as the supervisor of the Marriage Coordinator, Beth Kwast for United Way. Finally, CMP administrative duties fall to Craig Conrad who recruits employs and supervises all of the program educators. Partners meet as a group on the first and third Tuesday of each month to report any updates that are going on in their area. They also meet semi-annually in a retreat to address bigger issues such as team building, recruiting, and strategic planning of the legacy program (the program after the grant is done). In addition to this a partner may meet as often as bi-monthly one-on-one with the PM to address any current or urgent issues. All decisions are supported with documentation from the grant description and the approval of the Federal Project Officer. They complete a Marriage Satisfaction Inventory that will indicate the couples' relationship strengths and weaknesses and assigned a mentoring couple who will coach them with communication skills to deal with those weaknesses and any other issues they may be facing. Curricula "PREPARE/ENRICH" Relationship Assessment The PREPARE/ENRICH curriculum-w e'riginallydeveloped in the late 19703-to assist codpies se kitr— premarital couple enrichmenttOlsoii eOlson-Sigg, 1999).The original curriculum was-intended-to-- facilitate a discussion between partners regarding relevant issues for married couples,such as conflict resolution, finances, communication, and goals of the couple and family. PREPARE/ENRICH begins with the couple taking an assessment instrument to identify areas of weakness and strength (www.prepare- enrich.com). Following the assessment the couple meets with a counselor for four to eight feedback sessions to discuss their areas of potential-grQwththeir strengths as individuals and as acou+mlw- 12 ( Page (http://www.prepare-enrich.com). Since its creation the PREPARE/ENRICH curriculum has been revised three times (1982, 1986, and 1996).The current "Version 2000" has demonstrated strong reliability, with internal reliability coefficients for the scales of the instruments ranging from .73 to .90 (Olson & Olson-Sigg, 1999, Bowling et al., 2005).The PREPARE/ENRICH curriculum has demonstrated predictive validity in accurately forecasting couples who would be satisfied with their marriage 3 years after initiation of the program (Larsen &Olson, 1989). Discriminate validity has also been established by the curriculum. A study by Fowers and Olson (1989) demonstrated that PREPARE/ENRICH accurately discriminates between happily and unhappily married couples. There are six goals in the PREPARE/ENRICH Program: 1. "To explore Relationship Strengths and Growth Areas 2. To learn Assertiveness and Active Listening Skills 3. To learn how to resolve conflict using the Ten Step Model 4. To help the couple discuss their Family-of-Origin 5. To help the couple with financial planning and budgeting 6. To focus on personal,couple and family goals" 7. Prevention and Relationship Enhancement Program (PREP) "Prevention and Relationship Enhancement Program"(PREP) The Prevention and Relationship Enhancement Program (PREP) is an educational program designed to help couples develop strong and rewarding marriages. PREP teaches couples effective communication skills, how to solve problems as a team, and deal with conflict. It also aims to enhance the commitment of the couple (Bowling et al., 2005). PREP can be presented, with a facilitator, in a group setting or with one couple at a time (Renick, Blumberg, Markman, 1992). "Within My Reach"(WMR) The Within My Reach program was created by Stanley, Pearson & Kline(2005) and is based on the PREP marriage education program. WMR is a relationship skills and decision making program. It is specifically designed for low-income individuals who are attending marriage education without a partner(Pearson, Stanley, & Kline, 2005). Central to the curriculum is the idea that the decisions an individual makes in their love life will affect many other areas of life, particularly career and child bearing and raising. The primary theme of the Within My Reach curriculum is safety in relationships (Pearson et al., 2005). The curriculum defines a healthy marriage as involving a high degree of safety. WMR includes the following goals: • Enhance and stabilize current partner relationships • Help people in damaging relationships to leave safely • Help people to choose future partners wisely Many of the skills taught can benefit an individual in work, social situations,and with their children and family. The curriculum takes a number of characteristics of low-income populations into account, and 13I Page _. uses an interactive, experiential curriculum (Pearson et al., 2005). "Within Our Reach"(WOR) Within Our Reach is a marriage education curriculum designed for low-income couples. The creators (Stanley, Markman,Jenkins, Ramos, Noll & Rhoades, 2006)of the PREP marriage education curriculum designed this program. However,there are a number of distinct changes from the original PREP curriculum. The Within Our Reach curriculum was developed based upon research involving economically disadvantaged families. This research has guided the curriculum to include a different range of themes and concepts, to emphasize the needs of this community, and to revise the teaching style in the curriculum. The curriculum focuses on the strengths of the couple and the barriers that keep them from their aspirations. Also, participants are charged with choosing the content and major themes of the session. The goal of the program is to facilitate a "sense of curriculum being tuned to their issues" (PREPInc, 2009, p. 2). The curriculum includes global themes,which are taught in every session, and specific themes that are covered when applicable, such as racism, depression, or joblessness (PREPInc, 2009). Emphasis is placed on the personal behavior of the individual and their responsibility for the way in which they think,act, and respond (PREPInc, 2009). The presentation of the material and the teaching style changed from the original PREP curriculum. Within Our Reach presents smaller amounts of material with more couple and group activities between lessons (PREPInc, 2009). This revision provides the curriculum with more energy and makes the sessions more interesting for participants. The training has been expanded and there is more in-session time for practice and exercises of skills (PREPInc, 2009). The curriculum is based on the "Safety theory"which includes the following subtopics: • Physical Safety(freedom from harm and physical aggression or psych abuse) • Emotional Safety and Support Connected Support Conflict under control Safe to talk • Commitment safety and security A future An 'us' • Contextual Safety :- Crime Health Economic Racism Cultural factors (PREPInc, 2009, p.4). 14IPage "Marriage Garden"Marriage Education This educational program was created at the University of Arkansas. The Marriage Garden is based on the metaphor of partners in marriage learning the necessary tools, wisdom, and spirit to work in harmony to cultivate a healthy marriage,as two people would come together to cultivate a healthy garden (University of Arkansas Cooperative Extension Service, 2006a).The curriculum includes six lessons covering the following topics: • Commit: Make and honor promises • Grow: Expand your strengths • Nurture: Do the work of loving • Understand: Cultivate compassion for your partner • Solve:Turn differences into blessings • Serve:Give back to your community The Marriage Garden curriculum can be used with individuals, couples, in groups, or as a part of marriage mentoring program (University of Arkansas Cooperative Extension Service, 2006a). "Love Notes"Student/Teen Relationship Education Seminars The Love Notes: Making Relationships Work curriculum is a relationship education program developed to target at risk youth including those who are currently pregnant or a parent. The program targets strengths and goals and teaches participants new strategies for decision making about life choices such as engaging in sexual behavior and having children. Marline Pearson developed the Love Notes curriculum based on the Love U2: Relationship Smarts PLUS and the Within My Reach relationship education programs. The primary difference between the Love U2 curriculum and Love Notes is the attention paid to sexual choices, pregnancy, and parenting in the Love Notes curriculum. The Love Notes curriculum focuses on six topics, which include: • "Self-knowledge and personal aspirations • Developing, assessing, and maintaining healthy relationships • Recognizing unhealthy relationships and responding to dangerous relationships • Effective communication and conflict management • Intimacy, sexual values, pacing and planning • How parental relationships affect children and the compelling reasons to avoid unplanned pregnancy" (Pearson, 2010, paragraph 4). Evaluation METHODS: Instruments Marital Satisfaction Inventory, Revised (MSI-R). The'MSI-R was chosen as the evaluation instrument for measuring marital satisfaction.The primary reason for choosin kris instrument is that it is widely used _ „ 15IPage in research, has very good psychometric properties, has been translated into Spanish, and has been normed on different ethnic groups. The MSI-R is one of the more current marital satisfaction assessments, having been originally developed in 1985 and revised in the mid-1990's. Several other Building Healthy Marriage projects in the United States are also using this inventory. In addition,the MSI-R is written at the reading level appropriate for the sample under consideration (6-7`h grade reading level is suggested), and has important sub scales, many of which are of particular interest for this grant (i.e. Global Distress, Disagreements about Finances, and sub scales addressing areas of conflict or potential conflict, including Problem-Solving Communication,Aggression, and Conflict over childrearing). The MSI-R consists of 150 questions. With the exception of the Role Orientation Sub scale, all scales are scored in the direction of dissatisfaction, indicating that high scores reflect high scores of dissatisfaction for a specific area within the relationship (Snyder, 1997). • Affective • Family History of • Conflict Over Communication Distress Childrearing • Role Orientation • Time Together • Dissatisfaction Over Sex • Problem-Solving • Dissatisfaction With • Global Distress Communication Children • Aggression • Disagreements About Finances Global Distress:Global Distress is the best overall measure of marital satisfaction. It also gauges negative expectancies regarding the relationship's future and consideration of divorce. Affective Communication:Affective Communication evaluates dissatisfaction with the amount of affection and understanding expressed by the other partner. Problem Solving Communication:The Problem Solving Communication Scale is a measure of overt discord in the relationship. Aggression:The Aggression Scale assesses intimidation and physical aggression experienced by the partner._ Time Together:The Time Together scale evaluates their companionship as expressed in shared leisure time. Financial Disagreement:The Financial Disagreement Scale evaluates the_extent to which the respondent »_- partner experiences discord in the relationship over finances. Sexual Dissatisfaction: Sexual Dissatisfaction measures general dissatisfaction with the sexual relationship and inadequate affection during couples' interactions. Role Orientation:The Role Orientation Scale evaluates the extent to which a partner identifies with traditional versus nontraditional attitudes regarding marital_and parentaa gender roles. 16IPage Family of Origin History:This scale measures the respondent's perception of the dysfunction of relationships in the partner's family of origin. Dissatisfaction with Children: This scale assesses the quality of the relationship between respondents and their children, as well as parental concern regarding the emotional and behavioral well-being of one or more of the children. Conflict over Raising Children:This scale evaluates the extent of conflict between partners regarding their approaches to raising children. Knowledge and Satisfaction Surveys(KSS) (see Appendix A) Knowledge and Satisfaction Survey(full KSS):This instrument was developed by the BHM Evaluation Team from the University of Northern Colorado (UNC)and assesses the satisfaction with each of the program events(Marriage Seminar, Enrichment Weekend, Marriage Booster, Marriage Mentoring, Conflict Resolution Coaching, Financial Management coaching, Premarital/Relationship Inventories, Employment Support Training), the family advocates and rates the overall satisfaction with the BHM program. In addition, participants are asked to indicate how much knowledge they gained in the areas of conflict resolution and financial management. Knowledge and Satisfaction Survey—Next Step Coaching (KSS-NSC):This instrument was developed by the UNC evaluation team to assess the satisfaction with the Next Step Coaching Program. Participants are asked to indicate how satisfied they were with the Prepare/Enrich curriculum, Family Liaison,the overall program and how much knowledge they gained. Mini Knowledge and Satisfaction Surveys(Mini KSS)for five programs 1PREP,Within My Reach,..Winning the Workplace Challenge,Within Our Reach,and Relationship Inventories [Prepare/Enrich]).These instruments were developed by UNC and assesses the satisfaction with these particular events, measures the satisfaction with the instructor,assesses the knowledge gained from the PREP program and asks some basic demographic questions. Mini Knowledge and Satisfaction Survey for Marriage Garden Workshop:This instrument was developed partly by UNC and partly by the University of Arkansas Cooperative Extension Service(2006b) and assesses the satisfaction with the Marriage Garden Curriculum and instructor; it assesses the knowledge gained from the program and asks some basic demographic questions. Permission was granted from the University of Arkansas to use section A-D on the Marriage Garden mini KSS. Evaluation of Current Program (Year 3 &Year 4): Relationship Seminars Pre-tests:=No — _ _- - Post-test Evaluation 8 hours PREP, WOR, WMR, Winning the Workplace Challenge: Mini KSS (Mini Knowledge &Satisfaction Survey), which also include several demographic questions, no MSI-R.The administration time is approximately five minutes. 17IPage Logistics and Administration of Post-Tests:The Intake Coordinator sent lists of participants' names to an evaluation team member who coded the surveys and ensured that the Intake Coordinator received the surveys before the class ends. Coding is necessary in order to track the couples/through the program. The Intake Coordinator(or intake staff) gave each participant a mini KSS during the last 5 minutes of the final session.The participant completed the survey, placed it in an envelope, sealed it, and returned it to the Intake Coordinator. In the event that there are more participants than anticipated, extra, unnumbered surveys were available. In this case, the Intake Coordinator wrote the participant's name on a note, and placed it on the sealed envelope. All envelopes were collected along with the sign-in sheet. Couples who did not attend the last session of the 8-hour seminar did not receive a mini KSS. Evaluation 10 hours Prepare/Enrich Curriculum (Relationship Inventory) (Year 3&Year 4): Pre-tests: No Post-test Evaluation Prepare/Enrich Curriculum: Mini KSS (Prepare/Enrich Knowledge and Satisfaction Survey),which also includes several demographic questions, no MSI-R.The administration time is approximately 5 minutes. Logistics and Administration of Post-Tests:This event is an individualized program (couple with educator),thus packages of assessment instruments were prepared for the educator to use as needed. Educators gave each participant a mini KSS during the last 5 minutes of the final (6`h session). Participants who did not complete all six sessions did not receive a mini KSS (because mini KSS was developed using the 6 goals of the curriculum). Participants were asked to complete the survey, place it in the self-addressed stamped envelope, seal it, and return by mail to the UNC evaluation team. Evaluation Current Pragram`(Year 3&'Year 4):Next Coaching Pre-test(MSI-R):The MSI-R(pre-test) is administered by technicians at the beginning of the assessment interview.The MSI-R is given to each member of the couple separately so that responses are not discussed, as that may influence how each partner responds. If couples meet the eligibility criteria,they may participate in Next Step Coaching. To be accepted for participation in the Mentoring phase, a couple must: • Have an annual income of less than 200%of the Federal Poverty Guidelines • Successfully complete the intake process • Be able to demonstrate legal status • Be married, living together, or contemplating marriage - • iave.nolirugnrvi indicators Post-test Evaluation Individual Events(Mini KSS's): In year 3,couples were offered the opportunity to participate in two events:The Enrichment weekend using the WOR curriculum and The Relationship Inventories using the Prepare/Enrich curriculum. Enrichment weekends were no longer being offered during this reporting period (October 30, 2009— March 31, 2010)due to the high cost of these events. 18 ' Page All participants who were referred to the Next Step Coaching program are taking part, or will take part, in the Relationship Inventory. Mini KSS's (completion time approximately 5 minutes) are administered after individual events, same administration procedures are followed as for the Relationship Seminar Programs. Post-test Evaluation (MSI-R+KSS-NSC: MSI-R and Knowledge and Satisfaction Survey—Next Step Coaching(KSS-NSC, see Appendix A)will be administered 12 months after the assessment to determine if the couple's marital satisfaction has increased and to assess knowledge and the overall satisfaction with the program. Evaluation of Current Program (Year 3&Year 4): Building a Family Pre-test(MSI-R):The MSI-R (pre-test) is administered by assessment technicians at the beginning of the needs assessment interview.The MSI-R is given to each partner of the couple separately so that responses are not discussed as that may influence how each partner responds. Post-test Evaluation Individual Events (Mini KSS's):Mini KSS's(completion time approximately 5 minutes)are administered after each individual event, except for Family Liaison, Community Referrals, Financial Management Coaching,and Conflict Resolution Coaching(see Table 2). Same administration procedures are followed as for the Next Step Coaching and Relationship Seminars. Post-test Evaluation (MSI-R+KSS-BAF):The MSI-R will be administered 12 months after the needs assessment to determine if couple's marital satisfaction has changed. A new overall general satisfaction survey(Knowledge and Satisfaction Survey—Building A Family) which will take about 5 minutes to complete-is currently-beingdeveiofsed to a55 -he overalt isfaction with the program ar to measure satisfaction with the following events: Family Liaisons, Community Referrals, Conflict Resolution Coaching, and Financial Management Coaching.This survey will be administered together with the post MSI-R 12 months after the initial assessment. Results: Research Question 1: Does the Building Healthy Marriages (BHM) program impact marital satisfaction? Yes,the Building Healthy Marriages program impacts marital satisfaction. There was a significant-change in marital satisfaction scores over time for the following areas: --• ProblenTSolei{ cii-fttrwnication, F(1,35)=18.622,p<-05 • Time TogetherjE(1,47)=17.408,p<.05 • Global Distress, F(1,38)=8.940, p<.05 • Sexual Dissatisfaction,F(1,41)=7.518,p<.05 • Affective Communication,F(1,42)=4.743,p<.05 • Financial Disagreement, F(1, 47)=4.731,p<.05 • Aggression, F(1,48)=4.378,p<.05 19IPage With the exception of the Role Orientation Subscale,all scales are scored in the direction of dissatisfaction, indicating that high scores reflect more dissatisfaction for a specific area within the relationship. The most significant improvement in satisfaction was found in the area of problem solving. Couples who participated in the program reported significantly higher levels of satisfaction with Problem Solving Communication than prior to entering the BHM program. Reardon-Anderson, Stagner, Macomber, and Murray(2005) reviewed 13 studies investigating communication following relationship and marital programs.They found a significant positive effect. The current findings support that the BHM program substantially improved communication skills for participants. In addition, improvements were found for both males and females for the Time Together and Global Distress subscales. Couples who participated in the BHM classes report less negative expectancies regarding the relationship's future and less consideration of divorce, and were more satisfied with the time they spent with their partner than before they entered the program. There was also a positive change between the pre and post test scores on the Sexual Dissatisfaction Scale. The results suggest that couples experienced increased satisfaction with their sexual relationship following participation in the BHM program. In addition, improvements in satisfaction were found in the areas of Affective Communication, Financial Disagreement and Aggression. These finding suggest that couples were more satisfied with the amount of affection and understanding expressed by their partner, had less discord in their relationship over finances than prior to entering into the BHM program, and experienced less intimidation and physical aggression by their - _ - partner There were no significant changes over time for Role Orientation, Family of Origin History, Dissatisfaction with Children and Conflict over Childrearing. It is interesting to note that 49%of the males and 46%of the females perceived problems in the area of Family of Origin History, indicating that half of the participants had strong perceptions of dysfunction in family relationships when entering the BHM program. Findings thus far do not indicate changes in this area after participation. In general, participants were more satisfied with: solving problems,the quality of time spent together, and their marriage.
